The City of Thousand Oaks is seeking a Deputy/Assistant City Attorney (DOE) to join our team!  This position supports the City Attorney’s Office in achieving long-term goals and outcomes through sound legal counsel and is responsible for protecting the legal interests and assets of the City with the highest level of professionalism, ethics, and dedication to serve the City of Thousand Oaks for the benefit of its citizens. 

The Deputy/Assistant City Attorney must be able to communicate with impact, possess excellent interpersonal skills, cultivate productive working relationships, possess a strong client support focus, and provide expert legal counsel on a wide variety of complex legal matters.

Primary Responsibilities:

• Perform all phases of pretrial, trial, and appellate work; develop strategy, prepare briefs, draft pleadings, motions, and arguments, and conduct discovery and depositions in preparation for the presentation of the City’s case; file motions and briefs.
• Conduct research, provide legal opinions and advice, investigate, evaluate, and resolve complex legal matters on a wide variety of issues; draft legal documents such as contracts, resolutions, and ordinances.
• Attend meetings of and provide advice to the City’s official boards and commissions as requested by the City Attorney; represent the City in administrative hearings and negotiations
• Monitor and prepare comments on proposed federal and state legislation and regulations; recommend changes in City policies and practices to comply with legal requirements.
• Conduct legal review of all claims filed against the City.
• Provide staff assistance to the City Attorney; complete special projects as assigned.
• Maintain effective relationships with a variety of community organizations, groups, and individuals to promote positive public relations; coordinate assigned activities with those of other departments and outside agencies and organizations.

Typical Duties

Duties include but are not limited to the following:
• Under general supervision: patrol designated areas in, by foot, by bicycle, or other means to preserve law and order;
• Direct traffic;
• Enforce parking regulations, issue citations that are in violation of codes;
• Observe, monitor, and control routine and unusual traffic conditions; assist and advise motorists; issue parking  citations and warnings;
• Discover and prevent the commission of crimes, and enforce laws and ordinances; 
• Maintain awareness of and remain alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; 
• Conduct investigations at scenes of incidents to which summoned or incidents observed to determine what, if any, crime has been committed;
• Respond to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents;
• Investigate complaints and take appropriate action, which may include the use of deadly or non-deadly force;
• Use sound judgment under adverse, stressful conditions;
• Identify, collect, preserve, process, and book evidence;
• Locate and interview victims and witnesses;
• Work in partnership with the Santa Clara Police Department and the District Attorney's Office to follow through on criminal complaints;
• Apprehend and arrest offenders for crimes committed under federal, state, and local laws and codes;
• Control and mitigate people under the influence of drugs or alcohol or other potentially hostile situations;
• Establish and preserve good relationships with the general public;
• Answer questions from the public concerning local and state laws, procedures, and activities of the department, apply good public relation principals;
• Participate in continuous training required by POST  to enhance law enforcement skills 
• Attend meetings and trainings;
• Prepare a variety of reports including those on activities, operations, arrests made, and unusual incidents observed; prepare investigative reports and case information;
• Testify in courts and at hearings; prepare and present case evidence;
• Escort prisoners to county jail, juvenile hall, or Santa Clara Police Department; and
• Perform other duties as assigned.

 

Minimum Qualifications

EDUCATION AND EXPERIENCE  

• Currently employed as a Full Time or Part Time Peace Officer with a California Law Enforcement Agency; or

• Currently working as a Level I Reserve Police Officer with a California Law Enforcement Agency; or

• Retired as a Full Time Peace Officer with a California Law Enforcement Agency; or two years experience as a Peace Officer with a California Law Enforcement Agency and possession of a valid Basic Certificate issued by the California Commission on Peace Officer Standards and Training.  

LICENSES &/OR CERTIFICATES

• Possession of a valid driver's license is required; 

• Proof of a current Basic or higher certificate issued by the California Commission on Peace Officer Standards and Training (POST) is required at the time of application and for the duration of employment  (Not required for Reserve Police Officers, see below);

• Must have passed Field Training Program with home agency as required by POST;

• Must have passed Probationary Period with home agency;

• The minimum Peace Officer selection standards are set forth in Government Code (GC) Sections 1029, 1031, and 1031.4.  Every California Peace Officer must be: Free from any disqualifications for employment, including felony convictions (GC 1029). Be legally authorized to work in the United States under federal law (GC 1031);

• and at least 21 yrs of age for specified peace officers (GC 1031.4).

