THE POSITION: The City of Hayward is currently seeking a Human Resources Analyst I to perform a variety of professional human resources duties including: recruitment and selection, classification, compensation, training, benefits and leave management, workers’ compensation, safety, insurance, risk management, and/or employee and labor relations. This position requires discretion to work with confidential and sensitive issues on a regular basis. The incumbent will provide analytical support to City management and supervisory staff, and perform other duties as assigned. Knowledge of: Principles, practices, and techniques of human resources administration, including recruitment, selection, equal employment opportunity, employee orientation; job analysis and classification, compensation and benefit analysis and administration, training and development; and the interpretation of laws, regulations, policies, and procedures.
Ability to: Administer, review, and evaluate a comprehensive human resources program; interpret, apply, and explain complex laws, codes, regulations, and ordinances; prepare clear and concise reports, correspondence, policies, procedures, and other written materials; maintain confidentiality of sensitive personal information of applicants, current and former employees, and other matters affecting employee relations; analyze data and information using established criteria in order to determine consequences and identify and select alternatives; modify existing policies, strategies, and/or methods to meet unusual conditions; maintain attention to detail and accuracy while meeting critical deadlines; and use English effectively to communicate in person, via telephone, and in writing.
REQUIREMENTS: Any combination of experience and education that would likely provide the required knowledge and ability is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: None required; previous experience in Human Resources, public or private, will be considered favorably.
Education: Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in Human Resources, Business or Public Administration or a closely related field.
SELECTION PROCEDURE: Candidates must submit a completed City of Hayward job and a response to the Supplemental Questionnaire which fully describes the nature of their professional experience and qualifications. Failure to submit both forms will disqualify you from further consideration in the selection process. Application packets will be screened by a qualifications panel and candidates considered best qualified based on the information submitted will be further evaluated by a competitive examination process that may include a written exam and oral panel interview. Candidates successfully passing the examination process will be placed on an eligible list to be submitted to the department for hiring consideration. Actual hire depends on success in the departmental selection process.
