CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).
• Assist in/Coordinates* a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Assist in/Prepares* the development of regularly occurring required plans or programs such as the Short Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Assist in/Coordinates* the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Use/Review and recommend* web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system.

• Investigate and respond to inquiries and/or requests by members of the public regarding transit system policies, procedures and services.
• Provide minor/general assistance with the Public Works Department.

THE POSITION:  

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.

The ideal candidate will have prior experience as a volunteer coordinator working in an animal shelter. The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. The ideal candidate will have some experience using the Chameleon software for animal management.  

Essential Duties

What you will do:

Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness;
 
Ensures that all departmental procedures are followed.
 
Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise.
 
Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures.
 
Maintains and physically organizes volunteer work areas, files and records.
 
Prepares annual report on volunteer hours and activities.

Under general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
 
Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals.
 
Assists with production and update of volunteer training manuals and volunteer job descriptions.
 
Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention.
 
Coordinates volunteer meetings and annual Volunteer Recognition event.
 
Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
 
Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities.
 
Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders.

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! Timing 

June-August 9th.  Interns may start and end later but need to be present for the core Sessions slated for the entire month of June, July and through August 9th.  

Work hours will be Monday – Friday, 25-30 hours per week during the 12 weeks of employment.  The pay rate will be $20 per hour.  All interns will be required to successfully complete a Department of Justice fingerprint clearance and undergo a TB test as a condition of employment.

The Department

The Public Works Department plays a key role in shaping the community and its future as Fremont. Public Works is responsible for engineering, transportation, civic facilities, inspections, and maintenance for the City. The Engineering Division within Public Works helps deliver land development projects, executes the design and construction of public projects, and maintains and enhances the City’s transportation network.

The Position

The Facilities Design and Construction Project Supervisor I/II will be a member of the Public Works Department and reports to the Facilities and Real Property Manager. Public Works is responsible for the daily maintenance and upkeep of city infrastructure and design and construction of new or improved public facilities. AC Transit is seeking a Finance Systems Project Manager. Under general direction serves as the project manager leading a variety of complex, finance systems-related projects. This position works with department end-users, Innovation and Technology (IT) staff, consultants and, vendors to translate business and operational requirements into workable finance system solutions. Incumbents in this position provide training and technical assistance in the use of the system software.

This classification is distinguished from other finance classifications by the assigned project management responsibilities leading District-wide, finance systems-related projects and studies of considerable size and complexity. Incumbents at this level are expected to operate with a high degree of professional judgment and independence, providing technical and functional direction to vendors, professional, technical, and contract staff.

Performs project management functions and activities and is responsible for the full lifecycle of the assigned projects overseeing scope, timeline, budget, and quality standards from the project’s inception to completion; manages the activities of outside vendors and contractors.

Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.
Prepares and presents a variety of reports on finance operations, activities, and special projects; presents findings to the Board of Directors, executive management, other District staff, and various public and private entities.

Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned.
For the Finance Systems Project Manager position the following are applicable fields of study: business administration, public administration, accounting, finance, management information systems, or a related field.

Experience: Eight (8) years of experience in the professional field required by the assigned special projects. The Finance Systems Project Manager position requires accounting support experience utilizing and supporting financial systems and/or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager II. Years of experience may be substituted for the educational requirement on a two for one basis (two years experience may be submitted for one year of education).

ADDITIONAL INFORMATION:
Physical Requirements: Must maintain the physical condition necessary to perform tasks in an office setting operating a computer, keyboard, and other peripheral equipment; safely drive a District automobile; and walk, stand, and climb short distances in construction settings in order to inspect the progress of assigned projects.
