Description

The City of Dixon is excited to announce its recruitment for the position Senior Management Analyst.

Incumbents in this position plan, organize, direct and supervise the work of assigned personnel engaged in professional administrative and analytical duties in support of City departments and programs; to perform duties requiring specialized knowledge; to manage and perform the most complex and difficult administrative and analytical tasks related to assigned area of responsibility.

Exam Process: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training, and experience will be invited to participate in a skills assessment (pass/fail) and an interview process (weighted 100%) , dates to be determined.  The most qualified candidates from this process will be placed on an employment eligibility list.  The department interviews will be scheduled at that time.  In light of COVID-19, the interview processes may be in person or via Zoom depending on local restrictions.  Note: the examination process may be changed as deemed necessary.

Employment Processing: Those selected may be subject to a medical exam including drug screen; DOJ fingerprint clearance; background investigation; a 12 month probation period; and in accordance with Federal Law, are able to provide proof of identity and proof that they may legally work in the United States. DESIRABLE QUALIFICATIONS

Knowledge and Abilities

Knowledge of principles and practices of organization and administration; principles of supervision, training and performance evaluation; principles, methods and practices of municipal finance, budgeting and accounting; technical report writing; techniques for coaching and counseling employees; methods of statistical research and presentation; pertinent local, State and Federal laws, ordinance and rules; modern office procedures, methods and computer equipment. 

Ability to analyze complex information, organizational, and administrative problems, create, recommend and implement effective courses of action; maintain confidentiality; supervise, train, and evaluate assigned staff; develop, coordinate, and administer complex programs and projects;  identify and respond, both orally and in writing, to public and City Council issues and concerns; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

            Education:                

Possession of a Bachelor’s Degree in Public Administration, Business Administration, or related field.

Experience:              

Three (3) years of journey professional level administrative and analytical experience equivalent to Management Analyst II in the City of Dixon, including one (1) year coordinating programs and supervising staff.

Other Requirements:     

This position requires possession of a valid Class C California Driver’s License within 30 days of appointment and a satisfactory driving record as a condition of initial and continued employment.

CalPERS Annuitants will be limited to only 960 hours in a fiscal year and this position is full-time.
