NATURE OF POSITION


The Supervising Civil Engineer manages the Land Development and Transportation (LD&T) section of the Engineering Division.  This position reports to the Public Works Director, oversees a staff of four, and serves as the principal staff to the Transportation Commission, Planning Board, and Technical Advisory Committees of the Metropolitan Transportation Commission and the Alameda County Transportation Commission.


The LD&T section is responsible for activities related to land development review, transportation planning, traffic engineering, and transportation-related public works projects.  This position manages the City’s diverse, multi-jurisdictional transportation system.  This system includes limited access street corridors, bike facilities, pedestrian paths, buses, ferry systems, and potential light rail, bus rapid transit, and rapid bus service.  Major new development is occurring in the City and the Supervising Civil Engineer must balance the transportation demands of these anticipated expansion developments with the existing transportation system, with an emphasis on providing innovative alternative transportation facilities.


 


 


EXAMPLES OF DUTIES



  • Identifies and implements programs, activities and projects to encourage alternative transportation modes while optimizing the efficient use of available street capacity, reducing congestion, and increasing safety for all modes of transportation.

     

  •  Manages and supervises the development review activities for the department; prepares and reviews conditions of approval for subdivision and site developments; interprets City standards in complex and unclear cases; reviews and recommends approval of subdivision agreements, improvements, parcel maps, and final maps for conformity with laws, ordinances, city-imposed requirements, and accepted professional standards with the goal of encouraging alternative transportation modes.

     

  • Supervises and participates in the design and preparation of plans and specifications for a wide variety of traffic, transportation, and public works projects including traffic planning, safety, and operational enhancements to pedestrian, bicycle, and transit facilities; traffic channelization; traffic control devices, and other public facilities; prepares and approves cost estimates and construction plans; administers contracts; researches project design requirements, checks computations and specified materials for accuracy and conformance with regulations and accepted professional standards.

     

  • Performs and participates in the review of traffic studies, reports, plans and maps for conformity with laws, ordinances, CEQA, the Alameda General Plan, City imposed requirements, and accepted professional standards with the goal of protecting the health, safety and welfare of the community and encouraging the use of all transportation modes.

     

  • Directs and performs the investigation of complaints and field problems affecting the public, property owners, contractors, maintenance staff and transportation operations; assigns the collection of data to technical personnel; may inspect project sites to assist in solution of difficult problems; initiates and approves traffic work orders.




  • Participates in the development and implementation of goals, objectives, policies, and procedures; prepares and administers the budget for the transportation, traffic and land development section of the engineering division.

     

  • Participates in the selection and supervision of private professional engineers.




  • Trains professional and technical staff to perform assigned tasks; supervises and evaluates professional and technical staff using good management techniques to motivate employees to excel.

     

  • Plans and performs transportation activities, such as preparing and reviewing plan lines; grant applications for regional, state, and federal funding; transportation improvement programs, emphasizing complete street concepts; environmental impact reports; general plan transportation elements; and transportation system management programs.




  •  Represents the Department and provides professional presentations and expert advice to citizen groups, the Transportation Commission, the Planning Board, the City Council, the Alameda County Transportation Commission, Caltrans and other local, state and regional agencies.

     

  • Prepares written recommendations, correspondence, and reports, and makes public presentations on transportation/traffic/engineering projects and development proposals to the City Council, Planning Board, Transportation Commission, other boards and commissions and at community meetings/workshops.




  • May serve as Acting City Engineer as required.

  • Ability to review civil and transportation engineering reports, plans and specifications and apply engineering principles, codes, ordinances and regulations to complex land development, transportation, and CIP projects.


 



  • Knowledge of grant application preparation, administration and inter-agency liaisons for transportation funding and priority setting.





 


EMPLOYMENT STANDARDS


Possession of the employment standards does not assure advancement to the Examination or placement on the Eligible List.  This is a competitive examination where a candidate’s performance in the Examination will be judged in comparison with the performance of other candidates.  In addition to the above profile, the successful candidate should possess the combination of education and experience necessary to provide the required knowledge and abilities for the position.  A typical way to obtain the knowledge and abilities would be a bachelor’s degree with major course work in civil engineering or related field with course work in transportation planning and traffic engineering, and five years of professional civil engineering experience, with at least two years of managing and supervising professional engineering activities. Registration as a Professional Civil Engineer in the State of California is required; registration as a Professional Traffic Engineer in the State of California is highly desirable.  Position may require a valid Driver’s License with a satisfactory driving record.


 


SELECTION PROCESS


PART I:      Review of all applications to identify which applicants meet the minimum requirements for acceptance into the exam.


PART II:       An evaluation of those applications and Supplemental Questionnaires to select those best qualified to continue in the exam. FAILURE TO SUBMIT SUPPLEMENTAL QUESTIONNAIRE WILL REMOVE AN APPLICANT FROM CONSIDERATION.


PART III:      A Job Related Qualifications Appraisal Interview (weighted 100%).  A brief written or practical exercise may be conducted in conjunction with the Qualifications Appraisal Interview.  The panel will conduct a comprehensive review of each candidate's technical knowledge and overall suitability for the position.  Candidates receiving a score of 70% or more will have their names placed on an Eligible List.  The five (5) names highest on the list are certified to the department(s) having vacancies.  Placement on an Eligible List does not guarantee employment.  Tie scores will be broken by giving priority to the candidate based on the earliest application date.  Prior to appointment, a thorough reference check will be conducted and may include a credit check.  Final selection will be made from the Eligible List by the Department Head.  Federal law requires that, prior to employment, you must furnish proof of identity and eligibility for employment in the United States, such as driver’s license, original Social Security card, US passport, or appropriate INS forms, etc.
