The Bay Area Air Quality Management District (District) is a regional government agency. The District's statutory mandate is to regulate stationary sources of air emissions. The Air District is currently accepting applications for the position of Rules and Strategic Policy Director in the Rules and Strategic Policy Division. This is an open recruitment for one (1) full-time, exempt, management level position.
 
About the Position
The Director of Rules and Strategic Policy leads the development of new and modified regulations to be presented to the Board of Directors for consideration. Given the District’s leadership in this space, the selected applicant will have a unique opportunity to make significant changes to protect public health, address environmental injustice, and protect the global climate.

This position will require some days on-site. Hybrid schedule will be determined based on a discussion of the needs of the agency and the desires of the selected applicant.

Definition
Under executive direction, the position directs all programs and activities of the Rules and Strategic Policy Division and serves as the District’s chief subject expert on rulemaking and associated policies. The position is accountable for accomplishing division goals and objectives and for furthering District goals and objectives within general policy guidelines.

Directs, plans, monitors, and evaluates the goals, operations, policies, procedures and work standards of the Rules and Strategic Policy Division.
 
Plans, organizes, administers, reviews and evaluates the activities of assigned staff; coaches assigned staff to improve performance.
 
Selects personnel and provides for their training and professional development.
 
Provides technical and managerial direction to District staff and others.
 
Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major agency priorities.
 
Monitors and evaluates the effectiveness and efficiency of the division's operations, organizational structure, staffing levels, systems, and other internal policies and procedures; recommends alternative approaches and implements changes.
 
Represents the District at meetings with the public, industry and other agencies; serves as the liaison for the agency.
 
Plans, develops, implements or directs major or complex projects or programs; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action.
 
Directs and oversees the preparation and administration of the division's budget.
 
Develops and presents technical and policy issues and recommendations to the District Board and executive management.
 
Receives and analyzes division and agency reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and evaluate processes.
 
Assists in the identification, development and implementation of agency goals, objectives, policies, and priorities.

A typical way to obtain the knowledge and skills is:
 
Equivalent to graduation from a four year college or university with major coursework in engineering or a closely related field and five years of professional level work experience in developing or implementing air quality regulations, preferably in a public agency, including three years of supervisory experience.

Desirable Qualifications
Experience developing air quality regulations, especially for stationary sources.
 
Experience working in partnership with community advocates to address environmental injustice.

You will lead and participate in the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members and partner organizations, and work to support communities and local governments determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.
 
About You in the Position – Climate Protection Section (EPA CPRG Role)

To be successful in this role, you must be a strong team player who is able to adapt to changing circumstances and priorities. You will make use of your knowledge of how local governments operate to address planning and policy issues. You will also draw on your experience or interest in addressing GHG mitigation by working with communities to identify local priorities, while at the same time syncing local goals with regional and statewide climate planning efforts. Your ability to review and assess policies and strategic approaches will support your work in developing potential GHG mitigation strategies and measures in a variety of economic sectors.

EPA Climate Pollution Reduction Grant
As part of the Inflation Reduction Act of 2022, the US EPA launched the Climate Pollution Reduction Grant (CPRG) program, providing $250 million nationwide to states and metropolitan regions to develop regional greenhouse gas (GHG) reduction plans, and $4.3 billion in nationally competitive grants to implement measures in those plans. The Air District has received $1 million from this EPA program to lead an eight-county climate action planning process. This planning effort identifies GHG mitigation measures across economic sectors to achieve aggressive GHG reduction goals and benefit frontline communities.

DEFINITION
Under direction, provides lead direction to environmental planning staff and conducts complex long-range planning for land use and environmental assessments; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
This is the advanced lead level in the professional planning series. Incumbents provide lead direction to environmental planners and perform highly specialized and difficult planning functions. Incumbents are assigned to design and implement programs that require considerable professional knowledge and the use of independent judgement. This class is distinguished from Principal Environmental Planner in that the latter has responsibility for creating projects and new programs, and handling the most difficult, sensitive, novel or critical projects.

Examples of Duties for this Position

Analyzes issues, prepares reports and recommendations relative to land use, regional development and related issues; provides input into planned development's impact on air quality.
 
Confers with personnel from other divisions and agencies in coordinating assigned work; meets with community organizations and other groups to encourage cooperative action or resolve problems.
 
Upon assignment, provides lead direction, training and work review to professional environmental planners on routine, continuing or well-defined tasks; prioritizes and follows up on work to ensure timely completion.

Upon request, provides input into selection decisions and performance evaluations.
 
Performs research on specified administrative and technical activities necessary to achieve environmental review and planning objectives.

Distinguishing Characteristics
Environmental Planner I is the entry level class of this specialized professional planning series. Initially under close supervision, incumbents perform a wide range of professional planning duties while learning the more skilled and complex tasks associated with environmental planning and assessment. As experience is gained, duties become more diversified and are performed under more general supervision. This class is alternately staffed with Environmental Planner II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.
 
Environmental Planner II is the journey level class in this specialized series, fully competent to perform a wide range of professional planning duties associated with air quality and environmental planning. This class is distinguished from Senior Environmental Planner in that the latter provides lead direction as well as performs more complex and specialized work requiring considerable professional knowledge and the use of significant independent judgment and may provide lead direction for defined tasks.

The City of Burlingame is accepting applications for the position of Environmental Regulatory Compliance Manager

The City of Burlingame is currently recruiting for a self-motivated, highly organized individual with a proven track record of successful independent judgment to join our Department of Public Works as the Environmental Regulatory Compliance Manager.  Under the limited supervision and direction of the Deputy Director of Public Works Operations or other supervisory personnel, the incumbent will perform activities and provide services related to Environmental Programs to the divisions within the Public Works Department. This position is responsible for reviewing, implementing and coordinating environmental regulatory compliance programs and energy conservation programs.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Oversees and manages the annual Municipal Regional Permit (MRP), compliance auditing, management of inspection programs, preparation of reports, and coordination with regional and state agencies.  Serves as the City liaison for the assigned administrative division with other divisions, departments, and outside agencies as part of the reporting requirements relative to the MRP.

• Responsible for the completion of Industrial and Commercial Site Control Inspections, and associated reporting, as required by the MRP.

• Directs work of consultants, contractors and City staff on subject matters specific to the MRP.

• Implements and participates in the City’s programs relating to, but not limited to regulatory programs for storm water pollution prevention, water and energy conservation, and related areas; monitoring of regulatory websites such as the SF Estuary, California Integrate Water Quality System (CIWQS).

• Assist in developing local programs and ordinances such as mercury and PCB abatements from stormwater to comply with state regulations.

• Manages, develops and implements public education outreach programs related to pollution prevention programs in compliance with permit requirements.

• Coordinates with Division managers to assist them in complying with state regulations relative to the Clean Water Act, potable water regulations, and water rights matters.  

• Preparation, management and administration of Urban Water Management Plan (UWMP), and its compliance with state regulations.

• Updating and tracking of the required audits related to the city’s Sanitary Sewer Management Program (SSMP) as required by the statewide general Waste Discharge Requirement (WDR).

• Ensures SSMP contractor compliance with industrial pre-treatment and inspection programs as required by the National Pollutant Discharge Elimination System (NPDES) permit.

• Represents the City, and serves at various committees including San Mateo County Stormwater Pollution Program Agency, CASQA (California Stormwater Quality Association), and at BASMAA (Bay Area Stormwater Management Agencies Association) on issues relative to stormwater management, green infrastructure plan, trash reduction, and overall compliance.

• Coordinates with senior level staff at regional levels to determine compliance for local issues and provides support to the Code Enforcement office to ensure City is in compliance with stormwater ordinances.

• Reviews and provides input on environmental documents and studies within areas of technical knowledge. Prepares reports and makes presentations to the management team, City Council, and regional and state agencies; develops schedules, and cost estimates for City environmental projects and programs;

• Analyzes regulations and programs on environmental matters and provides recommendations to management teams.

• Composes and presents comprehensive, concise and effective oral and written reports, communications and presentations on complex matters to diverse technical and non-technical audiences; reviews and evaluates forms and manuals and recommends changes

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public

• Prepares, develops, coordinates and implements contracts related to environmental programs and other work programs as directed

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification)

Education and Experience: Any combination of education and experience that could likely provide the required knowledge, skills, and abilities necessary for an Environmental Regulatory Compliance Manager.  A typical way of obtaining the knowledge, skills, and abilities would be:

Minimum 4 years’ related experience in environmental regulations and practices or 2 years’ experience with a Bachelor’s degree from an accredited college or university in environmental science, biology, public administration or closely related field. 

License/Certificate: Possession of, or ability to obtain, a valid class C California driver’s license.

The position is responsible for the performance of both the day-to-day power settlements among NCPA members, Western, California, and Federal electricity markets, local balancing authority area operators (CAISO, BANC, EIM), as well as settlement activities associated with NCPA Power Management’s Service Customers. Other responsibilities include tracking and meter data management validation duties, GHG (Greenhouse Gas) monitoring and analysis, analysis and testing associated with new CAISO market initiatives, and comprehensive analytic or technical studies, as required, including proceedings before state and federal regulatory agencies and public officials. Interfaces with plant staff to optimize plant output.

Estimates forward projection of steam supplies and generation of the geothermal field.

Evaluates the effects of injection within the field and makes injection recommendations based on the available tracer, MEQ, and reservoir data.

Recommends pipeline and control system design changes necessary to increase system operating efficiencies.

Reduces operating expenses in conjunction with the business unit goals and budget.  

Develops and uses databases to perform analysis of plant generation and production including predictions of reservoir reserves, forward projections for generation and production, and impact analysis of future projects both within the existing site and the analysis of any investment possibilities.

Acts as a point of contact with the NCPA Generation Services Engineering Department and provides engineering assistance as requested.

Level IV:
In addition to Level III class, this item;

Assists in the preparation of engineering solutions for problems related to production, generation and transmission.

Communicates with staff, management, technical committees, commission, and regulators through memos, meetings, and reports.

Assists in making injection recommendations to maximize the recovery of injection-derived-steam.

Level V:
In addition to Level IV class, this item;

Sets standards of performance for direct reports, provides coaching and development opportunities, and assesses performance.

Gathers and interprets the necessary information to comply with permits from the Bureau of Land Management, Regional Water Quality Control Board, and Air Quality Management District(s) for all drilling, workover, conversion to injection and well abandonment programs. 

Prepares and submits required periodic operations reports.

Represents Agency on the Effluent Committee, Geothermal Resources Council and Geysers Geothermal Association.

Analyzes and interprets wireline logs including, but not limited to: PT, PTS and Casing Caliper logs.

Coordinates with other staff at the NCPA Geothermal facility and others in providing steam field engineering support.

EDUCATION AND/OR EXPERIENCE      

Level III:
Bachelor’s Degree in Engineering (Mechanical or Electrical preferred) from an accredited four-year college or university is required; and a minimum of three (3) years in power plant/production engineering.  A minimum California Engineer-in-Training Certificate is required. A California Professional Engineering License is highly desirable and in some cases a requirement.

Level IV:
This level requires a Bachelor’s degree in Engineering (Mechanical or Electrical preferred) an accredited four-year college or university; and a minimum of five (5) years related experience in power plant/production engineering.  A California Professional Engineering License is highly desirable and in some cases a requirement. 

Level V: 
This level requires a Bachelor’s degree in Engineering (Mechanical or Electrical preferred) plus a Master’s degree in reservoir engineering from an accredited four-year college or university; and a minimum of six (6) years related experience preferably within a steamfield reservoir generating plant.  A California Professional Engineering License is highly desirable and in some cases a requirement.

Maintaining the Agency's general ledgers and subsidiary ledgers and in preparation of recurring journal entries, audit schedules, account analyses, and special data requests. Assist and instruct new clerical employees as required.  

Maintain subsidiary accounts payable ledgers, fixed asset records, accounts receivable, work order and related systems and reconcile to the general ledger. Maintain the Agency's general ledgers and subsidiary ledgers and in preparation of recurring journal entries, audit schedules, account analyses, and special data requests. Assist and instruct new clerical employees as required.

Provide support to Treasurer. Track cash activity, update wire, and cash schedules daily, including ACH and wire transfer origination, check run initiation, vendor book transfers, upload of positive pay files, and weekly cash requirements forecasting. In addition, input investments, interest, bank sweep activity into investment management software and compile monthly Treasurer’s Report. Track, balance, and report transactions between various funds with high level of accuracy and a high level of attention to detail.  

Maintain and reconcile cash accounts and documents to Agency records. Coordinate and resolve related matters with outside entities, managers, supervisors, and or employees as applicable. Also responsible for the distribution of recurring reports.

This position performs a variety of engineering tasks relating to plant reliability and performance efficiency, troubleshoots plant and equipment problems, leads plant based NERC/CIP reporting requirements, manages implementation of system/equipment repairs and upgrades, acts as project manager for a variety of plant efficiency upgrade and retrofit projects, acts as construction manager for a variety of projects including public works projects, assists in personnel training and scheduling of operations and maintenance functions. This position may also undertake special projects as assigned by and through the Plant Manager. The level of supervision will be dependent upon the incumbent’s classification level (Engineer II, III, IV, or V), but all levels will perform a variety of assigned complex technical and professional work.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position requires the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the Plant Manager or others as assigned. Level II:
This is the entry-level class within the Engineer series for an employee assigned to a Power Plant. Under supervision, employees perform a wide variety of fields and office engineering assignments within the work unit. Engineers as this level are expected to manage smaller projects with direct oversight.

Level III:
Employees at this level receive only general instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Engineers at this level manage smaller projects with minimal direction. 

Level IV: 
This is the journey-level class within the engineer series. Working with minimal direction, employees at this level assist or lead capital projects, including project management, giving project assignments, reviewing work, providing guidance, and giving instruction to project personnel, including professional engineering staff, other staff, and contractors.   

Level V: 
This is the senior-level class within the engineering series. Working with minimal direction and often taking department goals and translating them into work assignments for individuals and other departments. Employees at this level manage the most complex projects. 

Responsibilities:

Level II:
Participates in the review and technical/economic analysis of new projects, and with the development of specifications, and negotiation of agreements with counterparties. Prepares periodic reports on progress and issues relating to the above.

Manages the covered piping system program and boiler code compliance. Perform inspections. Determine corrective actions. Oversee welding procedures and testing for code welds.

Manages the NERC Compliance Program for the project site.

Provides input to the Plant budget and Business Plan. 

Participates in the facility safety program.

Manages the plant drawing files, including updating files with as-built changes.

Prepares reports and makes oral presentations at public meetings.

Stay informed on industry events, technological advancements, and regulatory issues.

Performs other related duties as required.

Level III:
In addition to Level II class, this item:
 
Interfaces with plant staff to optimize plant output.

Provide specific support as needed to the Operations and Maintenance Supervisors, FOA and Materials Warehouse Coordinator.

Investigates and determines methods to improve performance and efficiency of power plant equipment and systems including turbine generators, condensers, pumps, cooling towers and heat exchangers, etc. and conducts engineering and economic analyses for consideration by the supervisor.

Stays abreast of electricity market conditions and communicates findings regularly to Plant Staff.

Develops technical specifications and assists with the development of equipment supply and construction contracts.

