THE POSITION 

Under immediate supervision (Parks Maintenance Worker I) or general supervision (Parks Maintenance Worker II), performs semi-skilled to skilled maintenance, repair, and construction work assigned to the parks division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

Parks Maintenance Worker I: This is the entry level class in the Maintenance Worker series. This class is distinguished from the Maintenance Worker II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Parks Maintenance Worker II: This is the full journey level class within the Maintenance Worker series. This class is distinguished from the Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

Representative Duties

1. Handle complaints and answer questions from the public.
2. Perform general electrical, painting, plumbing and carpentry work as needed.

8. Inspect park grounds, structures, medians and related facilities for safety, appearance, and vandalism; remove graffiti from park surfaces.
9. Clean and clear park grounds, facilities, structures and playing fields of debris and potentially dangerous conditions; set up park for special events.
10. Plant, mow, prune, and maintain turf, trees, shrubs, and plants; clear sites of weeds.
11. Perform a wide variety of semi-skilled tasks in the construction and repair of park and community facilities.
12. Install, maintain, repair, and program irrigation systems.
13. Operate grounds maintenance equipment as well as a variety of hand and power tools.
14. Apply pesticide, herbicide, and other pest management treatments.

QUALIFICATIONS

Parks Maintenance Worker I

Education/Training:

Equivalent to the completion of the twelfth grade.

EXAMINATION PROCESS   Those who meet the employment qualifications and whose strengths and background most closely match the needs of the position will be contacted through the CalOpps email system and invited to an Interview Panel test.  Candidates who achieve a passing score on the Interview Panel will be certified on an Employment List, from which the top 3 scoring candidates will be referred to the hiring department for a final selection interview.

Summary Description

Under the administrative direction of the Public Works Director, assists in planning, directing, and organizing the activities and operations of the Water, Wastewater, Streets, Parks, Facilities and Fleet Divisions of the Public Works Department. Specifically responsible for providing leadership, management and administration of highly complex technical, financial, statistical and analytical work of the Department. 13. Develop, implement, and ensure adherence to the department’s Safety Program, Standard Operating Procedures, OSHA regulations, and Radiologic Health Standards.
14. Produce required regulatory reports and ensure compliance with regulatory requirements, laws, codes, and enforcement actions.
15. Prepare records related to operations, test results, work performed, and materials and supplies used; maintain accurate records and files; prepare periodic and special reports as required.
16. Research special projects, evaluate alternatives, prepare reports and recommendations; write correspondence, and respond to public and regulatory agency inquiries and provide pertinent information.

THE POSITION:     

Under the direction of the Pool Manager, the Assistant Pool Manager is responsible for assigned aquatic program areas, and acts as Pool Manager during the Pool Manager’s absence. The Assistant Manager assists in the direction and supervision of the staff and programs at the facility. This is an at-will, intermittent, part-time, hourly position. Work a flexible work schedule, which may include evening, weekdays, weekends and holidays

EXAMPLE OF DUTIES:

Duties may include, but are not limited to the following:

• Acts as Pool Manager in the absence of same.
• Assist with pool staff assignments and scheduling.
• Perform lifesaving practices and standards according to accepted industry standards.
• Assist with training and supervision of staff and volunteers on assigned duties.
• Meet program goals and objectives, collect and maintain relevant statistical records and data.
• Acts in capacity of pool lifeguard.
• Assist in maintaining on-site security and safety of participants, staff, and others in the pool area, preparation and maintenance of incident records.
• Assist in organization, teaching and evaluation of swim lessons and pool activities.
• Enforce City and program rules and guidelines.
• Assist Pool Manager to monitor correct completion of required paperwork.
• Attend pertinent staff meetings as required during the season.

Under direct supervision of the Pool Supervisor, The Lifeguard has the responsibility to enforce the safety standards, rules, and regulations of the City’s Pool program; to rescue swimmers in distress and administer First Aid and CPR when it is needed; This position includes ensuring the safety of all pool patrons, be alert of all activities in and around the pool while on duty and to assist with general maintenance and cleanup activities and performs related work as required.  Work is performed in a swimming facility environment, with frequent contact with City staff and the public.  Multiple Lifeguard positions are available.

THE POSITION

Under general direction, supervises, evaluates, plans and participates in the day-to-day operations of the City’s wastewater treatment plant and facilities as well as the water system and infrastructure; assists in the preparation and administration of the division budget; evaluates and trains assigned staff; interfaces with and coordinates assigned functions with other City services and departments; represents wastewater treatment plant and water system operations with governmental regulatory agencies; ensures work quality and accuracy and safe work practices; serves as a technical resource for assigned work crews and the department Director; performs other management related duties as required. 

DISTINGUISING CHARACTERISTICS:

The Utilities Superintendent is part of the mid-management level class responsible for assigning and supervising the day-to-day operation, development, repair and maintenance of the City’s wastewater treatment plant and facilities as well as the water system and infrastructure. The incumbent is expected to perform the full scope of duties. This classification is distinguished from the higher classification of Director in that the latter is responsible for the overall management and supervision of the Department. FLSA status – exempt.

