Job Description

Under direct supervision, the Development Strategy & Finance Sr. Analyst works within the Port’s Real Estate and Development Division leading analytical work related to the Port’s Public-Private Partnership Development Projects. Key tasks will include preparing complex financial analyses and reports, analyzing development pro formas and appraisals, coordinating the issuance and disbursement of bonds and associated record keeping documentation, supporting with development negotiations, and managing division-wide contracts, billings, and budgets.

The Sr. Analyst will support Project Managers with all aspects of Port Development projects. The role will receive support in learning and performing all tasks with the goal of independently managing specific areas over time. The Development team and this position are collaborative in nature, and the Sr. Analyst will work with both internal and external stakeholders including all Port Divisions, specifically Port Finance and the Port’s Resilience team, the Office of Economic and Workforce Development, the Office of Public Finance, and private development partners.

The essential functions of this position include:

• Analyzes Port-wide development opportunities to prioritize projects and determine value to support Port-wide Sea Level Rise resilience projects.
• Reviews project pro formas, appraisals, and other financial analyses to determine fiscal feasibility and economic value to the Port.
• Supports Port Development, Finance, and Office of Public Finance teams with tax district formation and bond issuances.
• Tracks ongoing Project finances to ensure projects stay on budget, public sources are sufficient for funding, and Port meets revenue expectations.
• Identifies cost-saving measures for development projects and support the implementation of these actions with other City departments
• Supports Project Managers on development negotiations (term sheets, leases, community benefits) by conducting research tasks and financial projections
• Assists in the drafting of relevant development deal documents (term sheet, leases, Development Agreements)
• Assists in preparation of memos, staff reports, and presentations for Port executives, Port Commission, and Board of Supervisors.
• Coordinates billing and payments for developer reimbursables and Development-related invoices with Development Finance Manager.
• Manages Development team’s as-needed economic consultant contracts.

Qualifications

Education

Baccalaureate degree from an accredited college or university; AND

Experience

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

DESCRIPTION/RESPONSIBILITIES:

The City of San José - Department of Public Works (DPW) is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development and utility activities, and providing animal care and services. The Land Survey Section provides land surveying services to Capital Improvement Projects and development permit projects; Maintains the City of San Jose's system of benchmarks; Provides monument preservation services for those monuments impacted by City improvement projects; and Technical map review services for subdivision maps within the City of San Jose.

The Department of Public Works is recruiting for 1 vacant Survey Party Chief positions to provide the following typical duties and responsibilities which may include but are not limited to:

     * Prepares land surveying work products in the office using computer hardware and software including: computers to reduce, analyze, and adjust field survey results; and computer aided design drafting (CADD) software to produce multi- colored plots depicting the results of the field surveys as detailed planimetric plots, contours, profiles and cross-sections.

Community Outreach: Summer Youth Volunteers Project Plan 

The Community Outreach team is seeking a summer intern for a 10–12-week assignment.  The goal of the internship is to gain valuable experience managing high school aged volunteers that will support a variety of summer camps and programs throughout the district.  

 

Key duties 

• Be primary point of contact for Summer Youth Volunteers. 

• Assist with volunteer orientation and ongoing training sessions throughout the summer. 

• Oversee volunteer schedule. 

• Track volunteer hours logging. 

• Create program completion documents. 

• Assist with planning end of summer recognition event. 

 

Key deliverables will be: 

• Maintain volunteer hour tracking and create end of summer recap report. 

• Complete summer training and check-in reports. 

• Create and distribute volunteer completion certification with hours totals for all summer volunteers. 

• Report any concerns from staff and volunteers or development opportunities for volunteers through regular check-ins.

Timing

Work hours will be Monday – Friday, 25-30 hours per week during the 12 weeks of employment.  The pay rate will be $20 per hour.  All interns will be required to successfully complete a Department of Justice fingerprint clearance and undergo a TB test as a condition of employment.

The County of Yuba is currently recruiting for Extra Help-Cook within the Yuba County Jail. Under close supervision, prepares and provides institutional meals following federal and state nutritional guidelines, and performs other duties as assigned.  Yuba County staffs the Cook classification at the County Jail division in the Sheriff’s department  This position performs a full range of tasks associated with the preparation and distribution of meals to juvenile detainees and adult inmates.  The incumbent ensures that properly prepared nutritional meals are produced in a large volume, institutional setting.  Responsibilities also include overseeing detainees and/or inmates and institution workers assisting with food preparation. 

