 POLICE OFFICER - RECRUIT


WHO SHOULD APPLY?: Interested individuals who have NOT graduated from and/or are NOT currently attending an accredited Police Academy. 


 



SALARY RANGE


(RECRUIT): $28.83 – $30.27 – $31.78 – $33.37 – $35.04 – $36.79 – $38.63 per hour.


While attending the Police Academy, Police Officer-Recruits are temporary employees and not eligible for benefits. After successful completion of and graduation from the Police Academy, Police Officer-Recruits who continue to meet the Employment Standards listed below will become eligible for rich benefits and eligible for full-time employment status,as Sworn Police Officers who begin the Field Training Program.  


(SWORN POLICE OFFICER): $92,643.20 - $97,281.60 - $102,148.80 - $107,265.60 - $112,632.00 annually plus excellent benefits.

NATURE OF POSITION


Under direct supervision, a Police Officer - Recruit attends a P.O.S.T.-certified basic police academy and receives closely supervised training in areas such as:  law and Penal Codes; criminal justice system procedures; law enforcement and crime prevention techniques; physical fitness and first aid; proper handling and firing of firearms; radio codes and dispatching procedures; public contact skills; interviewing and taking complaints; writing and editing police reports; geography; investigation techniques; arrest and suspect handling procedures; emergency police vehicle operation; and departmental rules and regulations; performs other duties as required.


 



EMPLOYMENT STANDARDS


Possession of the employment standards does not assure advancement to the Selection Process or placement on the Eligible List. This is a competitive exam where a candidate's performance in the examination will be judged in comparison with the performance of other candidates.  To be considered, applicants must:


  1. Be 21 years old by date of appointment as a Police Officer.
  2. Possess a high school diploma or a G.E.D.  College coursework is desirable.
  3. Be in excellent physical condition and demonstrate a state of physical and mental health consistent with the ability to perform assigned duties; have normal hearing; have uncorrected vision no less than 20/80 in each eye which is corrected in each eye to 20/20; and have normal color vision.
  4. Possession of a valid California driver’s license and satisfactory driving record as a condition of initial and continued employment.
  5. Be a citizen of the United States or be a permanent resident alien who is eligible for and has applied for citizenship prior to application date.  Application shall not have been denied.
  6. Be able to take the P.O.S.T. Entry Level Law Enforcement Test Battery (PELLETB) Exam, OR be required to submit valid “T-Score” results, with a score of 45 points or higher, dated within one year of application. 
  7. Be able to take part in a series of physical capability events, OR be required to submit valid P.O.S.T. Work Sample Test Battery (WSTB) agility results with a score of 384 or higher,  AND include a 1.5 mile run time results under a 14-minute timeframe, dated within 18 months of application.
  8. Be able to complete a 50-yard swim test. 

 



OTHER REQUIREMENTS


ABILITY TO successfully complete Academy requirements; observe and accurately remember names, faces, numbers, incidents and places; learn and interpret laws, regulations, policies and procedures; carry out oral and written directions; analyze situations and make quick decisions requiring sound judgment; communicate situations; operate a variety of specialized police department equipment including computerized telecommunications and dispatch equipment; become proficient in self-defense techniques and in the care and use of firearms; maintain level of knowledge and physical condition required for satisfactory job performance; establish and maintain accurate records; prepare concise, comprehensive reports; communicate effectively; act with resourcefulness, courtesy and initiative; exercise independent judgment; and establish and maintain effective working relationships with employees and the general public.


LOYALTY OATH:  An oath or Affirmation of Allegiance to the United States and to the State of California must be taken before appointment.


RESIDENCE:  Within a reasonable time, you are required to live within a 50 minute drive to your work.


  



SELECTION PROCESS


  • APPLICATION REVIEW: Applicants who meet the employment standards will be identified for acceptance into the exam. Resumes will not be accepted in lieu of completed City application forms.  Applicants are urged to fill out the application completely and thoroughly respond to all questions.  FAILURE TO SUBMIT THE REQUIRED SUPPLEMENTAL QUESTIONNAIRE WILL REMOVE AN APPLICANT FROM CONSIDERATION. An evaluation of those applications and Supplemental Questionnaire responses will be conducted to select those best qualified to continue in the exam.
  • WRITTEN TEST: Candidates who meet the employment standards will be invited to take the P.O.S.T. Entry Level Law Enforcement Test Battery (PELLETB) Exam, OR be required to submit valid “T-Score” results, with a score of 45 points or higher, dated within one year of application. 
  • PHYSICAL AGILITY:  Candidates will take part in a series of physical capability events, OR be required to submit valid P.O.S.T. Work Sample Test Battery (WSTB) agility results with a score of 384 or higher,  AND include 1.5 mile run time results under a 14-minute timeframe, dated within 18 months of application.
  • STRUCTURED ORAL INTERVIEW:  Candidates will be invited to Structured Oral Interviews.  Those who pass the interview will be placed on a tentative Eligible List based on their oral interview scores. The pass point is 70%.
  • SWIM TEST:  Candidates will complete a 50-yard swim test.
  • BACKGROUND INVESTIGATION:  A thorough investigation of a personal history, including but not limited to work history, education, military, arrest record, etc. will be conducted on candidates certified to the Police Department.  A polygraph is a part of the background examination.
  • MEDICAL EVALUATION:  All candidates recommended for appointment to the job by the Hiring Authority must successfully complete a required medical examination prior to appointment.
  • PSYCHOLOGICAL EVALUATION:  All candidates recommended for appointment to the job by the Hiring Authority must successfully complete a psychological evaluation prior to appointment.
  • DEPARTMENTAL APPOINTMENT:  Candidates certified from the Eligible List to the Police Department may be interviewed by the departmental Hiring Authority for possible appointment to the job.

Other Postemployment Benefits:
Effective January 2016, employees will contribute a percentage of cost to a trust.
Supplemental Retirement Benefits:
Effective January 2016, employees will contribute 2% of their base earnings towards a supplemental retirement plan created under IRC 401(a) and 401(h)
 
  • Equipment Allowance:  $750 equipment allowance.
  • Uniform Allowance:  $2,000 per year 
  • Health & Life Insurance:  A choice of CalPERS health plans for which the City contributes towards a significant portion of the premium for the employee and family.  A $50,000 group life insurance policy is provided at no cost.
  • Dental:  City paid premium for  the employee and eligible dependents.
  • Vision:  Effective January 2016, the City will pay 50% of the premium for the employee and eligible dependents.
  • Vacation:  Annual paid vacations range from 2-7 weeks based on length of service.
  • Holidays: 1/14.44 regular salary for Holiday-in-Lieu Pay plus 1 floating holiday per year.
  • Sick Leave:  Eight (8) hours per month.
  • 4-10 Schedule:  Patrol officers work 4 days, 10 hours per day workweek.
  • Bilingual Pay:  $672 per year for designated positions.
  • Retention Pay:  3% at 10 years, additional 4% at 15 years, and additional 5% at 20 years of service, compounded.