SENIOR RECREATION LEADER

Part-time Position

Summary Description

Under the direction of an assigned supervisor/coordinator, the Senior Recreation Leader is responsible for implementing programs at a given site, including administering program curriculum and supervising program staff.  This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits.  Work a flexible work schedule, which may include evening, weekdays, weekends and holidays.

• Implement all daily activities of a given program, including administration of program curriculum, leading program activities, monitoring and enforcing program rules and regulations, maintaining a safe environment and collecting any necessary paperwork.
• Instruct program participants in rules, model appropriate behavior, monitor strict adherence to program guidelines and enforce rules.
•      Exercise sound judgment in addressing behavior problems.
•      Responsible for appropriate use, maintenance and storage of all program supplies and equipment.
•      Establish and maintain a respectful and courteous working relationship with participants, volunteers, staff and those contacted in the course of work.

SWIM INSTRUCTOR/LIFEGUARD

$17.50 to $19.29 per hour

Under the direction of the Pool Manager, organizes and instructs swim classes, maintains records and documentation involved with instruction classes, monitors swimmers in the pool area, enforcing pool rules and regulations, preventing accidents and rescuing swimmers in distress during public swim sessions. This is an at-will, intermittent, part-time, hourly position without City-paid benefits.  Some evening and weekend work may be required.

Representative Duties

1. Conduct all levels of swim instruction and water safety lessons for participants from ages six months to adult.
2. Assist in curriculum instruction planning and pre-registration program to assess participants’ ability levels.
3. Patrol and monitor aquatics facility, watch for accidents and hazards in the pool areas; enforce rules.
4. Responsible for following accepted lifesaving practices and standards including the administering of cardiopulmonary resuscitation (CPR), O2 and First Aid as needed.
5. Assist with facility operations, aquatics competitions and special events throughout the year, including setup and cleanup.
6. Assist with desk reception, telephone support and related customer service activities; accepts registrations, collect fees and process receipts on a City computer.
7. Responsible for meeting all program goals and objectives.
8. Complete accurate reports and documentation of accidents and incidents in pool and pool area.
9. Attend scheduled staff meetings.
10. Assist with routine pool cleaning and maintenance as needed.
11. Responsible for maintaining a safe and clean swimming pool environment.
12. Responsible for maintaining personal fitness sufficient to perform the required duties.
13. Perform other position-related duties designated by the Pool Manager.

Possess current and valid certificates from American Red Cross in First Aid, CPR for the Professional Rescuer and Lifeguard Training which must be maintained throughout employment.

Prior experience working with age appropriate groups desirable.

Knowledge of:

Principles and practices of lifeguarding and water safety.

Effective lifesaving techniques.

Advanced and basic swimming strokes, methods and procedures of swimming pool operations.

Effective teaching techniques and practices

Ability to:

Maintain a flexible work schedule, which may include evenings, weekdays, weekends and holidays.

Act quickly, calmly and appropriately in emergency situations; perform lifesaving and rescue activities, including administering CPR, O2 and First Aid.

Convey and instruct the curriculum skills outlined in the aquatics program to children and adults.

Apply functional reasoning in performing semi-routine duties involving standardized work with some choice of action.

Exercise judgement, decisiveness and creativity required in situations involving a variety of pre-defined duties subject to frequent change.

Communicate clearly and concisely, both orally and in writing with internal and external customers and staff.

Learn pertinent City rules, policies, ordinances and program requirements.

Maintain timely and accurate reports pertinent to the aquatics program.

Learn basic pool chemistry.

Understand and carry out oral and written directions.

Establish and maintain effective working relationships with those contacted during the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Demonstrated swimming skills that meet the American Red Cross guidelines for aquatics program personnel.

Experience:

Ability to read and write at a level necessary for acceptable job performance, including the ability to follow and to interpret written instructions and to perform basic arithmetic.

Prior experience working with age-appropriate groups preferred.

License or Certificate:

Possession of a valid ID.

Possession of valid certificates from American Red Cross in Lifeguard Training, CPR for the Professional Rescuer, and First Aid; Water Safety Instructor certificate is desirable.

Physical: Primary functions require sufficient physical ability and mobility to work in a public swimming facility; may be required to rescue swimmers in distress and/or demonstrate beginning through advanced swim strokes; to stand or sit for prolonged periods of time; to regularly stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight (up to 50 pounds); ability to demonstrate in the water, all of the swimming skills to be taught, ability to lift light equipment used in teaching; and to verbally communicate to exchange information with an appropriate audible voice.

The City of Chowchilla is seeking a Streets & Construction I, under general supervision, to perform a variety of semi-skilled and skilled tasks in the maintenance and repair of streets, sidewalks, gutters, facilities, trees and other public service activities, and to perform related work as required.

THE POSITION(S)

Streets & Construction Worker I:

This is an entry-level class under close supervision, performs any combination of the following duties on construction projects, usually working in utility capacity, by transferring from one task to another where demands require worker with varied experience and ability.  Work is usually performed with other workers.  This class may advance to Streets & Construction Worker II after gaining experience and demonstrating proficiency to meet the qualification of the higher-level class.

Prerequisites:   Any combination equivalent to graduation from high school (or G.E.D equivalent to graduation) and two years’ experience performing a variety of skilled and semi-skilled construction and/or maintenance involving buildings, grounds, streets and sidewalks.