For successful performance, the incumbent would be required to have knowledge of principles, methods and equipment used in high volume meal preparation in an institutional setting; basic food groups and nutritional values; safe work practices related to food preparation, storage and service; basic business arithmetic; and basic inventory and record keeping principles and practices. Skill in overseeing and preparing meals in a large scale, institutional setting; overseeing and training others in basic cooking and work procedures; operating, cleaning and performing minor maintenance to large institutional food preparation and cooking equipment; maintaining accurate records and preparing work related reports; directing others in work procedures; and reading, understanding and following recipes and oral and written directions. EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

• Possession of a Bachelor’s degree from an accredited college or university in Economics, Business Administration, Marketing, Public Relations, Public Administration, or a related field.

Experience:

• Six (6) years of progressively responsible experience in economic development, redevelopment, real estate development, or related field including two (2) years of supervisory experience.

License:

 Creation of Bicycle Advisory Commission      

 

A Bicycle Advisory Commission of the Town of Danville is hereby established.  The Commission shall consist of six (6) regular members, one of whom shall be a Youth Commissioner.

 

Qualifications

 

All members of the Commission shall have experience, training, occupation, or education demonstrating a knowledge of and interest in bicycling.  Members of the Commission shall represent an inclusive cross-section of interests in bicycling such as recreational cyclists (road and mountain biking), commuters, families, seniors and youth, and merchants interested in cycling and cycling safety.

 

Powers and Duties

 

Advise the Town Council and Town Staff on matters related to:

1. Implementation of the Town’s Bicycle Master Plan;
2. Conditions, operations and safety of existing bicycle facilities and other non-motorized forms of transportation;
3. Review of proposed bicycle-related policies, programs, projects, plans, funding applications, and legislation;
4. Coordination with the public including bicycle-related organizations, the business community, and other local agencies to promote cycling projects and programs; and
5. Development and dissemination of bicycle awareness and education materials to the community.

 

Term of Office

                                                                                                           

For the initial five appointments to the Commission except the Youth Commissioner, two of the members shall be appointed to two-year terms and three shall be appointed to four-year terms.  All subsequent appointments shall be for four-year terms.  The term of the Youth Commissioner shall be two years.

 

Time and Place of Regular Meetings

 

The Commission shall hold at least one regular quarterly meeting.  The Commission shall fix the time and place of its regular meetings by resolution and may call special meetings as necessary.  All meetings of the Commission are open to the public and the Commission shall give notice of its meetings as required by law.

 

Absence from Meetings

 

If a member of the Commission is absent without cause from three (3) consecutive regular meetings of the Commission, that member’s office shall be vacant automatically. The Commission shall immediately notify the Town Council of the vacancy. A member is not absent without cause if that member’s absence is (1) due to illness or (2) unavoidable, and the member gives the Secretary of the Commission notice before the day of the regular meeting at which the member will be absent and giving the reason for the absence. 

 

Removal or Vacancy

 

A member of the Commission may be removed by a majority vote of the Council.  A vacancy is filled in the same manner as the original appointment.  A person appointed to fill a vacancy serves for the remainder of the unexpired term.  

 

No Compensation

 

Members of the Commission shall not receive compensation for their attendance at Commission meetings but are entitled to reimbursement for reasonable expenses actually incurred in the course of their duties, provided that such reimbursement shall first be approved by the Town Council. 

 

Adoption of Rules

 

The Commission shall adopt rules for the transaction of its business and shall keep a public record of its resolutions, transactions, findings, and determinations. 

 

Residency Requirement

 

All members of the Commission shall be residents of the Town of Danville.

 

Qualifications and Role of Youth Commissioner

 

The Town Council shall appoint a Youth Commissioner to serve on the Commission to represent the interests of Danville youth. The Youth Commissioner shall be a Danville resident of high school age. The Youth Commissioner shall have the same obligations and authority of all other commissioners.

 

Officers and their Duties

 

The Commission shall elect a Chair and Vice-Chair from among its members. The Chair and the Vice-Chair serve for a term of one (1) year and until the successor of each is appointed and qualified.  The Chair shall preside at all meetings of the Commission, shall appoint committees of the Commission as needed, and shall perform such additional duties as are necessary and incidental to the office.  The Vice-Chair shall perform the duties of the Chair on such occasions as the Chair shall be unavailable or unable to perform such duties.

