FIRE DIVISION CHIEF
SALARY: $9,186 to $12,310 MONTHLY (26 PAY PERIODS ANNUALLY)

The Human Resources Department is accepting applications for the position of Fire Division Chief.
EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:
• Develop and implement divisional goals, objectives, policies and procedures.
• Plan, organize and direct division activities as assigned.
• Direct, oversee and participate in the development of assigned fire division work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
• Prepare assigned division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, supplies, and services; administer the approved budget.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
• In the absence of a Battalion Chief, respond to and/or perform as Incident Commander in especially serious or difficult alarm situations such as Haz-Mat, MCI and other large scale incidents; direct firefighting and/or emergency response staff; determine best methods of response and need for additional and/or specialized apparatus and equipment related to conditions.
• Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Research and prepare technical and administrative reports; prepare written correspondence.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.
When assigned to Logistics:
• Manage, direct and organize the activities of the Logistics Division including logistical and administrative support to other Fire Department divisions, management of the Emergency Command Center (EOC), and administration of the public education program as related to the schools and community groups and other programs as assigned.
When assigned to Operations:
• Manage, direct and organize the activities of the Operations Division including fire suppression activities and abatement of hazardous material incidents; delivery of first responder emergency medical services; communications; personnel coordination and other programs as assigned.
When assigned to Fire Prevention:
• Manage, direct and organize the activities of the Fire Prevention Division including enforcement of regulatory and code enforcement programs, administration of the Certified Uniform Program Agency (CUPA), and oversight of community/media relations and other programs as assigned.
When assigned to Training and Safety:
• Manage, direct and organize the activities of the Training and Safety Division including managing and conducting firefighting, rescue response, and emergency medical services training; develop and implement staff development programs and related training materials and respond to and serve as the Safety Officer on large scale incidents.
o Principles and practices of modern fire prevention management and fire suppression activities, including plan review and inspection/investigation techniques.
o Modern methods and techniques of the Incident Command System (ICS).
o Principles and practices of leadership, motivation, team building and conflict resolution.
o Pertinent local, State and Federal rules, regulations and laws.
o Modern office procedures and computer equipment.
o Principles and practices of organizational analysis and management.
o Budgeting procedures and techniques.
o Principles and practices of supervision, training and personnel management.
o Organize and direct assigned division operations.
o On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules and procedures; and explain and interpret policy.
o On a continuous basis, sit at desk and in meetings for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone; write or use a keyboard to communicate through written means; wear appropriate firefighting clothing, carry equipment and perform the duties of the Firefighter as required; lift or carry weight of 110 pounds or less.
o Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
o Gain cooperation through discussion and persuasion.
o Interpret and apply City and Fire Department policies, procedures, rules and regulations.
o Supervise, train and evaluate personnel.
o Communicate clearly and concisely, both orally and in writing.
o Establish and maintain effective working relationships with those contacted in the course of work.
Experience and Training
Eight years of increasingly responsible experience in municipal fire suppression duties, including five years of supervisory responsibility at the Fire Captain level or higher.
A Bachelor's degree from an accredited college or university with major course work in fire science, public administration, business administration or a related field.
License and Certificate
• Possession of, or ability to obtain, a valid California driver’s license.
• Possession of California Fire Officer Certification.
• Possession of Emergency Medical Technician I Certification or Paramedic License.
If assigned to Logistics and Operations:
• Possession of California Chief Officer certification is desirable.
If assigned to Training and Safety:
• Possession of State Certified Fire Instruction I and II certification within one year of appointment.
• Possession of California Chief Officer certification is desirable.
• Completion of course requirements for Safety Officer S-404 is desirable.
If assigned to Fire Prevention:
• Possession of Fire Prevention Officer I and II Certificates as issued by the California State Board of Fire Services within one year of appointment.
• Completion of course requirements for State Board of Fire Services certified Fire Prevention Officer III, Fire Protection Specialist, Plans Examiner, Fire Investigation Officer I, and PC 832 is desirable.
