The Human Resources Department is accepting applications for the full-time position of Assistant Environmental Utilities Director. The normal work schedule will be 40 hours per week between the hours of Monday through Friday 8:00 a.m. to 5:00 p.m., a flex schedule may be available.
To assist the Environmental Utilities Director in managing and directing the Environmental Utilities department to include Asset Management, Land Development, Geographic Information Systems, Safety and Engineering; to plan organize and direct elements of technical services supporting Utility operations; and to provide highly complex staff assistance to the Environmental Utilities Director
This classification is distinguished from the next higher classification of the Environmental Utilities Director in that the latter has overall responsibility for the Environmental Utilities Department. This is an unclassified position in which the incumbent serves at the will of the Environmental Utilities Director.
SUPERVISION RECEIVED AND EXERCISED
• Receives general direction from the Environmental Utilities Director.
• Exercises direct supervision over management, supervisory, professional, technical and clerical personnel.
EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:
• Assist the Environmental Utilities Director in managing and directing the Environmental Utilities department.
• Assist in developing department goals and objectives; assist in the development of and implementation of policies and procedures.
• Plan, organize and direct technical activities required to support utility operations including land use planning, infrastructure rehabilitation planning and implementation, Geographic Information Systems development and use, mapping, asset management resource development, and safety program development.
• Prepare initial studies and environmental documents related to development plans/applications, including conformance to local, state and federal regulations and laws and City General Plan requirements; prepare written reports with recommendations and make presentations to the City Council, Planning Commission, Design Committee and other bodies, as appropriate.
• Assist in development and implementation of the Department work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
• Prepare the associated budgets for divisions providing technical support to the Utility operations; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.
• Make presentations to a variety of groups and other jurisdictions interested in/affected by City planning and development policies; respond to inquiries and provide information about current and/or long range planning procedures and processes.
• Represent the Department to outside groups and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Research and prepare technical and administrative reports; prepare written correspondence.
• Perform related duties as assigned.

• On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules and procedures; and explain and interpret policy.
• On a continuous basis, sit at desk or in meetings for long periods of time. Intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and communicate through written means.
• Prepare and administer a budget.
• Supervise, train and evaluate personnel.
• Interpret and explain Department policies and procedures.
• Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
• Gain cooperation through discussion and persuasion.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Communicate clearly and concisely, both orally and in writing.
Experience and Training
Six years of increasingly responsible related experience in public utilities with experience in design engineering, water quality, maintenance of distribution/collection systems or treatment facilities and/or long term utility system needs projections, with oversight responsibility for system expansion, including two years of management responsibility.
A Bachelor’s degree from an accredited college or university with major course work in Civil Engineering or a related field.
License or Certificate:
Possession of, or ability to, obtain a valid California Driver’s License.
Possession of a current certificate of registration as a Professional Civil Engineer in California.
Applications will be screened to the most qualified and may include a written, oral or practical examination. Final promotional appointment is contingent upon having successfully passed a City-paid pre-employment medical exam specific for the position applied for.
