DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

THE POSITION:  

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.

The ideal candidate will have prior experience as a volunteer coordinator working in an animal shelter. The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. The ideal candidate will have some experience using the Chameleon software for animal management.  

Essential Duties

What you will do:   

Duties may include, but are not limited to the following:
 
Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness;
 
Ensures that all departmental procedures are followed.
 
Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise.
 
Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures.
 
Maintains and physically organizes volunteer work areas, files and records.
 
Prepares annual report on volunteer hours and activities.

Under general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
 
Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals.
 
Assists with production and update of volunteer training manuals and volunteer job descriptions.
 
Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention.
 
Coordinates volunteer meetings and annual Volunteer Recognition event.
 
Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
 
Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities.
 
Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders.
 
Provides Humane Education presentations to local groups, schools and civic organizations.
 
Assists with gathering and review of articles for volunteer produced quarterly "All Fur Love" community newsletter.
 
Coordinates the acquisition and distribution of Animal Services Bureau Volunteer uniforms.

Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.
 
Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.
 
License & Certificates: Possess and maintain a valid California Class C Driver's License.

Timing 

June-August 9th.  Interns may start and end later but need to be present for the core Sessions slated for the entire month of June, July and through August 9th.  

Work hours will be Monday – Friday, 25-30 hours per week during the 12 weeks of employment.  The pay rate will be $20 per hour.  All interns will be required to successfully complete a Department of Justice fingerprint clearance and undergo a TB test as a condition of employment.

The County of Yuba is currently recruiting for the position of Deputy County Counsel II/III in the Office of County Counsel. • Makes recommendations to the County Counsel concerning the advisability to prosecute, compromise or dismiss civil litigation.
• Drafts proposed legislation, analyzes pending legislation and recommends County position on legislation.

Examples of Duties Level III (in addition to the above):

• Prepares difficult legal reports, opinions, briefs and appeals using independent judgment and discretion.  
• Attends meetings of boards and commissions in order to provide legal advice and counsel. 

Deputy District Attorneys perform professional legal services in the prosecution of a variety of criminal and/or civil matters on behalf of the District Attorney and perform other related work as assigned.

Deputy District Attorney I-II-III:

• Level I – This level is assigned to attorneys who have no previous legal experience.  Attorneys at this level work under close supervision. Applicants who have taken the California State Bar Exam this year and are waiting for results are encouraged to apply.

• Level II – This level is assigned to attorneys with at least one year of experience in the practice of law, who have demonstrated sufficient professional knowledge, judgment and skill to begin handling cases under general supervision. 

• Level III – This level is assigned to attorneys with at least four years of experience in the practice of law, who have demonstrated sufficient professional knowledge, judgement and skill to handle the most difficult and complex cases under limited supervision.

Examples of Duties: 

• Reviews and evaluates law enforcement reports and associated information and makes decisions whether to prosecute, negotiate or dismiss.      
• Appears in Superior Court for all criminally related court matters, including, pre-hearing conferences, sentencing, preliminary hearings, motions, and court and jury trials.
• Interviews witnesses and victims of criminal, domestic violence, and other offenses; reviews and evaluates physical evidence, views crime scenes; discusses cases with law enforcement; evaluates cases for settlement purposes and creates strategies for trial.
• Performs legal research regarding a variety of anticipated legal issues; provides advice to law enforcement staff regarding applicable laws, court decisions and legal authorities.
