INVITES CANDIDATES TO APPLY FOR THE POSITION OF
BUILDING INSPECTOR
Salary Range from $6,639 to $8,069 Monthly (3% COLA as of July 1, 2017)
 
THE DEPARTMENT 
The Community Development Department has the primary responsibility for administering the laws, regulations and requirements that pertain to the physical development of the City and for overseeing the implementation of the City’s economic development, housing and public arts programs.  The Department consists of the Planning, Building, and Economic Development and Housing Divisions.
 
THE POSITION
The Building Inspector is a journey-level classification. Incumbents will be expected to perform complex and detailed inspections of structures for conformance to codes, ordinances, approved plans, calculations, and specifications with minimal supervision. The Building Inspector will conduct investigations of suspected violations of the Municipal and Building codes, including code enforcement.  Incumbents must be able to perform the entire range of combination inspections (building, electrical, plumbing and mechanical) in a variety of residences, commercial and industrial buildings.  The Building Inspector may assist in training other building inspectors and may provide technical assistance to the permit center staff and may be required to work the permit counter as needed.
 
 

Ideal Candidate:

 THE IDEAL CANDIDATE

Is experienced performing complex building, electrical, plumbing, mechanical, energy             and accessibility inspections of all structures and installations during construction to               ensure conformance to City/State codes, ordinances, approved plans, calculations, and         specifications;
Is experienced using the California Building Code, including Accessibility, Plumbing and         Mechanical Codes, Electrical and Energy, and National Electrical Code and                             knowledgeable of all related state and local laws and housing codes;
Is able to maintain effective working relationships with those contacted in the course of           the work;
Is able to investigate, document, and resolve complaints or make other appropriate                 dispositions;
Is able to review specifications, sketches, architectural plans of buildings to be                       constructed, altered or repaired for conformance with appropriate local and state codes         and ordinances
•       Is able to inspect buildings for compliance with regulations and notify builders of any             required certificates;
Is experienced in the operation of personal computers and date entry;
Possesses excellent interpersonal relations skills with the ability to communicate                     effectively orally and in writing using correct English including spelling, grammar and             punctuation and in a fair, tactful and firm manner;
Possesses experience with math (addition, subtraction, multiplication, fractions and               geometry); 
Responds to inquiries, establishes, organizes and maintains record keeping systems;
Interprets and analyzes information, draws valid conclusions and projects                               consequences;
Is a team player with the ability to provide direction to building inspectors and other                 technical and/or clerical staff including temporary employees. 
 
 
EDUCATION AND EXPERIENCE
 
Candidates must have the equivalent to a high school diploma supplemented by college or technical school courses in construction technology, engineering or a related field and three (3) years of experience working for a public agency as a building inspector, which included combination building inspection work on industrial/commercial/residential projects.  An Associate’s Degree in building inspection technology is desirable.  
 
Licenses and Certifications:  Possession of a valid Class C driver’s license and a satisfactory driving record or demonstration of ability to travel to various locations in a timely manner is a requirement of this position.   Candidates must possess and maintain the Building Inspection Certificate issued by the International Code Council (ICC).  Possession of the Combination Inspection Certificate is desired.  
 
Candidates must be sufficiently active to perform the physical duties of the job including working outdoors in all weather conditions with intermittent exposure to noise, fumes, odorous emissions, and airborne particles, entering and moving around in small spaces, walking on a variety of surfaces and varying terrain, reading various size print and architectural drawings and blue prints with the ability to discern colors, read codes and ordinances and operate a variety of tools and equipment.    
 


Benefits:

 COMPENSATION AND BENEFITS

The MESA provides a competitive compensation and benefits package.  Salary range is $6,639 to $8,069 monthly and the benefits include: 

 

Retirement: New* Members CalPERS 2% @ 62 Retirement Plan (based on highest               three consecutive years) or Classic* Members 2% @ 60 (based on highest three                   consecutive years).  Under both plans, the employee picks up the full 7% employee               contribution.  (*As defined by CalPERS).  The agency does not participate in Social               Security. 
Vacation: Employee accrues ten (10) working days per year. Maximum accrual of 2x               annual accrual rate
Holidays: Fourteen (14) paid holidays per year (inclusive of three (3) floating holidays).
Sick Leave: Fifteen (15) days per year, with unlimited accumulation.
Health & Welfare: Medical, Dental, and Vision care coverage paid by the agency (to a           capped amount) for the employee and eligible dependents.
Misc. Benefits:  City provides life/AD&D, long-term disability (LTD) and employee                   assistance program benefits.  

PROBATIONARY PERIOD/REPRESENTATION BENEFITS 
The probationary period for new employees is nine (9) months which may be extended by an additional three (3) months.  This position is represented by SEIU Local 1021.
