The San Mateo Local Agency Formation Commission (LAFCo) is seeking well-qualified candidates for the position of Management Analyst. This position will serve an integral role in analysis, policy planning, regulatory and other functions of LAFCo.

Under general direction of the LAFCo Executive Officer, the Management Analyst will provide a wide variety of administrative, research, analytical, and work-flow support and other related tasks in support of the Local Agency Formation Commission (LAFCo) of San Mateo County; a variety of specialized studies of local government involving data collection and analysis, report preparation and public contact; develops, summarizes, and maintains administrative and fiscal records; foster cooperative working relationships County, cities and special districts and acts as liaison with various community, public, and regulatory agencies; and performs related work as required.

LAFCo is an independent commission with jurisdiction over the boundaries of cities and special districts in San Mateo County. The Commission contracts with the County of San Mateo for staff services including the Executive Officer, Management Analyst, Clerk and Legal Counsel. The Management Analyst will work closely with County personnel in a variety of departments as well as city and special district personnel and the public. Qualifications

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, urban planning or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.

THE DEPARTMENT

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which includes moving furniture, set-ups, and many other miscellaneous tasks as required. 

The County of Yuba is currently recruiting for the position of Deputy County Counsel II/III in the Office of County Counsel. Under the direction of the County Counsel and Chief Deputy County Counsel, attorneys in this series perform professional legal work by preparing and trying civil cases and providing legal counsel and assistance to the County, it’s officers, associated boards and commissions, as well as outside agencies; assist departments in interpreting regulations on a wide range of topics; represent officers and employees in litigation; and perform duties as assigned.  The Deputy County Counsel I/II/III classification is flexibly staffed and depending on background and experience, may be filled directly at the Deputy County Counsel II or III level. Involvement in formal litigation and discretionary authority increases as the incumbent progresses through the various levels.

Examples of Duties Level I:

• Researches, interprets and applies laws, court decision, statutes, ordinances and other legal authorities for use in the preparation of legal opinions, briefs, pleadings, notes, and memoranda; prepares legal reports, opinions, briefs and appeals of average difficulty under general supervision.  
• Represents, confers with and advises County officials, employees and district representatives on legal questions pertaining to their respective powers, duties, functions and obligations; may attend meetings of boards and commissions in order to provide legal advice and counsel.  
• Represents, confers with, and advises clients of the Office of the County Counsel with respect to all aspects of civil law, including litigation in the area of probate, police powers, zoning, planning, social services, health care, child welfare, disciplinary appeals and grievances, real and personal property, assessment and taxation, and other civil areas of public law.  
• Researches and prepares formal written ordinances, resolutions, contracts, agreements, leases, conveyances and other legal documents.

Examples of Duties Level II (in addition to the above):

• Prepares pleadings and other papers in connection with trials, hearings and other legal proceedings; performs research, investigation and detailed legal preparation for the trial or defense of the County in cases involving condemnation, damage or other civil suits.  
• Makes recommendations to the County Counsel concerning the advisability to prosecute, compromise or dismiss civil litigation.
• Drafts proposed legislation, analyzes pending legislation and recommends County position on legislation.

Examples of Duties Level III (in addition to the above):

• Prepares difficult legal reports, opinions, briefs and appeals using independent judgment and discretion.  
• Attends meetings of boards and commissions in order to provide legal advice and counsel.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

The City of Redwood City invites you to apply for the position of Casual Maintenance Custodian Assistant. Under the direction of the Custodial Supervisor, the Casual Maintenance Custodian Assistant serves as the worker in the duties of care and cleaning of assigned buildings and related facilities.  The incumbent may be required to travel between several City buildings during their scheduled shift.  This recruitment is to fill a position that has been designated to cover a night shift from 5 p.m. to 1:30 a.m., including weekends.  This recruitment may also be used to fill similar casual positions throughout the City;  shifts and schedules may vary and may include daytime shifts as needed. 

This is a non-benefited casual position.  A casual employee may not work more than 1000 hours per fiscal year.

DEFINITION

Under general supervision, to perform cleaning duties to maintain city buildings and facilities and perform related work as required.

Sweep, dust, mop, strip, and polish floors; vacuum and shampoo carpets and rugs; dust and polish woodwork fixtures, and equipment; wash windows, walls, and doors; empty and clean waste receptacles; empty recycling containers; clean restrooms and maintain supplies; clean kitchen and lunchroom areas and appliances; dust and clean air vents; Move furniture as required by for cleaning; set up rooms for special events; replace light bulbs and tubes; maintain inventory of equipment and supplies; sweep exterior building entries; secure facilities.

MINIMUM QUALIFICATIONS

Knowledge of:  Methods, materials, and equipment used in custodial maintenance.

Ability to:  Understand and follow written and oral directions; clean and care for assigned facilities in a safe and efficient manner; maintain and appropriate public service demeanor and positive customer service interactions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical capability to:  Perform sustained manual labor; lift, climb, stoop, crawl, and bend to reach work

Experience:  One year of full time custodial maintenance in public buildings or offices.

Education:  Graduation from high school or equivalent.  Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.

License:  Possession of a valid Class C California Driver’s License.
