Under general direction perform a variety of complex tasks related to information systems functions, activities and operations related to the City’s multi-user and server-based computer systems; maintain and support the City’s local and wide area data network systems, voice system, network servers and infrastructure, as well as desktop hardware and software; perform a wide variety of complex technical duties involved in installation, repair, and maintenance of personal computers, network servers, network infrastructure, peripherals, phone system, and equipment; provide support and maintenance to the City’s third party developed software; and perform other related duties as assigned.
DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:
This is a journey-level position. This is a full-time, exempt position requires training and experience in complex network administration and security management. Expertise required is dependent on operational needs. The Technology Analyst II works a flexible work schedule including evening and weekend hours as needed.
This position is distinguished from the Technology Analyst I position in that it is expected to have more advanced skills or specialized knowledge. This position is expected to function at a higher skill level than the Technology Analyst I and exercise more independence and judgment. At times, this position may provide training to a Technology Analyst I. The Technology Analyst II must demonstrate a wide variety of advanced experience in network and system administration. The candidate must demonstrate an ability to work independently and provide excellent customer service for classification at this level.
This position is distinguished from the Sr. Systems Analyst position in the lower level of autonomy, skill set, independent decision making capabilities, and the nature and extent of managing multiple projects and disciplines.
SUPERVISION EXERCISED AND RECEIVED:
This position is supervised by the Information Technology Manager. This position may exercise technical and functional oversight of lower level staff, including interns and/or vendors/consultants.
IMPORTANT AND ESSENTIAL DUTIES:

• Provide first and second level support for desktop computers
• Receive, log and track all calls from users related to problems and questions
• Install new and/or update PC hardware components and client software
• Respond to user requests for hardware or software assistance and help troubleshoot and solve PC and Network problems
• Complete move/add/change (MAC) requests
• Monitor and maintain Windows enterprise servers; set up and maintain user security access on LAN/WAN’s, minicomputer (iSeries) systems and telephone systems
• Perform backups on LAN/WAN servers, minicomputer systems and telephone systems
• Troubleshoot a wide range of client and network problems in addition to repairing personal computers, servers, and peripheral equipment; monitor and troubleshoot the network infrastructure and perform Network Administrator tasks
• Develop, enhance and maintain documentation for the Information Technology Division;
• Install, configure and support a virtualized server environment (VMWare)
• Maintain and support all Microsoft Servers (email, intranet and internet web sites, content management software, web server, video streaming)
• Install, configure and support third-party software and legacy applications; schedule vendor maintenance and repair activities; provide additional third-party support for department specific applications
• Develop and provide training for City departments on the use and application of hardware and software
• Maintain city-wide inventory of network, telecommunications and computer hardware, software, books, manuals and other related documents
• Generate reports as requested by city departments
• Keep current on trends, developments, innovations, and equipment, used in desktop systems, anti-virus software, office automation, graphics, spreadsheets, and word processing
• Assist in projects as assigned
• Analyze and evaluate vendor supplied software and hardware products
• Coordinate the acquisition, installation and application of vendor products
OTHER JOB-RELATED DUTIES:
Attend meetings and conferences; attend and present technical information at City Council and other meetings, including Council advisory committees on Information Technology issues; lead and participate in employee task forces and committees related to information technology.
The ideal candidate will be an integral part of the City's Information Technology Division. The IT Division is an internal support division of the City, supporting the operating departments in delivering quality, efficient and effective service to the community. A high level of customer service orientation and effective interpersonal communication skills are required. An appropriate combination of the following areas of knowledge, skills and abilities is necessary based on the operational needs of the Division.
• Current principles and practices related to VMWare, Microsoft (MS) Windows Enterprise Servers (Exchange, Internet Information Server, SQL Server and Terminal Server services)
• Desktop hardware (PC, laptop and thin-client) and software (MS operating and applications) support; familiar with local area networks (LAN) and remote access troubleshooting
• Network knowledge and LAN fundamentals, including network interface connection and user installation, various network topologies, LAN administration, servers, switches and network architecture
• Voice communications equipment and services including modems, cabling plans, and coaxial and fiber optic cables
• Computer hardware and software applications and associated security and backup procedures firewall and network security
• Basic electronics methods, techniques, parts, tools, and materials used in the maintenance and repair of a wide variety of electronic and communications systems including telephone, voice mail, fax, and related microcomputer systems
• Operating, installing, maintaining, configuring, and troubleshooting a variety of computers, local and wide area network equipment, servers, and peripherals, including but not limited to desktop computers, servers, routers, hubs, switches, audio/visual equipment, telephone equipment and accessories, mobile computing (vehicular) systems and wireless access devices
• Asking questions and getting information in order to diagnose network and computer problems
• Setting up records and tracking methods
• Maintain effective working relationships with those contacted in the course of work; exercise time-management, documentation, organizational and communication skills
• Communicate clearly and concisely, both orally and in writing
• Troubleshoot and resolve escalated network and product problems
• Act as the technical lead and provide technical training and mentoring to departmental staff
• Stay current with new technology developments; recommend appropriate revisions to processes and procedures and make process improvement changes to streamline procedures.
EDUCATION AND TRAINING GUIDELINES:Any combination of experience and training that would likely provide the required knowledge, skills and abilities. A typical way would be:
Education: Equivalent to a BA/BS degree from an accredited college with major course work in information systems, computer science, or a closely related field.
Experience: Two to three years of progressively highly responsible and verifiable experience in an information technology environment equivalent to a network / system administrator performing configuration, implementation, administration and support of complex LAN/WAN. Experience with the following is highly desirable: latest versions of VMWare, Microsoft Windows Server, AD and desktop operating systems and office productivity applications; network switches VLANS; IBM iSeries; and, telephone (VOIP) and voice mail systems.
Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure to confining work space and electrical hazards; ability to travel to different sites and locations; availability for shift work, 24-hour on-call, and stand-by.
LICENSES, CERTIFICATES AND REGISTRATION:
Licenses: Possession of a valid California Class C Driver’s License.
Certificates: Certification in computer science, network administration, Microsoft, VMWARE, or telecommunications specialty programs may be considered in meeting the education and training guidelines.
