The Superior Court of California, County of San Mateo is seeking qualified and experienced candidates for the position of Child Custody Recommending Counselor.
 
The Child Custody Recommending Counselor will provide mediation services and child custody recommending counseling as required by California Family Code section 3160 et seq, and will conduct investigations and prepare reports as provided in California Family Code section 3110 et seq and Family Code section 7851 and 9001.  The candidate hired for the position will work in any court department and must be able to travel to any court location in the county.

Qualifications

Experience and Education: As required by the Family Code and the California Rules of Court, applicants for positions in this classification must have the following minimum qualifications:

• Experience: Two years of experience in counseling or psychotherapy, or both, preferably in a setting related to the areas of responsibility of the family conciliation court and with the diverse population to be served.
• Education: A master's degree in psychology, social work, marriage, family, and child counseling, or other behavioral sciences substantially related to marriage and family interpersonal relationships.

Knowledge of: 

• Adult Psychopathology, family psychology, child development, child abuse, the effects of divorce on children, the effects of domestic violence on children, child custody research, and clinical issues relating to children.
• Domestic violence issues as described in Family Code Section 1816.
• Principles and techniques of family mediation.
• Crisis intervention techniques.
• Cultural diversity issues.
• Community resources for client referral.
• Laws, rules, regulations, policies, and legislation related to Court operations and functions, particularly those related to family law and court mediation.
• Ethical standards which promote fairness and encourage trust in the mediation process.

Skill/ Ability to:

• Prepare well written, thorough reports, which include information regarding a family from various professional sources.
• Assess the mental health needs of children.
• Establish and maintain effective working relationships with those contacted in the performance of required duties, including fellow employees, members of the judiciary, behavioral specialists, service providers, and the public.
• Learn the Federal, State, and local regulations and guidelines related to assigned duties.
• Perform the full range of the assigned duties with minimal supervision.

San Mateo County Health is seeking a well-qualified individual for the position of Community Program Analyst II - Aging & Disability Services.

The Community Program Analyst II position within the In-Home Supportive Services (IHSS) Unit, a community-based service for older adults and people living with disabilities, within the Aging and Disability Services (ADS) Division. The position performs a variety of technical tasks related to monitoring, policy interpretation, policy development, and development of training materials for the IHSS program. Much of the work includes compiling and analyzing data, collaborating with staff and clients/families to ensure a service delivery system that is responsive to the needs of older adults and people with disabilities. Individuals should have knowledge of issues regarding aging, disabilities, functional/cognitive/mental limitations and experience in QA within a large, regulation driven service delivery system.

The Community Program Analyst will conduct QA case documentation reviews, home visits, and consultation as detailed by the California Department of Social Services (State). The analyst will provide technical guidance and education on program regulations and county operations and produce monthly, quarterly and year-end reports for Aging and Disability Services management/executives and State QA/Program Integrity. In addition, the analyst will serve as liaison among social workers, Public Authority and IHSS clients/providers to resolve disputes. The role also includes leading investigations and collaboration with the California Department of Health Care Services on suspected program misuse and oversight of all required QA monitoring work of the unit.

Community Program Analysts provide technical assistance and evaluate program functions to support effective community and client service delivery. They serve as County liaisons with contract service providers, and community-based organizations, ensure compliance with program regulations and procedures and monitor contracts related to assigned programs. Analysts may also perform other work-related duties as required.

The current vacancy is in the ADS Division located in San Mateo, CA, but may move to the South San Francisco office if needed. The position will travel throughout the County to perform the duties of this position. Travel to meetings and training courses located in Sacramento and other counties is also required.

The ideal candidate will demonstrate:

• Fluency in Spanish, Russian, Tagalog, Mandarin, or Cantonese (preferred but not required).

The Position

In June 2025, the County’s Board of Supervisors voted unanimously to reestablish a countywide human trafficking prevention pilot program in the District Attorney’s Office. The pilot program is an investment in technology and expertise to provide education and outreach, protect victims, prevent exploitation, identify traffickers, and bring perpetrators to justice.

 

Working under the direction of and closely with the Director of Interjurisdictional Operations, the Human Trafficking Prevention Analyst (Prevention Analyst) will help conduct research and track and collect data regarding human trafficking crime activity, as well as targeted prevention efforts, to guide the county’s efforts to combat human trafficking and support the victim/survivors. 

