THE POSITION:

Under general direction by management staff or the Director of Library Services, the Librarian II performs a variety of professional and para-professional duties in support of a modern library and community learning center.

Librarian II: Technology Services: 

 

The Technology Services Librarian will have primary responsibility for overseeing all in-house technology in the Downtown Library and Weekes Branch, including: 
 

• Coordinating the Library’s Makerspace, Digital Media Lab, and Public Computer Lab, including providing tech support to public and staff computers.  
• Serving as the liaison to the City IT department 
• Working with library vendors to curate and manage the library’s e-resources, including e-books and databases.  
• Supervising staff assigned to the Tech Lab, Makerspace, Digital Media Lab, and Public Computer Lab. 
• Serving as manager in charge in the absence of senior managers.  

 

 Librarian II: Marketing and Outreach:
 

The Marketing and Outreach Librarian will have primary responsibility for overseeing the library’s Outreach Division, which includes:  

 

• Coordinating the library’s bookmobile and techmobile services, and community hub.  
• Coordinating library marketing, including social media, newsletters, and the library’s website.  
• Coordinating off-site and on-site programming and collaboration requests.  
• Serving as the liaison to the City’s Publicity/PR Department 
• Supervising staff assigned to outreach services.  
• Serving as manager in charge in the absence of senior managers.  

Librarian II: Education Services:
 

The Education Services Librarian II will have primary responsibility for coordinating the library’s Education Services Division, which includes:  

 

• Program development and implementation of cradle to senior programs in collaboration with community partners.  
• Early childhood development programming, K-12 after-school support programs, adult literacy, summer programming, and citizenship programming.  
• Serving as a liaison to schools and institutions of higher learning.  
• Overseeing multiple federal and state grants.  
• Supervising staff assigned to the Education Services division.  
• Serving as manager in charge in the absence of senior managers.

 Essential Duties:

What you will do:  

Duties may include but are not limited to the following:
 
Plans, organizes, directs and coordinates the functions of a major service area of the library.

Makes recommendations on selection and withdrawal of books, periodicals, display materials, and audio or video or e-materials by reading reviews, and other sources, and keeping up with current trends and making recommendations to the Director of Library Services.
 
Performs reference and readers advisory work in person, by telephone or other communication means, by verifying the patrons' needs through the reference interview process, and answering questions or exploring alternative sources of information such as other resources, agencies and libraries.

Updates factual material and coordinates loan services with other libraries. Assesses technology needs, evaluates system needs and makes recommendations for purchasing or improving equipment and programs based on current industry standards.
 
Serves as a liaison to the IT department for testing and supporting computer devices, library software, and infrastructure needs; provides basic technical assistance to library staff and patrons; and plans technology related training and programming for staff and the public.
 
Independently performs complex cataloging and classification review and related activities as assigned.
 
Directs or participates in community programs such as library tours for community groups, special programs for children and adults including technology services and on-site visits to the library.
 
Attends job-related meetings such as weekly staff meetings, Bay Area Library Information Systems meetings and/or other area meetings.
 
Prepares and submits performance evaluations on staff.

Prepares and submits timely and informative reports on projects as needed, including recommendations regarding resources and budgetary needs.

The City of Union City is currently seeking ONE highly motivated individual for the position of Transit Planner Assistant or Transit Planner Associate.

DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

TRANSIT PLANNER ASSOCIATE

Under general supervision, the Associate Transit Planner is responsible for performing paraprofessional work to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).

About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. This position is responsible for directing and leading collaboration on planning, design development (including technical analysis in support of preliminary engineering and final design), project-related right-of-way activities (in coordination with VTA Real Estate), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), coordination with project stakeholders within VTA and beyond (e.g., local agencies, Caltrans, federal agencies, resources agencies, utilities, etc.), and community and other outreach (working with VTA public information and government affairs staff).

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.

DESCRIPTION:

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.
