The Yuba County Sheriff’s Department is currently recruiting for two full-time Animal Care Services Officer. Under close supervision, incumbents enforces State and County laws regarding stray, dangerous, rabid, nuisance and unwanted domestic animals; investigates complaints; patrols assigned areas; captures animals; removes dead animals from public and private properties; assist in feeding and cleaning animal enclosures; assist with euthanizations and disposal of animals in a humane and prescribed method and performs other duties related to humane animal protection and control; performs related work as assigned including assisting the public with drop off, pick up and adoption of animals as necessary.  This is a working level class in animal control, responsible for enforcing applicable regulations in a limited public officer capacity. Successful performance of the work requires skill in dealing with the public in difficult situations as well as a willingness to handle animals that may be injured or ill.

Animal Care Services is a division of the Sheriff's Department.  Animal Care Services provides services for the unincorporated areas of Yuba County and is located in Olivehurst, California.  Animal Care Services care for lost animals, injured and abandon animals, and a provide variety of services that protect both citizens and animals. Most importantly, they keep lost pets safe and happy so they can be reunited with their owner or adopted into a new family.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).
• Assist in/Coordinates* a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Assist in/Prepares* the development of regularly occurring required plans or programs such as the Short Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Assist in/Coordinates* the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Use/Review and recommend* web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system. 
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Investigate and respond to inquiries and/or requests by members of the public regarding transit system policies, procedures and services.
• Provide minor/general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.

The ideal candidate will have prior experience as a volunteer coordinator working in an animal shelter. The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. The ideal candidate will have some experience using the Chameleon software for animal management.  

Essential Duties

What you will do:   

Duties may include, but are not limited to the following:
 
Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness;
 
Ensures that all departmental procedures are followed.
 
Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise.
 
Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures.
 
Maintains and physically organizes volunteer work areas, files and records.
 
Prepares annual report on volunteer hours and activities.

Under general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
 
Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals.
 
Assists with production and update of volunteer training manuals and volunteer job descriptions.
 
Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention.
 
Coordinates volunteer meetings and annual Volunteer Recognition event.
 
Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
 
Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities.
 
Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders.
 
Provides Humane Education presentations to local groups, schools and civic organizations.
 
Assists with gathering and review of articles for volunteer produced quarterly "All Fur Love" community newsletter.
 
Coordinates the acquisition and distribution of Animal Services Bureau Volunteer uniforms.

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.
 
Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.
 
License & Certificates: Possess and maintain a valid California Class C Driver's License.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.

The Position

The Veterinary Technician will assist in the care of animal patients at the City’s animal shelter. Additional key responsibilities include use of medical care equipment, as well as moving and handling domestic animals and wildlife.
