This is a part-time non-benefited position. Work schedule is flexible up to 29 hours per week.

This position will be assigned to Utilities Division of the Public Works Department.

POSITION

Depending on assignment, essential duties may include but are not limited to the following:

• Removal and clearing of debris from gutters, culverts, and drainage structures.
• Perform custodial and general maintenance of City facilities.
• Perform pick and shovel work; assists in concrete work; operates power machinery and a variety of hand tools.
• Assists in the setup of equipment (tables, chairs, canopies, etc.) and bleachers for special events.
• Read and accurately record water consumption data for all accounts, including construction meters; investigate and resolve meter irregularity issues.
• Complete service orders such as service turn-ons, turn-offs, and re-reads; deliver door hanger notices as necessary, this may include interaction with customers to gain access and/or discuss related issues. 
• Perform meter and meter box maintenance functions to improve meter readability; test meters for proper operations; perform meter replacements and minor meter repair work.
• Assist Utilities Division with water and sewer maintenance and repair efforts, such as manholes, fire hydrants, valves, meters, vaults, boxes, and lids.
• Perform a variety of unskilled and semi-skilled work in the maintenance and repair of beach facilities, including dumping trash cans, picking up debris along waterline, cleaning rest rooms, driving 4-wheel drive trucks on beach, performing minor plumbing and building maintenance, removing graffiti, painting, hand-picking litter and other related duties as assigned.

The City of Belmont is currently recruiting for a Building Inspector I/II (level appointed will depend on qualifications) in the Community Development Department - Permit Center. We are seeking an energetic, enthusiastic and customer-oriented individual who will receive direction from the Cheif Building Official.

The Building Inspector I/II performs building, plumbing, electrical and mechanical inspections for the City enforcing all applicable laws and codes; performs plan checks on residential, commercial and industrial buildings; issues building permits; and performs a variety of technical tasks relative to assigned area of responsibility.

Compensation

Building Inspector I salary range: Step 1 $7,869.28 - Step 6 $9,565.16

Building Inspector II salary range: Step 1 $8,347.13 - Step 6 $10,145.99

3% salary increase July 1, 2024

Examples of Essential Duties

Building Inspector I/II

• Perform building inspections of existing and new structures for all local and state building requirements; investigate code related citizen complaints and building code violations
• Review plans and specifications for minor building permits; discuss code and project related questions; provide guidance to citizens; address and resolve concerns and complaints
• Check plans, specifications and calculations of proposed structures within the City for code compliance.
• Issue certificates of occupancy after approving structures and installations,
  conduct a final inspection of completed work
• Inspect structures for determination of substandard, unsafe conditions or health hazards
• Perform related duties and responsibilities as required

Qualifications

Building Inspector I/II

(Including but not limited to)

Knowledge of -

• Applicable provisions of all local, State and Federal codes, laws and ordinances including California Building Code, California Electric Code, California Plumbing Code, and California Mechanical Code
• Accepted safety standards and methods of building instruction
• Principles, methods and techniques of building inspection
• Pertinent Federal, State and local codes, laws and regulations

Ability to -

• Enforce codes, ordinances and approval conditions applicable to building
  construction and alteration
• Perform building, plumbing, electrical and mechanical inspections to ensure compliance with codes and regulations
• Perform plan checks on residential, commercial and industrial buildings
• Respond to requests and inquiries from the general public

Experience and Training

Any combination of experience and training that would likely provide the required knowledge
and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Building Inspector I

• Possession of a valid International Code Council Permit Technician certificate 
• Ability to obtain a valid International Code Council Building Inspector certificate within 12 months of hire
• Two (2) years of increasingly responsible building inspection experience
• Equivalent to the completion of the twelfth grade supplemented by specialized training in
  carpentry, electrical, plumbing, HVAC trades, or a related field
• Possession of, or ability to obtain, an appropriate, valid California driver’s license

Building Inspector II

• Possession of, or ability to obtain, an appropriate, valid International Code Council Combination Building Inspector certificate in both the residential and commercial classification
• Three (3) years of increasingly responsible building inspection experience
• Equivalent to the completion of the twelfth grade supplemented by specialized training in
  carpentry, electrical, plumbing, HVAC trades, or a related field
• Possession of, or ability to obtain, an appropriate, valid California driver’s license
