POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

The City of Dixon is accepting applications to fill one (1) full-time position of Transit Driver/Dispatcher and to establish an eligibility list for future use.  

This position drives a Readi-Ride General Public Paratransit Vehicle (GPPV) on a demand responsive curb-to-curb transit system and assist patrons boarding and leaving the bus, especially the elderly, disabled, and school age children. May also assist in collecting information relating to the operation of the system; receive ride requests and organize the vehicle pick-ups and drop-offs; and, will work closely with the drivers and Transit Supervisor to ensure coordinated efforts.

Summary Description

Under the administrative direction of the Public Works Director, assists in planning, directing, and organizing the activities and operations of the Water, Wastewater, Streets, Parks, Facilities and Fleet Divisions of the Public Works Department. Specifically responsible for providing leadership, management and administration of highly complex technical, financial, statistical and analytical work of the Department. The incumbent may assist the Director in public activities or meetings and oversees coordination of other services areas as directed.  Provides general supervision to subordinate level professional, technical, maintenance, recreation, and clerical staff.  Performs other job-related work as required.

Representative Duties

1. Provides direct technical and administrative assistance to the Director of Public Works concerning the operations of the Public Works Department.
2. 11. Prepare specifications, estimates, and bids for machinery, tools, equipment, and contract services; recommend, monitor, and administer contracts for consulting, construction, or other services as necessary; inspect work in progress and authorizes payment for work performed.
12. Monitor changes in regulatory agency laws and regulations; evaluate their impact upon City activities; recommend and implement policy and procedure changes as required.
13. Develop, implement, and ensure adherence to the department’s Safety Program, Standard Operating Procedures, OSHA regulations, and Radiologic Health Standards.
14. Produce required regulatory reports and ensure compliance with regulatory requirements, laws, codes, and enforcement actions.
15. Prepare records related to operations, test results, work performed, and materials and supplies used; maintain accurate records and files; prepare periodic and special reports as required.
16. Research special projects, evaluate alternatives, prepare reports and recommendations; write correspondence, and respond to public and regulatory agency inquiries and provide pertinent information.
17. Respond to emergencies as required; coordinate activities with other responders to provide effective response; direct the work of staff and utilization of resources to affect operational effectiveness and ensure the safety of the community.
18. Serve as the liaison for the Public Works Department with other departments, and outside agencies; negotiate and resolve sensitive and controversial issues.

License or Certificate:

The City of Auburn is looking for a Transportation Supervisor to join our team!

WHAT YOU WILL DO

The Transportation Supervisor is an important part of the City's transit team that provide services including the Auburn Loop fixed route and Auburn OnDemand ride share programs.

Under direction of the Public Works Director, Transit Manager or designee, the incumbent coordinates, supervises, assigns, reviews and participates in the work of staff responsible for Auburn Transit's daily operations; schedule drivers to ensure routes are completed in a safe and timely manner; ensures work quality and adherence to established policies and procedures including providing necessary training and ensuring re-certification of drivers as required; and operates a bus as necessary to cover shifts.

REPRESENTATIVE DUTIES

• Establish schedules and methods for providing Auburn Transit services; schedule drivers to ensure routes are completed in a safe and timely manner; coordinate any changes to facilitate coverage for all shifts.
• Coordinates transportation needs for local schools and special events; prepares calendar of trips or special events to be incorporated into the bus timetable; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
• Provide an increasing level of customer service and satisfaction by providing service that is flexible, dependable, and consistent.
• Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.

• Act as Safety Liaison with various agencies including police and emergency authorities as necessary.

• Work with local businesses to promote the use of Auburn Transit and fulfill the optimal service hours of the route.

THE POSITION:     

Under the direction of the Pool Manager, the Assistant Pool Manager is responsible for assigned aquatic program areas, and acts as Pool Manager during the Pool Manager’s absence. The Assistant Manager assists in the direction and supervision of the staff and programs at the facility. This is an at-will, intermittent, part-time, hourly position. Work a flexible work schedule, which may include evening, weekdays, weekends and holidays

EXAMPLE OF DUTIES:

Duties may include, but are not limited to the following:

• Acts as Pool Manager in the absence of same.
• Assist with pool staff assignments and scheduling.
• Perform lifesaving practices and standards according to accepted industry standards.
• Assist with training and supervision of staff and volunteers on assigned duties.
• Meet program goals and objectives, collect and maintain relevant statistical records and data.
• Acts in capacity of pool lifeguard.
• Assist in maintaining on-site security and safety of participants, staff, and others in the pool area, preparation and maintenance of incident records.
• Assist in organization, teaching and evaluation of swim lessons and pool activities.
• Enforce City and program rules and guidelines.
• Assist Pool Manager to monitor correct completion of required paperwork.
• Attend pertinent staff meetings as required during the season.

