About the Position:  This position requires the ability to maintain a high level of accuracy, integrity, and confidentiality.

The Accounting Technician performs a variety of routine to complex administrative and technical duties related to payroll and other accounting support duties. Top candidates have experience working with financial systems, with the ability to quickly learn and adapt to new technology and information systems.

Duties include, but are not limited to:

• accounts receivable/payable,
• review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records,
• verify, post, and record a variety of financial transactions; prepare and maintain databases,
• maintain a variety of ledgers, registers, and journals according to established accounting policies and procedures; reconcile transactions and account statements; record changes and resolve differences; maintain the accuracy of accounting and financial records,
• report generation,
• produce journal entries to post payments to the general ledger,
• accurately prepare employee and vendor payments for retirement and other benefits; submits reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.

Work Environment:  This position is part of Administrative Services at Midpen’s office in Los Altos, California.  Midpen offers a hybrid office/telecommute work schedule for this position.

Education and Experience:  any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in accounting or finance, and
• three (3) years in the maintenance of financial and accounting records
• experience in public sector finance, with the knowledge of principles of governmental financial recordkeeping and bookkeeping, is highly desired.

ABOUT THE POSITION
The City of Gilroy is recruiting an undergraduate or graduate-level City Administration College Intern for the summer of 2024. This internship will provide a significant opportunity to gain experience and exposure and accumulate skills that are used daily in various city government programs that make substantial impacts to the community. These programs are in the areas of the City Clerks office, emergency management, economic development, public information and outreach, and other municipal administration programs and services.
 
The City Administration Intern will perform a variety of functions under the direction of the City Administrator and supervision of the Assistant to the City Administrator.

VOLUNTEER WORK SCHEDULE

The office start and end date of the internship will be determined at the time of hire. Work hours are generally Monday – Friday between 8:00am – 5:00pm.

THE POSITION: 

The City of San Pablo is actively recruiting for a Community Services Coordinator I/II position to plan, organize, and direct services and programs within the Community Services Department for our senior population, volunteer programs and city-wide special events. Our senior programs provide opportunities for adults 50 years of age and older, to engage in active and healthy programming. The Church Lane Senior Center hosts a congregate lunch program, numerous senior focused special events, weekday door-to-door transportation service (managed by a different full-time coordinator) and drop- in programs and classes. The city hosts 10-12 city-wide special events each year that include family dances, spring egg hunt, Cinco de Mayo celebration, Movies Under the Stars, 4th of July Multi-Cultural celebration, Halloween, Veterans Day and a Winter Wonderland Festival. The Community Services Department relies heavily on volunteers for both special events and senior programs and wants to expand the volunteer recruitment and training program.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The City of Union City is currently seeking ONE highly motivated individual for the position of Transit Planner Assistant or Transit Planner Associate.

DEFINITION:

TRANSIT PLANNER ASSISTANT

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. This position is responsible for directing and leading collaboration on planning, design development (including technical analysis in support of preliminary engineering and final design), project-related right-of-way activities (in coordination with VTA Real Estate), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), coordination with project stakeholders within VTA and beyond (e.g., local agencies, Caltrans, federal agencies, resources agencies, utilities, etc.), and community and other outreach (working with VTA public information and government affairs staff).

DEFINITION:

Under general direction of Recreation Supervisor and Recreation Program Coordinator, the Community and Recreation Program Specialist will assist in coordinating and implementing various community and recreation programs as well as assist with office duties, facility responsibilities, and perform related work as assigned.

CLASS CHARACTERISTICS

The Community and Recreation Program Specialist is an intermediate level position in the Community and Recreation Services and is responsible for the daily operations in the absence of the Recreation Supervisor and Recreation Program Coordinator. This position is responsible for the implementation of scheduled activities, provide customer service to participants and the public, and ensure strict adherence to standards to maintain program operations while creating a safe and secure environment. This position is distinguished from the Recreation Program Coordinator in that the latter is responsible for creating the recreation programs, while the Recreation Program Specialist is responsible for the implementation of the day-to-day operations of the recreation programs.

EXAMPLES OF DUTIES (illustrative only):

• Guide and motivate seasonal staff and volunteers to implement programs and activities and meet daily program needs.
• Assists with planning, scheduling, and implementing programs, trips, and activities at a multi-use recreational community center as well as offsite, while working with members and the public as well as special projects as needed.
• Ensures all applicable safety and security standards, City and department policies, procedures, and standards of conduct are known to the customers and participants of the facility and they are adhered to.
• Acts as a liaison with the City staff and departments, contractors, members and general public during programs or events and advises of potential problems.

• Performs fire and life safety procedures and ensure safety for all customers and participants.
• Assists with and coordinates the set-up, take-down and cleanliness of the facility spaces, including Set-up furniture and equipment based on schematic diagrams or plans.
• Responds to customer requests and solves problems at the appropriate level and escalates the issue when needed.
• Serves as the primary contact for Community and Recreation Services Department when full-time staff are not on duty.
