Position:    Management Analyst Intern – Community Development Department Housing & Admin

THE POSITION:  The City of San Mateo’s Community Development Department has an opportunity for an intern to work on a number of projects. The Department, which has about 55 full time employees, includes the Building, Housing, Planning, Code Enforcement, & Business/Admin Divisions. The Management Analyst Intern will primarily support the Housing and Business/Admin Divisions and receive primary supervision from the Department’s Business Manager and Housing Manager, and project specific direction from the supervisor/manager primarily responsible for each specific project. The duration and start date of the internship are flexible, though summer interns typically start between mid-May and Mid-June. 

MINIMUM QUALIFICATIONS:  
•    BA/BS or Masters Candidate 
•    Strong analytical, writing and verbal skills; effective written and oral communication
•    Experience conducting research and data analyses
•    Able to work independently with direction from supervisor

DUTIES: The primary projects will most likely include the following: 
•    Market Research / Data Analysis. Support the research and help prepare findings report on fee schedules across multiple jurisdictions to help the Business Manager prepare for the 2025 comprehensive fee study. 
•    Contracts / Grant Administration. Support the Housing Division Community Development Block Grant (CDBG) and Permanent Local Housing Allocation (PLHA) administration of contracts and grant funds for nonprofit recipients.
•    Housing Element Compliance / Certification. Support the Housing Division with implementation of Housing Element policies and programs.
•    Community Relations Commission Support. Support the Community Relations Commission, under the direction of the commission liaison, in coordinating commission meeting, preparing documents for commission review, and preparing commission documents for approval and filing with the City Clerk.

In addition, the intern may work on a variety of other projects to support Community Development Department special projects and operations, depending upon need, availability and interest.

The Housing Department

The City of San Jose's Housing Department's mission is to strengthen and to revitalize the community through housing and neighborhood investments. The Housing Department has funded over 20,000 affordable apartments, oversees the Rent Stabilization Program that provides protection to both renters and mobile homeowners, and is implementing innovative programs to preserve restricted affordable apartments. The Housing Department also strives to make homelessness in San Jose rare, brief, and one-time, through the implementation of the Community Plan to End Homelessness.      * Manage the Department's photo library;

     * Manage the Department style guide and ensure all visuals produced by the Department comply with the City's brand guidelines;

     * Translate data and statistics about homelessness and affordable housing into relatable content via infographics and images;

     * Support multidisciplinary project teams that include policy experts and project managers from within and outside the Housing Department;

     * Produce the Department's annual report as well as reports for teams within the Department (e.g., Rent Stabilization Program, Homelessness Response Team); and

     * Support the Department's language access program and work with the City Manager's Office to ensure compliance with citywide language access policies.

The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! In this role you will have the opportunity to be part of the team responsible for implementing the City’s Housing Trust Fund and Small Sites Programs. This position will work on renovations and new construction projects, the latter of which will include developments at the North Berkeley and Ashby BART sites. You'll work closely with nonprofit developers to underwrite project proposals, recommend funding, negotiate loan and regulatory agreements, and monitor project progress. You will also provide technical assistance and capacity building support to smaller, emerging developers.

Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

Must be able to attend evening meetings. A valid California driver's license is desirable.

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. More specifically, the Housing and Economic Development and Housing Manager develops, coordinates, and implements the City’s housing and economic development programs and related activities; initiates key long range planning activities based on the City’s General Plan, Housing Element, Belmont Village Specific Plan, Economic Development Strategic Plan, and regional initiatives; provides housing and economic data to inform key policy decisionmakers; develops and implements marketing, branding and outreach activities for business engagement; and performs related duties as assigned. 

DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. MINIMUM QUALIFICATIONS

At this level, Behavioral Health Clinicians handle more complex or difficult client cases. In addition to the responsibilities of a Behavioral Health Clinician I, incumbents at this level may lead teams conducting intake assessments and crisis intervention. 

Required Qualifications

Both positions require a master's degree from a recognized school of Social Work, Counseling, Psychiatric Nursing, or other Marriage and Family Therapy eligible discipline, or a doctorate degree in Psychology. 

Behavioral Health Clinician I:

Field placement of at least one (1) year in a medical, psychiatric, or community mental health setting

Registration as an Associate Marriage and Family Therapist (AMFT), Associate Clinical Social Worker (ACSW), and/or Associate Professional Clinical Counselor (APCC) with the State of California Board of Behavioral Sciences (BBS) OR a Registered Psychologist with the Board of Psychology.

Extra Help - Extra-help positions are short-term employment for up to 1040 hours which is equivalent to about six months; however, employment might end sooner depending on the needs of the hiring departments. Medical Services Assistants II who are assigned to the clinics and perform advanced patient care duties as defined in the classification specification shall receive a differential of 6.2% in addition to all other compensation.
 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Accurately take and record the condition, respiration, pulse, temperature and blood pressure of patients; record other pertinent information as observed or measured.
• Apply non-sterile dressings and administer non-medicated treatments under the supervision of a registered nurse, licensed physician, surgeon, podiatrist, nurse practitioner or physician assistant.
• Carry out rehabilitation procedures as directed by therapists; perform a range of motion body movement with/for patients; position and exercise patients.
• Assist in therapeutic milieu programs.
• Advise patients on the use of restorative equipment.
• Observe and practice proper isolation techniques.
• Operate various types of sterilization equipment.
• Transport specimens, medical records and related items.
• Enter and retrieve a variety of information in automated systems.

With additional training and/or certification(s), some employees may perform the following duties under conditions required by code and department policy:

• Perform injections including immunizations.
• Perform finger stick tests of all types including glucose testing.
• Perform skin tests including PPDs.
• Perform venipuncture and blood draws.
• Perform hearing and vision tests.
• Perform waived CLIA tests including dipstick UAs, and pregnancy tests.
• Provide for proper tracking and recording of laboratory tests.
• Take patient histories including risk factors.
• Set up, administer and record the results of EKGs.
• Follow provider orders regarding prescribed treatments including assisting patients with self-administration of medications.
• Teach and counsel patients on a variety of health related subjects as directed.

 

Qualifications

Certification Requirement:
Possession of a Medical Assistant Certificate or a certificate of completion or degree from an accredited medical assisting program is required. A certificate of completion of an approved medical assisting program must be submitted at the time of application.

Bilingual Fluency:
Some positions may require bilingual skills. Fluency in both English and Spanish is required to be considered for a bilingual position.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

One year of experience in an outpatient clinic or doctor's office as a nurse's assistant or medical assistant.

Knowledge of:

• Principles, techniques and procedures specific to area of assignment.
• Principles and techniques in delivering patient care services related to personal hygiene, comfort, treatment, transportation, rehabilitation and physical or psychosocial needs.
• Infection control.
• Diagnostic imaging.
• Safe lifting techniques.
• Theory and practice of total body substance isolation.
• Patients' rights.
• Elder and child abuse, and domestic violence reporting requirements.

Skill/Ability to:
