The City of Thousand Oaks is seeking a Deputy/Assistant City Attorney (DOE) to join our team!  This position supports the City Attorney’s Office in achieving long-term goals and outcomes through sound legal counsel and is responsible for protecting the legal interests and assets of the City with the highest level of professionalism, ethics, and dedication to serve the City of Thousand Oaks for the benefit of its citizens. 

The Deputy/Assistant City Attorney must be able to communicate with impact, possess excellent interpersonal skills, cultivate productive working relationships, possess a strong client support focus, and provide expert legal counsel on a wide variety of complex legal matters.

Primary Responsibilities:

• Perform all phases of pretrial, trial, and appellate work; develop strategy, prepare briefs, draft pleadings, motions, and arguments, and conduct discovery and depositions in preparation for the presentation of the City’s case; file motions and briefs.
• Conduct research, provide legal opinions and advice, investigate, evaluate, and resolve complex legal matters on a wide variety of issues; draft legal documents such as contracts, resolutions, and ordinances.
• Attend meetings of and provide advice to the City’s official boards and commissions as requested by the City Attorney; represent the City in administrative hearings and negotiations
• Monitor and prepare comments on proposed federal and state legislation and regulations; recommend changes in City policies and practices to comply with legal requirements.
• Conduct legal review of all claims filed against the City.
• Provide staff assistance to the City Attorney; complete special projects as assigned.
• Maintain effective relationships with a variety of community organizations, groups, and individuals to promote positive public relations; coordinate assigned activities with those of other departments and outside agencies and organizations.

The County of Yuba is currently recruiting for the position of Deputy County Counsel II/III in the Office of County Counsel. Under the direction of the County Counsel and Chief Deputy County Counsel, attorneys in this series perform professional legal work by preparing and trying civil cases and providing legal counsel and assistance to the County, it’s officers, associated boards and commissions, as well as outside agencies; assist departments in interpreting regulations on a wide range of topics; represent officers and employees in litigation; and perform duties as assigned.  The Deputy County Counsel I/II/III classification is flexibly staffed and depending on background and experience, may be filled directly at the Deputy County Counsel II or III level. Involvement in formal litigation and discretionary authority increases as the incumbent progresses through the various levels.

Examples of Duties Level I:

• Researches, interprets and applies laws, court decision, statutes, ordinances and other legal authorities for use in the preparation of legal opinions, briefs, pleadings, notes, and memoranda; prepares legal reports, opinions, briefs and appeals of average difficulty under general supervision.  
• Represents, confers with and advises County officials, employees and district representatives on legal questions pertaining to their respective powers, duties, functions and obligations; may attend meetings of boards and commissions in order to provide legal advice and counsel.  
• Represents, confers with, and advises clients of the Office of the County Counsel with respect to all aspects of civil law, including litigation in the area of probate, police powers, zoning, planning, social services, health care, child welfare, disciplinary appeals and grievances, real and personal property, assessment and taxation, and other civil areas of public law.  
• Researches and prepares formal written ordinances, resolutions, contracts, agreements, leases, conveyances and other legal documents.

Examples of Duties Level II (in addition to the above):

• Prepares pleadings and other papers in connection with trials, hearings and other legal proceedings; performs research, investigation and detailed legal preparation for the trial or defense of the County in cases involving condemnation, damage or other civil suits.  
• Makes recommendations to the County Counsel concerning the advisability to prosecute, compromise or dismiss civil litigation.
• Drafts proposed legislation, analyzes pending legislation and recommends County position on legislation.

Examples of Duties Level III (in addition to the above):

• Prepares difficult legal reports, opinions, briefs and appeals using independent judgment and discretion.  
• Attends meetings of boards and commissions in order to provide legal advice and counsel. 

Per the City’s COVID-19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022 to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption.  Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. The total salary range for the Council Chief of Staff classification is $86,318.44 - $172,058.64. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The District 8 Council Office, supporting Councilmember Domingo Candelas, is recruiting for a Chief of Staff position. The position will work closely with the Councilmember and lead the staff support team for the Councilmember. The Chief of Staff is an integral link between the Councilmember and the Mayor and City Council colleagues, City administration, and the community. The Chief of Staff must have excellent oral and written communication skills, effective organizational, analytical, and management skills, and a dedication to public service. The position requires the ability to develop and maintain effective and collaborative working relationships with community members and neighborhood organizations, key stakeholders, and City staff. The Chief of Staff will serve as a liaison to the Councilmember and will regularly represent the Councilmember at City-related meetings and functions. Bilingual language skills (Vietnamese, Chinese and/or Spanish) both oral and written are highly desirable.  

Responsibilities for this position may include, but are not limited to the following:  

• Advises the Councilmember on policy, budget, and community matters. 
• Manages the day-to-day office operations. 
• Supervises staff to implement office projects and achieve identified objectives.

Candidates must be willing to work occasional evenings and weekends, and as exempt management employees, are not eligible for overtime compensation. Employees in this classification are not members of the classified civil service and are appointed "at will." Each appointment is for a specified period to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.
 
Knowledge of:
