The Position

The County is a diverse and dynamic community spanning a wide range of urban, suburban, rural, and coastal settings throughout the unincorporated community.

The Assistant Building Official leads building inspection activities to provide excellent customer service and to ensure development meets life safety, fire, structural, and energy efficiency standards.

Under the direction of the Building Official, the Assistant Building Official will assist in planning, organizing, directing, and evaluating the direction of the Building Inspection unit in the Planning and Building Department; exercise direct and indirect supervision over professional and technical staff; act as the Building Official in their absence; and perform a variety of technical tasks related to assigned areas of responsibility.

Examples of Duties

Duties may include, but are not limited to, the following:

• Assist the Building Official in planning, organizing, directing and evaluating the administration and technical direction of the Building Inspection unit.
• Select, assign, supervise, and evaluate the work of building counter and field inspection personnel; plan and coordinate in-house and field staff training and development programs; and recommend or initiate personnel actions such as promotions, transfers, dismissals, and disciplinary measures.
• Assign work activities and projects; conduct periodic field inspections to monitor workflow and ensure conformance with approved plans, specifications, ordinances, laws and materials; and conduct more difficult building and housing inspections.
• Investigate and resolve complaints or difficult interactions in the field regarding requirements or customer service; and assist in analyzing and solving administrative, office, and technical problems.
• Evaluate and review new or specialized construction practices and provide recommendations to the Chief Building Official.
• Assist staff with technical questions at the building counter.
• Serve as Acting Building Official in their absence.
• Perform related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in construction, civil engineering, architecture, public administration, management, or a related field. Occupational experience and related certificates of achievement may be accepted as evidence of required training. Additional training in management is highly desirable.

Experience:

Five years of increasingly responsible experience in building code inspection and enforcement, engineering and surveying, or code compliance, including one year of supervisory experience.

Licensure/Certification:

• ICC (International Code Council) Certification as a Combination Inspector or ability to obtain within one (1) year of hire. (Per California Health and Safety Code Section 18949.28(a).)
• Registered as a Certified Access Specialist (CASp) by the State of California or ability to become registered within one (1) year of hire.
• ICC certified as a Plans Examiner is highly desirable.

We are seeking a Senior Information Systems Analyst to join Valley Water’s Information Technologies team. The Sr. Information Systems Analyst is responsible for advanced networking and server virtualization in both our Corporate and Scada (Industrial) networks. They are expected to have advanced analytical/problem solving skills, perform highly complex configurations, extensive experience in advanced networking/server deployments, IT SCADA (Supervisory Control and Data Acquisition), Cybersecurity experience, SaaS deployments, and PaaS deployments. They should also have extensive experience with maintain highly complex environments in a variety of infrastructures.
 
Key Responsibilities include, but are not limited to:

• Test, implement, and maintain highly complex configurations/gear for core network switches, routers, firewalls, PaaS, and monitoring devices.
• Test, implement, and maintain highly complex configurations/gear for virtualized, physical servers, and SaaS environments.
• Perform Monitoring of advanced Networking and Server based devices, evaluate IT/OT SCADA (Supervisory Control and Data Acquisition), cybersecurity concerns, perform critical vulnerability patching, maintaining our systems to avoid impacting operational uptime, and perform security upgrades.
• Perform research into new highly complex technologies to increase the organization’s efficiency and effectiveness including POCs of these technologies.
• Act as project manager and technical lead for in the design, development, and maintenance of the most complex Valley Water applications.
• Confer with end user and define application requirements; recommend and develop solutions; conduct cost/benefit analyses; prepare justification for new or enhanced modifications; ensure that recommendations comply with Valley Water standards and conventions; Research and evaluate systems for technical fit and fit for purpose and fit for use for the business.
• Develop written technical documentation, internal operating procedures, and user manuals and instructions; develop instructional materials and conduct training programs on new or enhanced applications; update technical and training manuals as required.
• Serve as a technical resource lead for maintaining, enhancing, and upgrading the department’s current and long-term computer system operations.

The County of San Mateo Planning & Building Department is seeking well-qualified candidates for the position of Associate Drainage Engineer.  

Under general supervision, perform a variety of professional civil engineering services in such areas as planning and design of private and public planning and building projects, including residential and commercial buildings, parks, and landscaping projects.

Associate Engineer is the journey level class of this series responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on construction projects. 

The ideal candidate will possess and have knowledge of:

• Stormwater management and treatment practices, including green infrastructure and low impact development measures to reduce runoff and prevent stormwater pollution.
• C.3 and C.6 requirements of the Municipal Regional Stormwater NPDES Permit. 
• Possession of a Certificate of Registration as a Professional Civil Engineer in the State of California is desirable

• Gather, compile and compute data using engineering, drafting and calculating instruments and techniques to prepare designs, plans, estimates, technical reports and specifications for the construction, alterations, maintenance and operations of a variety of engineering projects. 
• Conduct drainage plan review on planning and building permit applications.

• Perform duties as chief of party engaged in making surveys.

• Ensure County compliance with the Municipal Regional Stormwater Permit issued by the Regional Water Quality Control Board.

• Inspect construction projects for conformance with specifications, safety standards and federal, state and local regulations. 
• Conduct economic cost and quantity estimates for assigned projects.

The Community Development Department is seeking enthusiastic and customer-service oriented candidates for the position of Permit Technician.

Under general supervision, the Permit Technician will perform specialized work associated with the processing of building permits and clerical work involving a substantial degree of judgment and initiative; and to do related work as required. This class is assigned to the Building Inspection Division of the Community Development Department.

Typical Duties include, but are not limited to:

• Receives and processes permit applications; 
• Review plans received for completeness and inclusion of required attachments; 
• Calculates permit fees; 
• Distributes plans for checking; 
• Prepares and issues applicable permits and notices in accordance with established procedures;

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. The City of Sunnyvale is seeking a Building Inspector to provide building construction inspections. Depending on the applicant qualifications, the position will be filled at the appropriate level/salary of either a Building Inspector I or Building Inspector II.