• Must maintain current CPR and First Aid Certification.

Reserve Police Officers Must Also Provide: Proof of completion of Level 1 Reserve Peace Officer POST Regular Basic Course (Reserve Police Officers Only).

 

PHYSICAL AND OTHER REQUIREMENTS

• Must be at least 20 years of age at time of application filing and 21 years of age at time of job appointment;

• Must meet and maintain required peace officer employment standards as required by POST;

• Per the California Public Employee Retirement System (CalPERS) "Public Safety Retirees on service retirement may not work more than 960 hours in a fiscal year for all CalPERS employers:;

• Retirees who were medically retired (industrial or non-industrial) should confirm with their retirement plan that accepting employment as a Per Diem Police Officer will not jeopardize their pension;

• Must possess the strength and physical ability necessary to perform the essential functions of the position;

• Must possess hearing, speech, and mental capabilities sufficient to perform all of the essential functions of the position; and

• Must be willing to be fingerprinted and pass a departmental interview, psychological, medical, and background investigation prior to appointment.

 

Vision requirements:  

• Must possess vision including color, night, depth, and peripheral vision sufficient to perform all of the essential functions of the position; and

• Must possess visual acuity of not less than 20/80 vision in each eye uncorrected, and corrected to 20/30 in each eye.

 

EXCEPTION:  Applicants with correction afforded by soft contact lenses are exempt from the minimum uncorrected vision standard of 20/80, provided their corrected vision is 20/30 in each eye.

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: 

The employee is regularly exposed to outside weather conditions; extreme cold, extreme heat, potentially hostile environments; extensive public contact. The noise level in the work environment is usually moderate but may be very loud due to crowd noise, music, sirens, firearm training, etc. Incumbents are required to work various shifts, including evenings and weekends, and may be required to travel to attend meetings or court appearances.

 

Physical: 

Primary functions require sufficient physical ability to work in a law enforcement setting; restrain or subdue individuals; walk, stand, sit, bike or run for prolonged periods of time;

• Will be required to provide safety equipment (defined as ballistic vest, duty belt, and firearm) approved by the Santa Clara Police Department.

POLICE OFFICER (LATERAL/ ACADEMY GRADUATE)

Under general supervision, the Police Officer performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, and the enforcement of Federal, State, and local laws and ordinances. The incumbent makes investigations, assists in the preparation of cases, and testifies in court; serves in specialized departmental roles as assigned. This is a sworn journey-level law enforcement classification that performs all assignments found in a municipal police department. Primary responsibilities:

• Monitor and assist in crossing of school-age children during peak traffic times at select locations.
• Provide appropriate safety instruction for children crossing streets and intersections.
• Watch traffic flow and wait for an appropriate gap between vehicles to lead groups of school children safely across a street.

The total salary range for the Council Chief of Staff classification is $86,318.44 - $172,058.64. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The District 8 Council Office, supporting Councilmember Domingo Candelas, is recruiting for a Chief of Staff position. The position will work closely with the Councilmember and lead the staff support team for the Councilmember. The Chief of Staff is an integral link between the Councilmember and the Mayor and City Council colleagues, City administration, and the community. The Chief of Staff must have excellent oral and written communication skills, effective organizational, analytical, and management skills, and a dedication to public service. The position requires the ability to develop and maintain effective and collaborative working relationships with community members and neighborhood organizations, key stakeholders, and City staff. ABOUT THE POSITION

This is the entry level classification in the professional police series requiring sworn peace officer status.

