The Position

The County is a diverse and dynamic community spanning a wide range of urban, suburban, rural, and coastal settings throughout the unincorporated community.

The Assistant Building Official leads building inspection activities to provide excellent customer service and to ensure development meets life safety, fire, structural, and energy efficiency standards.

Under the direction of the Building Official, the Assistant Building Official will assist in planning, organizing, directing, and evaluating the direction of the Building Inspection unit in the Planning and Building Department; exercise direct and indirect supervision over professional and technical staff; act as the Building Official in their absence; and perform a variety of technical tasks related to assigned areas of responsibility.

Examples of Duties

Duties may include, but are not limited to, the following:

• Assist the Building Official in planning, organizing, directing and evaluating the administration and technical direction of the Building Inspection unit.
• Select, assign, supervise, and evaluate the work of building counter and field inspection personnel; plan and coordinate in-house and field staff training and development programs; and recommend or initiate personnel actions such as promotions, transfers, dismissals, and disciplinary measures.
• Assign work activities and projects; conduct periodic field inspections to monitor workflow and ensure conformance with approved plans, specifications, ordinances, laws and materials; and conduct more difficult building and housing inspections.
• Investigate and resolve complaints or difficult interactions in the field regarding requirements or customer service; and assist in analyzing and solving administrative, office, and technical problems.
• Evaluate and review new or specialized construction practices and provide recommendations to the Chief Building Official.
• Assist staff with technical questions at the building counter.
• Serve as Acting Building Official in their absence.
• Perform related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in construction, civil engineering, architecture, public administration, management, or a related field. Occupational experience and related certificates of achievement may be accepted as evidence of required training. Additional training in management is highly desirable.

Experience:

Five years of increasingly responsible experience in building code inspection and enforcement, engineering and surveying, or code compliance, including one year of supervisory experience.

Licensure/Certification:

• ICC (International Code Council) Certification as a Combination Inspector or ability to obtain within one (1) year of hire. (Per California Health and Safety Code Section 18949.28(a).)
• Registered as a Certified Access Specialist (CASp) by the State of California or ability to become registered within one (1) year of hire.
• ICC certified as a Plans Examiner is highly desirable.

The Air District is currently accepting applications for the position of Staff Specialist I/II in the Community Engagement Office. This is an open recruitment for two (2) full-time, limited-term contract positions. Both positions are for a 3-year term.
 
This is a Limited Term Contract Employee (LTCE) Position.  LTCE positions are funded by grants or other designated funds which are not part of the Air District’s ongoing general fund budget.  LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source.  Regular employees have the right to apply for an LTCE position.   However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.  
 
About You in the Position
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities?
 
The Assembly Bill 617 Staff Specialist I/II will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. One position will support two teams that are working to co-develop local Community Emissions Reduction Plans with environmental justice communities in East Oakland and Bayview Hunters Point/ Southeastern San Francisco as part of the Air District’s Community Health Protection Program (Assembly Bill 617). Another position will support the Richmond/ North Richmond/ San Pablo team that is working towards implementation phase of the Community Emissions Reduction Plan. The Staff Specialist will work with teams to implement outreach and engagement activities to support monthly Community Steering Meetings, including:

• Creating agendas and taking detailed notes for internal planning meetings and external meetings with community-based organizations, Co-Chairs, Co-Lead partners on AB 617 community projects.
• Coordinating and facilitating meetings with community members. 
• Creating and reviewing template PowerPoint presentations and agendas for conformance with guidelines and policies.
• Coordinating or working with a consultant on event planning and logistics for virtual, hybrid and in-person monthly Community Steering Committee meetings and other sub-committee meetings.
• Effectively communicating, in writing and orally, to wide variety of audiences, including government staff, community residents, businesses and Board members.
• Actively interpreting complex and technical information to community members. 
• Drafting contract Scopes of Work, participating in bid processes, reviewing and analyzing invoices received from consultants and cross referencing with Scope of Work, provides status of invoice payments, monitoring contract budget and confirmation of payments. 
• Conducting routine outreach and communication on behalf of the Air District to community members.

 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

Reviews, analyzes, and administers a variety of grants, contracts, and other agreements in support of District activities; monitors expenditures and charges against agreements; prepares fiscal status reports for management and prepares cost analyses.

Key Responsibilities include, but are not limited to:

• Test, implement, and maintain highly complex configurations/gear for core network switches, routers, firewalls, PaaS, and monitoring devices.
• Test, implement, and maintain highly complex configurations/gear for virtualized, physical servers, and SaaS environments.
• Perform Monitoring of advanced Networking and Server based devices, evaluate IT/OT SCADA (Supervisory Control and Data Acquisition), cybersecurity concerns, perform critical vulnerability patching, maintaining our systems to avoid impacting operational uptime, and perform security upgrades.
• Perform research into new highly complex technologies to increase the organization’s efficiency and effectiveness including POCs of these technologies.
• Act as project manager and technical lead for in the design, development, and maintenance of the most complex Valley Water applications.

The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. • An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. PAL (Police Activities League) Program Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: PAL Program Attendants work with Suisun City’s PAL Program and with area teenagers ages 13-19 to implement educational and recreational activities: tutoring, sports, games, mini-excursions, competitions, contests, seminars, and special events, and provide general support to the program’s Recreation Supervisor. We’re looking for highly motivated people with a customer service orientation who genuinely enjoy helping others and who are flexible problem-solvers.
