Salary: $5,020.00 - $7,068.00 Monthly
This recruitment will be used to fill the immediate vacancy in Land Development and to establish an eligibility list for future vacancies within the same Classification.
THE POSITION: Under general supervision, this position will perform responsible administrative, financial, statistical and other management analyses in support of City and departmental activities, functions and programs; recommends action and assists in formulating policy and procedure and in budget development and administration; and performs related duties as assigned.
EXAMPLES OF DUTIES: Plans, organizes and conducts administrative, management and program analyses relating to assigned issues and/or programs; identifies problems, determines analytical techniques and statistical and information-gathering processes and obtains necessary information and data for analysis; discusses findings with management; prepares reports of study conclusions; develops implementation plans and assists in implementing policies and procedures; drafts staff reports, recommended legislative or policy change documents and presentation materials for management; performs difficult and responsible assignments in connection with preparation and management of budgets; with direction, develops financial plan projections and cash flow analyses; prepares revenue and expenditure analyses, staffing analyses and budget status and monitoring reports; drafts and recommends performance measures; drafts budget request reports and documents; prepares budget adjustment requests; drafts and assists in drafting proposed contracts and agreements and a variety of other supporting documents; monitors contract performance and expenditures; approves contract invoices for payment within guidelines and authority limits; researches and resolves contract problems and disputes; transmits contracts for required City approvals and execution; consults with City Attorney’s office on difficult contractual issues;; compiles and drafts federal and state agency reports and documents; processes draw-downs of deposit accounts; conducts research, analyzes data and drafts policy and procedure documents to address identified needs and issues; process Public Improvement Agreements as well as security reductions and exonerations; provide quality customer service; and perform related duties as assigned.
MINIMUM QUALIFICATIONS: Training and Experience – Graduation from a four-year college or university with major coursework in finance, public or business administration or a closely related field; and at least three years of progressively responsible professional experience performing administrative, operations, budgetary and similar analyses; or an equivalent combination of training and experience. Experience in a governmental agency is preferred. Knowledge and Abilities - Must have knowledge of principles, practices and methods of administrative, organizational, municipal budget development and management; financial and procedural analysis; uses and operations of computers and standard business software; basic principles and practices of public administration; principles, federal, state and local laws, regulations and court decisions applicable to assigned areas of responsibility; basic research methods and analysis techniques and principles and practices of sound business communication. Must possess the ability to organize and complete detailed assignments and complete projects with minimal direction; communicate clearly and concisely, both orally and in writing; communicate Land Development policies and procedures effectively to the general public; properly interpret and make decisions in accordance with laws, regulations, and policies; establish and maintain effective working relationships with those contacted in the course of work. It is preferred to have a working knowledge of the Subdivision Map Act and an understanding of the general development processes.
LICENSES AND CERTIFICATES: A valid California driver's license and the ability to maintain insurability under the City’s vehicle insurance policy.
THE SALARY: $5,020 - $7,068 per month – less a 10% furlough per the current MOU.
