This position performs a variety of professional administrative and confidential support functions for the Assistant General Manager and his/her staff. Maintains strict confidentiality, exercises good judgment, and a high degree of professionalism when acting as an ambassador or liaison to staff, members, other agencies, or the public. Under general supervision, incumbents regularly perform a variety of duties requiring adaptation to various situations, judgment as to which learned work method to apply for the desired result, and the ability to communicate effectively. 

ESSENTIAL DUTIES AND RESPONSIBILITIES
This position requires the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policies; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the Assistant General Manager or others as assigned. Communicate effectively with internal and external partners.

Prepare payment authorizations and payment schedules for department contracts, and facilitate timely and accurate payments as they come due.

Work with respective Legal team members on contract management workflows and best practices to increase operational efficiency.

Maintain flexibility and openness to take on additional projects as necessary or assigned.

Reads and routes incoming mail. Locates and attaches appropriate file to correspondence to be answered by manager.

Composes, formats, edits, and types routine correspondence, reports, agendas, minutes, presentations, etc. 

Answers and screens manager's/staff's telephone calls as needed and arranges conference calls.

Coordinates manager's schedule/calendar and makes appointments. Greets scheduled visitors and conducts to appropriate area or person. Arrange and coordinate travel schedules and reservations as needed.

Coordinates and arranges meetings, prepares agendas, reserves and prepares facilities, and records and transcribes minutes of meetings.

Organizes and maintains file system and files correspondence and other records.

Conducts research and compiles and types statistical reports.

Administers committee meetings in accordance with Ralph M. Brown Act requirements.

Makes copies of correspondence or other printed materials.

Prepares outgoing mail and correspondence, including e-mail and faxes.

Within budget, orders and maintains supplies and arranges for equipment maintenance.

Provides support or backup to the Receptionist, other Administrative Assistants, and Executive Assistant as needed. Participates in Administrative Assistants meetings. 

Assists in coordinating the monthly Agenda Packet materials for the Commission.

Maintains the business unit SharePoint workspace and associated systems, including business web page.

Develops, maintains, and administers a regulatory tracking system to support agency regulatory requirements.

Develops, prepares, and administers Agency contracts and agreements, including the development of contract templates, tracking of contract records in the Agency records-keeping system, and processing various contractual requirements.

Assist with the development and preparation of Agency staff reports and resolutions, including supporting documents.

Provide support for Agency contract administration functions, including tracking, storage, review, and validation of agency contracts and agreements.

May prepare or review expense reports, check requests, and purchase requisitions.

May perform other duties as needed.

MINIMUM QUALIFICATIONS
Education and/or Experience
Associate's degree (A. A.) or equivalent from two-year college or technical school; and a minimum of three years related administrative experience supporting a high-level manager and his/her staff; or equivalent combination of education and experience. 

KNOWLEDGE AND ABILITIES 
Knowledge:
Knowledge of modern office methods, supplies and equipment; business English and correspondence, principles of effective training; Ability to work effectively and collaborate cross-functionally with multiple internal groups; Strong organizational and time-management skills; Fluency with Microsoft Word, Excel, PowerPoint, database activities, SharePoint, etc. 

Abilities:
Ability to perform clerical work, including ability to spell correctly, make arithmetical computations; operate various office machines; Strong attention to detail and experience dealing with outside vendors and contract administration; Ability to follow oral and written directions; Evaluate situations accurately and take effective action; read and write English at a level required for successful job performance; Ability to type 55 wpm with speed and accuracy and ability to organize time wisely and work independently with minimal supervision; Apply specific laws, rules and office policies and procedures; Prepare correspondence independently, utilizing a wide knowledge of vocabulary; grammar, and spelling; communicate effectively; and provide functional guidance; Ability to use a high level of independent judgment, organization and coordination skills in order to handle multiple assignments.

What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. The successful candidate will have a strong work ethic, a passion for making a difference and helping citizens, and a desire to grow in this field.

Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.
• Apply applicable policies and procedures in determining completeness of applications, records and reports
• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information
• May maintain petty cash fund; accept payment of fees; maintain and process cash records

The Assistant to the City Clerk receives general supervision from the Deputy City Clerk or a higher-level position and may exercise direct or functional and technical supervision over lower-level clerical positions, volunteers, and interns.

What You’ll Do

Under the direction of the Accounting/Budgeting Supervisor, perform a wide variety of professional District-wide accounting and internal auditing duties; assure compliance with applicable laws, codes rules and regulations such as the Governmental Accounting Standard Board (GASB) pronouncements; maintain books of accounts for federal, State and local categorical programs; prepare a variety of financial statements, records and reports.

REPRESENTATIVE DUTIES:

Perform a wide variety of professional District-wide accounting and internal auditing duties; assure compliance with applicable laws, codes rules and regulations such as the Governmental Accounting Standard Board (GASB) pronouncements.

Account for categorical income, expenditures and resource balances by resource, site and program year; initiate and process expenditure transfer requests; adjust and modify journal entries.

Participate in the planning and preparation of the Districts annual budget related to categorical programs; analyze budget and accounting information for validity and appropriate recordation; perform research and prepare adjustments to accounts as necessary.

Prepare and submit a variety of financial reports; prepare materials for the Board of Education and provide assistance in interpreting financial reports and accounting procedures as requested.

Maintain an annual log of activities describing the status of new and on-going programs; provide management and administration with an accurate reference regarding new and on-going programs, due dates for application, requirements for compliance reporting and claims for reimbursements.

Provide information and assistance to external auditors; respond to audit questions related to categorical programs, mandated costs and Medical administrative billing activities.