Under direct supervision of the Pool Supervisor, The Lifeguard has the responsibility to enforce the safety standards, rules, and regulations of the City’s Pool program; to rescue swimmers in distress and administer First Aid and CPR when it is needed; This position includes ensuring the safety of all pool patrons, be alert of all activities in and around the pool while on duty and to assist with general maintenance and cleanup activities and performs related work as required.  Work is performed in a swimming facility environment, with frequent contact with City staff and the public.  Multiple Lifeguard positions are available.

THE POSITION
Join us this summer season for a fun and engaging employment opportunity as a Senior Lifeguard to support the City of Rocklin's upcoming aquatic program and activities taking place at the Rocklin High School pool.

This class is distinguished from the Lifeguard by overall program responsibilities, training and experience. Senior Lifeguards serve as the Lead Lifeguard in providing technical and functional direction over Lifeguards.

Senior Lifeguards play a critical role in ensuring courteous and professional service to all pool attendees, including:

• Providing surveillance of swimmers and guests during City run swim hours. 
• Enforcing rules and regulation of City run aquatic facilities.
• Responding to emergency situations at assigned facilities. Administering and coordinating emergency first aid, as necessary.
• Providing superior customer service to all guests by assisting in a polite and expedient manner.
• Assisting the Parks and Recreation Supervisor with overseeing the safe and proper operation of assigned pool lifeguards. 
• Maintains order with disruptive patrons and exercises crowd control where warranted; refers escalated issues to the Parks and Recreation Supervisor.
• May be assigned other related duties. 

MINIMUM QUALIFICATIONS
One season of experience performing duties similar to that of a Lifeguard. Senior Lifeguard experience is highly desirable.

Must be at least 18 years of age at time of appointment.

REQUIRED LICENSES AND CERTIFICATES

• Possession of a current American Red Cross Lifeguard certificate, or equivalent, by date of appointment.
• Possession of a current American Red Cross CPR/AED certificate, or equivalent, by date of appointment. (Obtained in ARC Lifeguard Certification)
• Possession of a current American Red Cross First Aid certificate, or equivalent, by date of appointment. (Obtained in ARC Lifeguard Certification)

If you do not currently possess the required American Red Cross Lifeguard certificate, or equivalent certificates, you may be eligible to attend a future certification training offered through the City of Rocklin, as a condition of employment. This offering will be City paid and at no cost to the conditional employee.

This is a temporary, part-time, at-will classification that assists the Parks and Recreation Department with City aquatic programs and activities. Temporary employees typically work less than twenty-eight (28) hours per week, not to exceed 990 hours in a fiscal year (July 1st through June 30th). The expected duration of the employment is six (6) months or fewer, dependent on the needs of the City. Anticipated scheduling needs are between the hours of 11:30am and 4:30pm.

Temporary employees are not eligible for benefits, excluding those benefits prescribed by law.

The City of Auburn is hiring to fill a part-time, Retired Annuitant Bus Driver I/II position.  Under general supervision, this position operates a bus over designated routes to transport passengers; maintains established schedule; and ensures passenger safety.

The Retired Annuitant position is limited to work no more than 960 hours per fiscal year.  Placement in the class series is dependent upon qualifications.  The salary range for each level is below:

• Bus Driver I:  $45,864 - $58,552
• Bus Driver II:  $48,152 - $61,484

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Drive a bus over a designated route to transport passenger in accordance with established time schedule; follow all rules and regulations including those in the vehicle code and motor carries commercial diver’s handbook.
• Pick up and off load passengers at pre-arranged locations; assist passengers in boarding and departing the bus; secure all wheelchairs with proper devices.
• Collect fares and issue passes to passengers.
• Ensure passenger safety on bus; maintain order among passengers on the bus.
• Render aid to passengers in an emergency.
• Transport passengers on field trips and to special events.
• Make regular inspections of bus including pre-trip safety inspections following established check lists; check belts, oil, and water levels.
• Perform minor repair and maintenance of bus; regularly wash bus, inside and out; maintain cleanliness of bus shelter.
• Maintain daily records of bus operation.
• Perform related duties as required.