ABOUT THE COMMUNITY

Mill Valley, the third largest city in Marin County, is located 6 miles north of San Francisco at the foot of Mount Tamalpais. The population is 14,500 with another 16,000 within its sphere of influence. The city is primarily residential with an active commercial element supporting local needs. The mountain and panoramic views of San Francisco create an awe-inspiring backdrop for thousands of hikers and mountain bikers who visit Mill Valley each year. $80,204 Annually Upon successful completion of the academy

Hiring Bonus $5,000 upon Academy Graduation, $5,000 after successful completion of Field Training and Probationary Period

Upon successful completion of POST Academy, the position becomes a full-time probationary Police Officer position

Under direct supervision, the Police Academy Recruit attends a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for performance of Police Officer duties.  This position requires a thorough background investigation, voice stress analysis examination, psychological assessment, and a medical exam prior to appointment. This is the non-sworn, entry-level classification in the Police Officer series. Incumbents in this classification receive training in a controlled classroom environment.  Advancement to the sworn Police Officer level is based on meeting minimum qualification standards, satisfactory performance in the academy and availability of police officer positions within the City.

POSITION SUMMARY:
Under general supervision, the Police Officer performs a variety of law enforcement, crime prevention, and public service duties; controls traffic flow, enforces State and local traffic regulations; and performs additional related tasks as assigned. This position will serve the public in traffic enforcement, patrol operations, and community-oriented policing assignments. Specialty assignments include Investigative Services, Auto Theft, School Resource Officer, Motorcycle Officer, SWAT, Hostage Negotiations, Tactical Response, and K-9 Officer positions. 

The Police Officer position may be filled by an entry-level applicant. Entry Level applicants will be sent to a POST-approved academy upon appointment and enter into the field training program immediately upon graduation from a POST-approved academy.  

 MINIMUM QUALIFICATIONS:

• KNOWLEDGE OF:
  The City of Los Altos geographical area, demographic make-up, government structure, and current challenges faced by the community. The candidate should have an understanding of the local community’s expectations with regard to public safety services and current challenges facing the city. The candidate should understand modern police methods and procedures, as well as community oriented policing and problem solving, and have an overall understanding of current events and issues surrounding the law enforcement profession as a whole.
   
• SKILL & ABILITY TO:
  Observe and accurately remember names, faces, numbers, incidents and places; learn and interpret laws, regulations, policies and procedures; carry out oral and written directions; analyze situations and make quick decisions requiring sound judgment; communicate situations; operate a variety of specialized police department equipment including computerized telecommunications and dispatch equipment; become proficient in self-defense techniques and in the care and use of firearms; maintain level of knowledge and physical condition required for satisfactory job performance; establish and maintain accurate records; prepare concise, comprehensive reports; communicate effectively; act with resourcefulness, courtesy and initiative; exercise independent judgment; and establish and maintain effective working relationships with employees and the general public.
   
• EXPERIENCE & EDUCATION:
  • Must be at least 21 years of age 
  • Must be a U.S. citizen or permanent resident alien who is eligible and has applied for citizenship 
  • Possession of a high school diploma or G.E.D. equivalent is required 
  • An Associate Degree or completion of sixty (60) semester units of college level courses is highly desirable 
  • Must possess a valid California driver’s license with a satisfactory driving record 
  • Must provide verification of the following test results (Verification must be provided on agency letterhead where test was administered, must include test results, and tests must have been completed within 1 year of application date):  
    • Must have completed the California POST Entry-Level Law Enforcement Test Battery (PELLETB)
      • Must have successfully completed the California POST physical agility test (known as the Work Sample Test Battery (WSTB)
    • Must be able to successfully complete a 1.5 mile run in 14 minutes or fewer

PHYSICAL REQUIREMENTS / GENERAL WORKING CONDITIONS:
Requires work, which may be strenuous and hazardous; includes working rotating shifts, as well as weekends and holidays.
 
COMPENSATION & BENEFITS:
The salary range for this position ranges from $109,308.45 up to $132,865.10 annually. Placement within the range will be DOE. This is a full-time, non-exempt position represented by the Los Altos Peace Officer’s Association.

• Retirement: 
  • CalPERS retirement plan for Classic I members is 3% @ 50 with employee paying a contribution of 9%
  • CalPERS retirement plan for Classic II members is 3% @ 55 with employee paying a contribution of 9%
  • For new CalPERS members, retirement benefits are pursuant to the California Public Employee’s Retirement Reform Act of 2013 (PEPRA), employees hired on or after January 1, 2013 will have a retirement formula of 2.7% @ 57 with employee paying a contribution of 13%

  2. Must have successfully completed the California POST physical agility test (known as the Work Sample Test Battery (WSTB)) with a score of 320 or higher
