Position and Duties

 

The Departments are currently recruiting to fill multiple Planner positions. 



Planner I/II - Planning, Building and Code Enforcement Department



The City of San Jose Planning staff work in a wide variety of roles, including current and long-range planning, environmental review, data analysis and public information. The City of San Jose Planners are often given the opportunity to work on innovative and complex projects, creating and applying land use policies and ordinances to address emerging community issues and economic development needs. A Planner I performs beginning level professional planning duties, including the analysis of planning issues, the preparation and presentation of reports or planning studies, and the processing of zoning and land use permits. A Planner II performs advanced level professional planning duties, including the analysis of planning issues, the preparation and presentation of reports or planning studies, and the processing of zoning and land use permits.

 

Planner I/II – Parks, Recreation and Neighborhood Services Department

 

In addition to the Planning, Building and Code Enforcement Department responsibilities listed above, a Planner I/II in Parks, Recreation and Neighborhood Services Department supports the development of the City’s 100-mile trial network and parks and recreation facilities, prepares specialized maps, monitors private development proposals, provides geographic analysis as needed for the Parks Division, collaborates with Planning staff on development activities and develops and maintains design guidelines for trail infrastructure. The incumbent also provides analysis for allocation of developer fees for park and trail development, creating and editing trail and park maps for public use and coordinates the “parks layer” of the City’s GIS Database.

 

Incumbents in Planner positions require independent judgment and initiative.

 

Salary Range:



Planner I (FT/PT) $26.09-$31.70 Hourly; $54,267.20-$65,936.00 Annually

Planner II (FT/PT) $30.81-$37.42 Hourly; $64,084.80-$77,833.60 Annually



Minimum Qualifications:



Planner I (FT/PT)

Any combination of training and experience equivalent to:



* Education:A Bachelor’s Degree from an accredited college or university in planning, architecture, urban or regional planning, urban design, architecture, geography, environmental studies or a closely related field (degree must be received by the final filing date).

* Experience:None.



Planner II (FT/PT)

Any combination of training and experience equivalent to:



* Education:A Bachelor’s Degree from an accredited college or university in planning, architecture, urban or regional planning, urban design, architecture, geography, environmental studies or a closely related field (degree must be received by the final filing date).

* Experience:Two years of experience equivalent to the level of Planner I with the City of San José or a Master’s Degree from an accredited college or university in urban or regional planning, urban design, architecture, geography, or environmental studies or a closely related field can substitute for the required two years of experience for Planner II (sixty semester hours of relevant graduate course work can substitute for the required graduate degree).



* Licenses or Certificates:Possession of a valid California driver’s license may be required for some assignments.



* Employment Eligibility:Federal law requires all employees to provide verification of their eligibility to work in this country.  Please be informed that the City of San José will not prepare or file a labor condition application with the Department of Labor.

Competencies

 

The ideal candidate will possess the following competencies, as demonstrated in past and current employment history. Desirable qualifications for this position include:



* Knowledge of: Principles, practices, and purposes of city planning and the current trends in Federal, State, and local planning;

* Knowledge of nomenclature, symbols, methods, practices, techniques, and instruments used in planning, and mapping;

* Knowledge of zoning and general plan principles;

* Knowledge of organization of local government and basic concepts of public administration;

* Knowledge of environmental law;

* Knowledge of computer tools such as spreadsheet, presentation, GIS, web, and graphics programs.

* Ability to apply planning principles and practices to professional planning duties;

* Ability to carry out complex oral and written instructions;

* Ability to conduct and coordinate the City’s review of complex development proposals;

* Ability to demonstrate critical thinking and problem solving in the performance of work duties;

* Ability to deliver timely and high quality customer service to a variety of customer groups;

* Ability to write clear, concise, well-organized, and grammatically correct reports, and deliver public presentations;

* Ability to organize workload to complete multiple assignments by their deadlines;

* Ability to establish and maintain effective working relationships with associates, government officials, and representatives of various groups and organizations;

* Ability to collect, analyze, and interpret data pertaining to planning and zoning projects;

* Ability to analyze and interpret statistical, economic, and highly technical data pertaining to City planning;

* Ability to use computer programs involved in the performance of job functions;

* Ability to work independently, with little day-to-day supervision.



Selection Process

The selection process will consist of an evaluation of the applicant's training and experience based on the application, resume and answers to the job-specific questions.

4. Please insert a short writing sample (2,000 words or less) that demonstrates your analytical writing ability.



5. Please provide a brief summary of your customer service experience (200 words or less).

 

6. Please list the computer software programs, including GIS, web, graphics and database software, with which you are familiar and indicate your level of competency for each.
