The Opportunity

This position is an integral part of a professional, collaborative team that provides finance services to the City. It will be flexibly staffed with either an Accounting Manager or an Accounting Supervisor depending on qualifications and experience.

This position includes professional and financial duties and will have the opportunity to be involved in various projects which may include the annual audit; revenue and expenditure projections; preparation of the operating budget and capital budget; development of the Comprehensive Annual Financial Report (CAFR); preparation of the master fee schedule; and staff supervision, training, and development. The successful candidate will assist the Finance Director and will manage or supervise the City Financial activities, staff, operations, systems, and programs in such areas as general accounting, accounts receivable, accounts payable and business license and revenue collection. The position may also provide oversight of general accounting functions such as general ledger, cash and treasury management, payroll, debt administration and grants management.

Other duties may include ensuring that accounting, budget and audit controls and systems are in compliance with State, Federal, and local rules and regulations; compiling information for and coordinating the preparation of the City Budget document; supervising investment and cash management programs for the City; and providing information concerning financial policy and procedures to City employees, other public agencies and the public.

The Department

The City’s Finance Department has primary responsibility for managing the City’s financial operations, including the Revenue Unit, Finance and Budget, and Treasury. Employment is provided through a JPA, the Management of Emeryville Services Authority (MESA), which provides professional managerial, operational, and support services to the City of Emeryville.

The Community

The City of Emeryville has evolved from an industrial hub to the “downtown of the East Bay.” Once a town of industry, Emeryville today continues to evolve and grow into a modern, 21st Century urban community with retail, office, hospitality, and biotechnology and nanotechnology sectors. Emeryville has a residential population of over 11,000 and a working population of almost 40,000. Ideal Candidate

The ideal candidate for this position should possess a professional history that demonstrates the following necessary attributes and qualities: knowledge of and experience with accounting principles and practices of general municipal government accounting, including auditing and financial statement preparation and methods of financial reporting (GASB 34 experience is desired); principles and practices of financial administration including budgeting, revenue collection, purchasing/accounts payable, payroll/benefits and financial reporting; laws regulating public finance; principles of supervision training and performance management; data processing systems and practices, effective methods of verbal and written communication; computer systems and associated software utilized for financial and accounting purposes. The ideal candidate will have demonstrated the ability to manage staff; organize and direct a wide variety of financial programs and activities as well as evaluate and provide recommendations for improvements in a changing environment.

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities is:

Accounting Supervisor

Three (3) years of progressively responsible experience in accounting and/or financial analysis.

One (1) year in a lead or supervisory capacity over technical, professional, and/or clerical accounting staff.

Equivalent to a Bachelor’s Degree with major coursework in accounting, finance, business administration, or public administration.

Accounting Manager

Four (4) years of progressively responsible experience in government accounting, auditing, and financial analysis.

Two (2) years of administrative and supervisory experience over technical, professional, and/or clerical accounting staff.

Equivalent to a Bachelor’s Degree with major coursework in accounting, finance, business administration, or public administration. A Master’s degree is desired.

The City of Emeryville/Management of Emeryville Services Authority (MESA) provides an excellent compensation and benefits package, including:

Salary Range (An additional 3% COLA will be effective 7/1/18):
Accounting Supervisor — $7,098 to $9,580/month ($85,176—$114,960/year)
Accounting Manager — $8,729 to $11,782/month ($104,748—$141,384/year)

Benefits:  Classic PERS Members Classic Members—2% @ 60 (based on highest three consecutive years), the employee pays the 7% member contribution; New Members—2% @ 62 PERS Plan (based on highest three consecutive years), the employee pays the 6.5% member contribution; 13 paid holidays; up to 10 days paid Administrative Leave per year at the City Manager’s discretion (cash value); 15 days sick leave per year; 10 days paid vacation per year; family health insurance coverage (with medical premiums paid by City, capped and annually adjusted); City paid family dental and vision care premiums; life insurance; long-term disability; and employee assistant program coverage paid by City.
