THE POSITION: 
This position performs professional planning duties related to current and/or long-range planning, including neighborhood planning, demographic or housing analysis, code amendments and land use studies; reviews plans and explains policies and regulations to the public; and provides technical support to management staff.

To perform professional planning duties related to current and/or long-range planning, including neighborhood planning, demographic or housing analysis, code amendments and land use studies; to review plans and explain policies and regulations to the public; and to provide technical support to management staff.

Assistant Planner - This is the entry-level class within the professional Planner series. This class is distinguished from the journey level by the performance of more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees have only limited or no directly related professional planning work experience. Employees work under general supervision while learning job tasks.


Incumbents may advance from the Assistant Planner to the Associate Planner level based on a recommendation by their supervisor and approval from the Director of Development Services or designee. Advancement may result after the incumbent gains sufficient knowledge and experience in professional Planning work, as well as City and departmental practices and procedures, to be able to consistently perform the work of the higher classification.

This class is distinguished from that of the Senior Planner, which is an advanced journey level class responsible for more complex and difficult planning projects and programs and exercises direct supervision over assigned staff.

 

 

Essential Duties

What you will do:  
Duties may include, but are not limited to the following:

Research, analyze and interpret social, economic, population and land use data, trends and reports.

Prepare and present written reports on various planning matters such as elements of the general plan, neighborhood plans, demographic or housing analysis, code amendments, and miscellaneous land use studies.

Prepare and/or monitor preparation of environmental documents including environmental analyses of development impacts and related preparation of negative declarations and/or environmental impact reports; work with consultants in facilitating preparation of environmental impact reports and related findings and documentation.

Review building, site and architectural plans, use permits, zone changes, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serve as primary point of contact to developers and property owners in meeting these standards.

Prepare and update maps, graphs and other graphics for use in reports and public presentations.

Review and analyze development proposals and work with developers, the public and other agencies regarding various land use permits, general plan amendments, and zone changes.

Provide information to the public, developers, public officials and staff members about land use matters to clarify and assure conformance to city and state policies and regulations regarding zoning and other development controls, acceptable development proposals, compatibility with adopted plans and environmental impacts.

Make presentations to the Planning Commission, City Council, and other interested parties regarding land use applications, general plan amendments, zoning changes, code amendments, and special studies.

Analyze, interpret and apply regional, state, and federal regulations.

Coordinate ongoing planning related programs or projects involving multi-department and multi-jurisdictional cooperation; provide professional planning guidance in responding to questions or inquiries.

Attend and serve on intra-departmental and inter-agency planning committees.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Graphically details methods of construction and code requirements for the general public, contractors, architects and engineers.
 
Trains and provides lead assistance to building inspectors in the performance of their duties specifically when complex structural inspections are being conducted and technical advice is required.
 
Maintains appropriate records of inspections and recommendations on code requirements provided to the general public, contractors, architects and engineers.
 
Provides survey of Building Code requirements on structures where change in occupancy loads are planned; provides follow-up reports.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The City of Newark is looking to hire a Building Inspector in the Public Works Department. We are seeking a qualified individual to join our team with a strong background in construction and building codes, and a keen eye for detail and a commitment to ensuring safety and compliance in the building environment.

The Building Inspector I/II performs a variety of inspections on routine and complex building systems at various stages of construction, alteration and repair to assure compliance with approved plans; ensures compliance with various standards, regulations, ordinances, and laws; reviews plans; provides feedback; provides technical assistance at the public counter; works cooperatively with other City departments; answers general questions about the construction process; has a strong knowledge of construction standards; follows safety regulations with awareness at all times on the jobsite, and provides reports or issues corrective actions.

Building Inspector I- This entry level position works under immediate supervision and is distinguished from the Building Inspector II level by the performance of less than the full range of tasks, and progressing to general supervision as procedures and processes of assigned areas of responsibility are learned. 

Building Inspector II – This journey level position works under general supervision and is distinguished from the Building Inspector I level by the ability to perform work in all areas of building inspections.

EXPERIENCE AND TRAINING

The ideal candidate will have some experience using the Chameleon software for animal management.

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.  

Join the City of Berkeley's Planning and Development Department in its effort to protect the health, safety, and welfare of citizens by enforcing building codes and regulations. As a Certified Building Inspector I or II, you will perform skilled inspection work in the enforcement of building, mechanical, plumbing, electrical, zoning and related codes and regulations that govern new building and housing construction, additions, alterations, repairs and use of existing buildings. This work includes resolving problems and complaints to final resolution.

These classifications differ in that the Building Inspector I works under closer supervision and performs less complex inspection work than the Building Inspector II.

  • One year of full-time experience as a building inspector with a public agency, OR

  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! In this role you will have the opportunity to be part of the team responsible for implementing the City’s Housing Trust Fund and Small Sites Programs. This position will work on renovations and new construction projects, the latter of which will include developments at the North Berkeley and Ashby BART sites. The Community Outreach team is seeking a summer intern for a 10–12-week assignment.  The goal of the internship is to gain valuable experience capturing and creating content, assisting throughout the district.  

 

Key duties 

• Visit Summer Programs to Capture Video and Photo content 

• Draft Program Highlight and Promotional Social Posts 

• Edit Community Facing District-Wide Videos 

• Assist with District-Wide Communications including Email Newsletters, Website, and social media. 

 

Key deliverables will be: 

• Create two to three 30 second videos highlighting LARPD’s impact on the community. 

• Update District Parks and Facilities Guide for Website  

• Capturing photo/video content from summer programs 

 

What learning will occur for the intern? 

• Learn to effectively communicate the LARPD brand identity across various channels, including social media, website, and content creation, by maintaining consistency in voice, tone, and messaging. 

• Gain hands-on experience in managing social media platforms (e.g., Facebook, YouTube, Instagram) by creating engaging content, scheduling posts, monitoring audience engagement, and analyzing performance metrics to optimize strategies. 

• Learn website management by assisting with content updates, uploading new information, ensuring website functionality, and implementing best practices to enhance online visibility and user experience. 

• Develop skills in content creation, including writing engaging copy, designing visuals, and creating multimedia content such as videos, graphics, and infographics to convey key messages and engage the target audience. 

 

• Gain proficiency in video editing software to assist in creating and editing promotional videos, event highlights, and educational content for various communication channels, while adhering to branding guidelines and storytelling principles. 

 

Timing 

June-August 9th.  Interns may start and end later but need to be present for the core Sessions slated for the entire month of June, July and through August 9th.  

 

Work hours will be Monday – Friday, 25-30 hours per week during the 12 weeks of employment.  The pay rate will be $20 per hour.  All interns will be required to successfully complete a Department of Justice fingerprint clearance and undergo a TB test as a condition of employment.