 

The Prevention Analyst will work closely with partner agencies – including community-based organizations, law enforcement agencies, agencies providing victim services, local cities, and school districts to track the scope of human trafficking in San Mateo County.  In addition, the Prevention Analyst may attend daytime and evening meetings with community-based and other organizations, representing the Director of Interjurisdictional Operations.  

 

Using the research findings and the collected data, the Prevention Analyst will draft high-level reports to inform policymakers, including the Board of Supervisors, of the progress of the human trafficking prevention initiative.  

 

Expertise in research and data extraction, management, and reporting are essential to success in this position. Additionally, strong verbal and written communication skills are required to prepare analyses, reports, and presentations.  Versatility and flexibility will also be important in this position.

Limited Term Position

Funding for this pilot program has been approved through December 2026, so this position is being filled as a Limited-Term position.  Limited-term positions are full-time, fully benefited, temporary positions.   Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).  Depending on need, the position could become a regular position, but there is no guarantee of this.

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.

San Mateo County Health's Aging and Disability Services Division is seeking qualified individuals for the unclassified and limited-term positions of In-Home Supportive Services Social Worker I/II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.

 
Currently, there are three limited-term vacancies and an unclassified vacancy in the In-Home Supportive Services (IHSS) Program. The program provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position. The Social Worker will work in the San Mateo, CA Aging and Disability Services Office.
 

This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.
• Collaborate with quality assurance and program integrity to ensure proper adherence to regulations.
• Prepare for and attend Fair Hearings.
• Engage in interdisciplinary team meetings or other activities to support San Mateo County's vision for integrated services.
• Maintain oversight of case management needs for a caseload focused on serving IHSS recipients who aged, blind, and/or disabled, including minors.
• Collaborate and facilitate service with care providers and other partner agencies.

 

 The ideal candidate will possess the following:

• Master's degree in Social Work.
• Experience providing clinical assessment for children, youth and adults with disabilities.

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.

NOTE: This is an unclassified position. Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions

About the Technology Implementation Office
The Technology Implementation Office (TIO) was established in 2017 and its mission is to advance emerging solutions to reducing greenhouse gas emissions for the transportation and industrial source sectors. TIO connects climate technologies and customers by providing financial incentives (through grants and loans) as well as technical and matchmaking support. Climate technology areas include zero emissions vehicles and infrastructure, zero emissions energy storage and backup systems, composting, and waste-to-energy projects (co-digestion, waste treatment, anaerobic digestion, combined heat and power). By supporting the scale-up of climate technologies, TIO can help achieve state and regional greenhouse gas emissions targets, reduce emissions in impacted communities, while also making technologies cost-effective even in regions without strong climate policies.

In addition to electric vehicle and charging programs, the TIO administers the Climate Tech Finance program which offers loan guarantees to help entrepreneurs secure debt financing, such as a loan through a community bank, so they can commercialize emerging technologies faster. By offsetting the risk for banks, the program helps entrepreneurs bridge a challenging financial gap on the path to commercialization. In many cases, the Climate Tech Finance program is helping entrepreneurs get their first business loan.

About the Strategic Incentives Division
The Strategic Incentives (SI) Division supports the Air District’s mission by managing incentive funding that is awarded to eligible projects that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. Annually, the Strategic Incentives Division administers more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other examples of programs administered by staff in Strategic Incentives support the reduction of single-occupancy vehicles, provide cash to residents for retiring their older vehicles, and provide grants to reduce pollution from woodburning devices and lawn and garden equipment. Role description

Essential functions of the class include:

• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
• Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
• Performs related duties as required.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

How to qualify

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

SELECTION PROCEDURE:
The selection process will include evaluation of applications in relation to minimum requirements. Medical Examination/Drug Testing:
Candidates who are being considered for appointment for positions may be required to pass a medical examination. The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7334 Stationary Engineer is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. SFMTA will not hire any applicant for a safety-sensitive position who fails to provide this information or fails to provide written consent for the release of information from prior employers.

Key Responsibilities:
• Oversee and optimize all electronic tolling (AET), fare collection (Clipper), and other revenue operations
• Lead technical troubleshooting, system audits, and revenue tracking from transaction to deposit
• Analyze daily revenue and passenger data trends; provide actionable reporting to leadership
• Coordinate collaborative cross-functional teams including vendors, tech contractors, and internal departments