 

Brown Act and Conflicts of Interest

 

The Commission shall be subject to and conduct its business in compliance with the Ralph M. Brown Act, California Government Code, Section 54950 et seq. The members of the Commission shall be subject to the provisions of the Town’s Conflict of Interest Code.

The Vocational Rehabilitation Services (VRS) team of the Human Services Agency (HSA) of San Mateo County is seeking qualified candidates for the position of Rehabilitation Production Supervisor I/II. This current vacancy is a permanent position assigned in Catering Connection and/or the WorkCenter program. The position is a shared assignment and will be scheduled weekly to work in Catering Connection and/or the WorkCenter. The schedule of this position will vary and include weekends depending on the needs of the departments.
 
Under supervision, Rehabilitation Production Supervisor I/II will perform a variety of support activities and supervise the operation of Vocational Rehabilitation Services’ Catering Connection, and WorkCenter. In addition, this position is responsible for: Instructing, training and supervising the work of support staff and individuals with emotional and physical disabilities or others with barriers to employment by observing, evaluating and reporting on progress, attendance and employment potential of clients and preparing written evaluations.

The Department

 

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The department offers a working environment which is friendly, supportive, collegial, and where staff of many disciplines come together to problem solve, compassionately assist those in need, and share successes.

 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team strives to provide and AFS staff work together to provide a continuum of supportive services that range from health promotion activities to home-based end of life care. AFS has a Senior InfoLine (phone and email) that is answered in 4 language (Farsi, English, Spanish and Chinese) that is often an entry point. As an older adult or their caregiver’s situation changes, they seamlessly have access to a continuum of programs that include counseling and emotional support; care coordination and resource assistance; specialized family caregiver support and education. Many of these supportive services are provided in the resident’s home. We also provide regular expert clinical consultation, supervision, opportunities for self-reflection, and team building, fostering a culture of empathy, inclusivity, humility, and respect.

 

The Position

 

Under the supervision of the Age Well Center Managers, the Chef/Food Services Manager position manages meal programs for the City of Fremont’s Age Well Centers. Chef responsibilities across both Age Well Center locations include the performance of menu planning, purchasing of foodstuffs, preparing quantity meals, supervising and assisting kitchen employees and volunteers and maintaining clean and orderly kitchens.

The incumbent will be responsible for properly cooked, economical, and wholesome, well balanced meals in City operated Age Well Centers. This position is not limited to being responsible for the assignment of work, supervision and evaluation of paid and volunteer food service workers. The review and approval of proposed menus, food purchases, control and monitoring of expenditure rates; and institution of disciplinary actions are functions reserved for the Program Coordinator or Age Well Center Managers.

 

Examples of Duties

 

• Plan menus with consideration for the dietary needs of older adults, wholesomeness, quantity of food to be prepared and budgetary constraints.
• Estimate food requirements and requisitions for food and supplies.
• Prepare, cook, and serve a wide variety of foodstuffs for quantity food service.
• May cut/carve and cook meats; bake breads, cakes and pastries; peel and prepare vegetables; and make salads.
• Place food in serving containers and serves food.
• Maintain proper temperature, rotation and storage of food.
• Direct and assist in cleaning kitchens and kitchen equipment after each meal.
• Estimate food requirements and requisitions for food and supplies.
• Direct and assist in the cleaning of the kitchen and kitchen equipment after each meal.
• Oversee that the kitchen and equipment are kept clean, sanitary and in proper working condition. Schedule regular maintenance of kitchen equipment as needed. Maintain standards of safety and sanitation in kitchen area.
• Recruit, train, supervise, instruct, and direct employees and volunteers assigned to working in the kitchens.
• Develop and support additional meal programs, including, but not limited to fundraisers, catering events and cooking demonstrations and special events.
• Keep records and prepare reports as required. Inclusive of any certification requirements and/or medical clearances required of subordinate employees and volunteers.
• Oversee community garden program, including crop rotation, seasonal planting, and maintenance assignment.
• Coordinate with office staff, marketing and sales strategies to increase visibility and participation for meal programs.
• Ensure kitchen compliance with health regulations and participate in health inspections.
• Other duties as assigned.

