Human Resources Department

HR Analyst II: $71,468.80 - $86,860.80/annually


Employee is required to make a contribution to CalPERS retirement on a pre-tax basis.
Currently depending on prior or current membership in CalPERS that contribution
can range from 9.25% to 10% and may change in the future depending upon CalPERS and contract negotiations.


The City does not participate in Social Security.


Current work schedule is a 4/10 Monday – Thursday. City Hall is closed on Fridays.


This is a Journey-Level position applicants will have a minimum of one year professional experience working as a Human Resources Analyst. 


Experience in the Public Sector is highly desirable.


THE POSITION
We are currently recruiting for the position of Human Resources Analyst II - Generalist Assignment.  Under direction, the incumbent will be responsible for a variety of assignments within the Human Resources Department including work in Recruitment/Selection, Classification/Compensation, Employee Relations/Development and Conducting Studies, Surveys and Analyses.


The primary responsibilities of the HR Analyst will include: overseeing and coordinating recruitment and selection; conducting studies, surveys and analyses and making recommendations based on findings; and assisting with labor and employee relations matters. THE DEPARTMENT
The Human Resources Department has a close knit group of experienced professionals, which in addition to the Human Resources Analyst, includes the Human Resources Director, a Human Resources Specialist and a Human Resources Assistant serving eight departments and nearly 300 full time employees. We provide a full range of services and support to departments within the City, including recruitment and staffing; employee onboarding; records management; training; classification and compensation; policy development; performance management; and employee and labor relations. The Department also ensures compliance with federal, state, and local employment law, manages the City’s benefit and self-insured workers’ compensation programs, and oversees the City’s workplace safety program.


REQUIRED QUALIFICATIONS
A combination equivalent to education and experience that is likely to provide the required knowledge and abilities would be qualifying.


Education: A Bachelor’s degree in human resources, public or business administration, or a related field.


Experience: A minimum of one year professional experience working as a Human Resources Analyst.


Experience in the Public Sector is highly desirable.

The Ideal Candidate Will Possess:

  • Public sector experience overseeing a recruitment and selection program.
  • Working knowledge of human resources principles and practices.
  • Experience with interpreting and explaining HR policies, procedures, rules, laws and labor contract provisions.
  • Skills to manage multiple concurrent projects, and effectively manage priorities, time, and resources in a demanding work environment.
  • Excellent customer service, professionalism, confidentiality, and communication skills.
  • Skills to gather, analyze and research data; identify issues with multiple variables and formulate conclusions; write reports and make recommendations.
  • Proficiency in Microsoft Office Word, Excel and experience using Human Resources technology platforms.
