What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. The successful candidate will have a strong work ethic, a passion for making a difference and helping citizens, and a desire to grow in this field.

Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.
• Apply applicable policies and procedures in determining completeness of applications, records and reports
• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information

The Revenue Accountant position is part of the General Ledger and Financial Reporting unit within the Finance Section. The General Ledger and Financial Reporting unit maintains financial integrity over the general ledger accounts, oversees toll revenue from the seven state-owned toll bridges and from the express lanes, prepares the Annual Comprehensive Financial Reports (ACFR) and other stand-alone financial statements, and works closely with the auditors for the annual audits.

Under the supervision of the Toll Revenue Supervisor, this position prepares toll revenues from the seven state-owned toll bridges and from the express lanes. ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the supervision of the Toll Revenue Supervisor, the Revenue Accountant will prepare the toll revenues from the seven state-owned toll bridges and from the express lanes.  This process includes, but is not limited to, the following:

• Prepare daily toll revenue entries.
• Prepare monthly express lanes and other revenue entries.
• Prepare monthly toll revenue and traffic reports by bridges. Coordinate the overall toll revenue reporting.
• Reconcile and identify toll revenue variances and investigate the reasons for the differences.
• Summarize the individual bridge reports into the monthly consolidated toll revenue report.
• Perform complex monthly reconciliation of revenues by bridge and adjust as appropriate.
• Perform monthly reconciliation between General Ledger and service center trial balance and various reports.
• Analyze, classify, and determine proper accounting treatment of toll transactions. Allocate and segregate toll revenue by programs. Coordinate and record financial entries into the financial system in accordance with accounting principles.

• Establish and maintain strong, collaborative relationships with ETC revenue section, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting.

The Position:
This is complex clerical work involved in central District processes related to the procurement of goods and services, including selection of vendors, volume buying, implementation of bid procedures, scheduling and coordinating deliveries, inventory, assessing availability and quality of goods and services, administering under direction district-wide procurement related tools, such as procurement and gasoline cards, creation of purchase orders, creating and archiving documentation, and assisting the Senior Buyer as needed. The Position:

Reporting to the Chief Financial Officer, the Payroll Manager performs professional supervisory work involved with managing and directing computerized payroll production for the District. The Payroll Manager develops, implements, and monitors procedures to ensure integrity of the payroll systems and to comply with applicable federal, state and local laws, regulations, and guidelines. 4. Hires, trains, supervises, and evaluates assigned staff and provides feedback, training, and developmental support as needed

6. Supervises the maintenance of District payroll records and reports as required by federal, state, local, and District policy, including meeting STRS and PERS requirements
7. Compiles information and calculations for W-2 reporting

Conditions of Employment:
Prior to employment, the selected candidate will be required to complete the following:

1. Submit official transcripts (applies to all faculty or educational administrative positions)

3. Satisfactory references
4. 6. Approval of your employment by the SMCCCD Board of Trustees
7. Provide a certificate of Tuberculosis exam for initial employment.
8. Have fingerprints taken by a Live Scan computer (Clearance must be received prior to first day of employment). Please note that the California Education Code requires, in part, that community college districts shall not employ or retain in employment persons in public school service who have been convicted of certain felonies, a misdemeanor drug charge (including alcohol offenses) or misdemeanor moral turpitude (sexual offense) crime. However, consideration may be given to those whose drug convictions occurred more than five years ago. A conviction for other crimes may not necessarily disqualify you from the job for which you may be applying.