 

 Creation of Bicycle Advisory Commission      

 

A Bicycle Advisory Commission of the Town of Danville is hereby established.  The Commission shall consist of six (6) regular members, one of whom shall be a Youth Commissioner as defined in Section 2-15.11 below.

 

Qualifications

 

All members of the Commission shall have experience, training, occupation, or education demonstrating a knowledge of and interest in bicycling.  Members of the Commission shall represent an inclusive cross-section of interests in bicycling such as recreational cyclists (road and mountain biking), commuters, families, seniors and youth, and merchants interested in cycling and cycling safety.

 

Powers and Duties

 

Advise the Town Council and Town Staff on matters related to:

1. Implementation of the Town’s Bicycle Master Plan;
2. Conditions, operations and safety of existing bicycle facilities and other non-motorized forms of transportation;
3. Review of proposed bicycle-related policies, programs, projects, plans, funding applications, and legislation;
4. Coordination with the public including bicycle-related organizations, the business community, and other local agencies to promote cycling projects and programs; and
5. Development and dissemination of bicycle awareness and education materials to the community.

 

Term of Office

                                                                                                           

For the initial five appointments to the Commission except the Youth Commissioner, two of the members shall be appointed to two-year terms and three shall be appointed to four-year terms.  All subsequent appointments shall be for four-year terms.  The term of the Youth Commissioner shall be two years.

 

Time and Place of Regular Meetings

 

The Commission shall hold at least one regular quarterly meeting.  The Commission shall fix the time and place of its regular meetings by resolution and may call special meetings as necessary.  All meetings of the Commission are open to the public and the Commission shall give notice of its meetings as required by law.

 

Absence from Meetings

 

If a member of the Commission is absent without cause from three (3) consecutive regular meetings of the Commission, that member’s office shall be vacant automatically. The Commission shall immediately notify the Town Council of the vacancy. A member is not absent without cause if that member’s absence is (1) due to illness or (2) unavoidable, and the member gives the Secretary of the Commission notice before the day of the regular meeting at which the member will be absent and giving the reason for the absence. 

 

Removal or Vacancy

 

A member of the Commission may be removed by a majority vote of the Council.  A vacancy is filled in the same manner as the original appointment.  A person appointed to fill a vacancy serves for the remainder of the unexpired term.  

 

No Compensation

 

Members of the Commission shall not receive compensation for their attendance at Commission meetings but are entitled to reimbursement for reasonable expenses actually incurred in the course of their duties, provided that such reimbursement shall first be approved by the Town Council. 

 

Adoption of Rules

 

The Commission shall adopt rules for the transaction of its business and shall keep a public record of its resolutions, transactions, findings, and determinations. 

 

Residency Requirement

 

All members of the Commission shall be residents of the Town of Danville.

 

Qualifications and Role of Youth Commissioner

 

The Town Council shall appoint a Youth Commissioner to serve on the Commission to represent the interests of Danville youth. The Youth Commissioner shall be a Danville resident of high school age. The Youth Commissioner shall have the same obligations and authority of all other commissioners.

 

Officers and their Duties

 

The Commission shall elect a Chair and Vice-Chair from among its members. The Chair and the Vice-Chair serve for a term of one (1) year and until the successor of each is appointed and qualified.  The Chair shall preside at all meetings of the Commission, shall appoint committees of the Commission as needed, and shall perform such additional duties as are necessary and incidental to the office.  The Vice-Chair shall perform the duties of the Chair on such occasions as the Chair shall be unavailable or unable to perform such duties.

 

Brown Act and Conflicts of Interest

 

The Commission shall be subject to and conduct its business in compliance with the Ralph M. Brown Act, California Government Code, Section 54950 et seq. The members of the Commission shall be subject to the provisions of the Town’s Conflict of Interest Code.

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. More specifically, the Housing and Economic Development and Housing Manager develops, coordinates, and implements the City’s housing and economic development programs and related activities; initiates key long range planning activities based on the City’s General Plan, Housing Element, Belmont Village Specific Plan, Economic Development Strategic Plan, and regional initiatives; provides housing and economic data to inform key policy decisionmakers; develops and implements marketing, branding and outreach activities for business engagement; and performs related duties as assigned. 

 

DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. The Housing and Economic Development Manager is distinguished from the next lower classification of either Management Analyst I/II in that the former is a division level manager, with vast programmatic responsibilities, expected to function with limited supervision.
