NATURE OF POSITION



Under general direction plans, implements, coordinates, and maintains management control and supervision over all transmission, substation and distribution engineering; performs other related work as required. The Engineering Manager is responsible for the management, supervision and administration of all Alameda Municipal Power (AMP) electric system planning, engineering, specifications, and design activities. This is a senior level professional engineer classification. Incumbents perform management, administrative, and supervisory and program management duties, develop policy recommendations, and make decisions or select courses of action based on data supplied by subordinate engineers, as well as perform complex technical calculations and design work. Work in the class is distinguished from that of lower classes by the overall responsibility for major and/or complex engineering projects or assignments, by the level and extent of management, administrative, and supervisory responsibilities, and/or by the level of professional specialization and expertise required. Advanced technical skill, professional specialization and certification are required and will vary according to assignment.


 


EXAMPLES OF DUTIES



1. Plans, coordinates and supervises professional and technical engineering work in connection with AMP projects.
2. Performs design management ensuring regulatory compliance and overall coordination of complex engineering projects, including providing technical guidance and/or supervision to contract, consulting, and/or AMP and City staff; performs related contract administration, project schedule coordination, interagency coordination, quality control, field decisions, tests, etc.
3. Prepares or directs forecasts system demand, energy requirements, load characteristics, and other factors pertinent to system planning.
4. Identifies, evaluates prepares, reviews and makes recommendations, and supervises the preparation of plans, specifications, cost estimates and contracts; prepares feasibility and economic studies to develop short range and long range plans for expansion and improvement of the system including cost estimating, time material requirements and scheduling requirements.
5. Directs and monitors the work of architects, consultants, professional engineering firms and general construction contractors; coordinates related negotiation and contract preparation; negotiates and prepares change orders and extra work orders.
6. Supervises and is responsible for the review of plans, computations and upgrades to AMP engineering standards.
7. Coordinates activities with and provides specialized professional guidance to other work units and divisions, City departments, contractors, consultants, developers, property owners and outside agencies.
8. Researches new concepts and technologies; participates in new program development as assigned.
9. Prepares and may present various studies, analyses and reports; attends various seminars, meetings and conferences; provides information to and resolves issues with other divisions/departments, contractors, consultants, developers, property owners and outside agencies.
10. Assists and administers capital and expense budget planning and material forecasting.
11. Provides management, supervision, evaluation and training for assigned staff.
12. Attends and periodically makes presentations at the monthly Public Utilities Board and other City meetings, and shares minutes with staff.
13. Prepares and reviews purchase specifications needed to acquire material and services related to system reliability, expansion and improvement.
14. Provides general technical direction and supervision in the planning, implementation and maintenance of system maps and records required for the efficient operation, maintenance, expansion and improvement of the system.
15. Conducts or supervises the review and analysis of new equipment, methods and materials pertinent to the improvement, operation and maintenance of the system and makes recommendations.
16. Coordinates and directs Engineering section staff to resolve service problems with customers.
17. Acts as a subject matter expert and supervises staff to ensure compliance with engineering responsibilities related to the NERC, WECC compliance program.




EMPLOYMENT STANDARDS



Possession of the employment standards does not assure advancement to the Examination or placement on the Eligible List. This is a competitive examination where a candidate’s performance in the Examination will be judged in comparison with the core competencies required of the job. To be considered, applicants should possess the combination of education and experience necessary to prove the required knowledge and abilities for the position. A typical way to obtain the knowledge and abilities would be:




Education/Experience & Other Requirements



1. Graduation from an accredited college with a degree in electrical engineering and registration by examination as a professional electrical engineer in the State of California.
2. Six (6) years of progressively responsible professional engineer experience in electrical utility power engineering, at least three (3) years of which must have been in a senior supervisory capacity.
3. Selected positions may require possession of a valid California Driver's License and satisfactory driving record as a condition of initial and continued employment.
4. Additional relevant licensing or certification may be required based upon project needs or requirements.


 


KNOWLEDGE OF electrical engineering principles and practices as applied to municipal electric engineering; engineering construction project management methods; materials and methods used in design, construction and coordination of designated engineering projects; laws, rules, regulations, codes and ordinances applicable to electrical engineering; safe work practices and procedures.


 


ABILITY TO effectively manage, plan, coordinate and supervise electrical engineering and program management work and related activities, functions and services; manage multiple complex major projects simultaneously; demonstrate effective leadership and gain consensus an support; prepare, read, and interpret plans, specifications and descriptions and technical reports; interpret and apply complex governmental regulations; effectively present technical information to a non-technical audience; establish and maintain accurate records; plan, administer and evaluate work programs and schedules, draw valid conclusions and project consequences of decisions and recommendations; prepare complex technical studies and reports; operate computer equipment and utilize specialized software; set priorities, meet deadlines, and make sound decisions; maintain level of knowledge required for satisfactory job performance; communicate effectively; establish and maintain effective working relationships with employees, contractors, consultants, the general public and representatives of other agencies, supervise, train and evaluate assigned staff.


 


SELECTION PROCESS



The examination process may include an application and supplemental questionnaire evaluation, a written exam, a performance exam, and/or an oral interview. The examination process may test for, but is not limited to, the essential knowledge and abilities listed in the job specification and announcement and will be designed to provide a comprehensive review of each candidate’s technical knowledge and overall suitability for the position. Qualified applicants will be notified of the exact date, time, and location of examinations approximately two weeks in advance. Candidates passing all components of the examination process will be placed on an Eligible List. A list of names is certified to the department(s) having vacancies based on the type of examination conducted pursuant to the provision of the City’s Civil Service Rules. Final selection will be made from the Eligible List by the Department Head subject to approval by the City Manager. The Department Head may utilize additional selection procedures to make a final hiring decision. Placement on an Eligible List does not guarantee employment. Tie scores will be broken by giving priority to the candidate with the highest rating on the most heavily weighted portion of the exam or if weighted 100% on any given portion, based on the earliest application date and time. Prior to appointment, a thorough reference check will be conducted which may include a credit check and background. The selection process may be evaluated and revised based on the number of qualified applicants. Federal law requires that prior to employment, you must furnish proof of your identity and eligibility for employment in the United States, as required the U.S. Department of Justice.