Provides on-site technical support for all DCS, Business Network, Historian and Communications Equipment.

Acts as a point of contact with the NCPA Generation Services Engineering Department and provides engineering assistance as requested.

Level IV:
In addition to Level III class, this item:

Develop commissioning and testing procedures as well as operations and maintenance procedures.

Participates in troubleshooting Plant equipment operating problems, performs “root cause” analyses and assists in the implementation of measures to prevent future problems.

Leads in the review and technical/economic analysis of new projects, and with development of specifications, negotiation of agreements with counter parties. Prepares periodic reports on progress and issues relating to the above.

During the development and engineering phase of projects this position will review, comment, modify and approve the plant designs as proposed by the Engineer of Record. Recommends purchase of equipment, and trains users to use new or modified equipment.

Acts as project manager on assigned projects which includes planning, interdepartmental coordination, budgeting, implementation, progress reporting, quality control, payment approval, etc.

Level V:
In addition to Level IV class, this item:

Maintains and communicates within the Generation Services Department up-to-date information on relevant trends and modern technologies in the field of Reliability and Plant Engineering. Analyzes the need for maintenance activities such as condition based, predictive, preventative, and scheduled. Participates in planning and scheduling maintenance activities.

During construction of projects this position provides management, coordination and quality assurance and control of various contractors. Coordinates and resolves problems with the Chief Building Official.

Regularly performs engineering systems calculations and analysis applicable to power plants, review and approval of engineering drawings and designs, coordinating with various contractors and the Chief Building Official to resolve problems during modifications and improvements. Provides support during the start-up and commissioning of the power plants or any related subsystems. Uses computer assisted engineering and design software and equipment to perform engineering tasks.

Steps into the Plant Manager or Operations and Maintenance Supervisor role from time to time.

MINIMUM QUALIFICATIONS  
Level II:
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) at an accredited four-year college or university; and a minimum of two (2) years of related experience in power plant/production engineering. A California Engineer-in-Training Certificate is desired.

Level III:
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) from an accredited four-year college or university is required; and a minimum of three (3) years in power plant/production engineering. At a minimum, have a California Engineer-in-Training (EIT) Certificate. A California Professional Engineering License is highly desirable.

Level IV: 
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) an accredited four-year college or university; and a minimum of five (5) years of related experience in power plant/production engineering. A California Professional Engineering License is highly desirable.

Level V:
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) an accredited four-year college or university; and a minimum of seven (7) years of related experience, preferably within a combined-cycle/steam-generating plant. A California Professional Engineering License is highly desirable.

KNOWLEDGE AND ABILITIES 

Knowledge:
Knowledge of power plant operations and plant design parameters; methods, materials and techniques used in the construction of geothermal power generating plant. General power plant safety principles and practices; Knowledge of local, state and federal regulations applicable to electric utility generator operators and generator owners; Knowledge of utility industry, generation practices, and new developments; Understanding of electric generation plant control systems; Good technical knowledge of electrical terminology and applications;  use and application of computer aided design software; Principles and practices of applicable ASME codes and standards; Principles of budget preparation and administration; Proficiency with MS Word and Excel;  Experience with MS PowerPoint, MS Project, MS SharePoint, OSIsoft PI, CMMS, AutoCAD, and relational databases (e.g. MS Access) is desirable; Demonstrated application of business and systems analysis techniques, SQL, client- server and web base technology, and report writing tools is also desirable; Requirements of Public Works Contracts including, Public Works bid process, roles and responsibilities of NCPA project manager versus contractor, bonding Public notices and registration requirements; project closure; NCPA leadership standards and expected leadership behaviors and considerable skill in verbal and written communications.

Abilities:

Must develop and evaluate alternatives; analyze data and perform research work; analyze situations accurately and take effective action; communicate and negotiate effectively; prepare reports, correspondence, safety oversight plans, and exhibits; translate engineering calculations and analyses into concepts usable by decision-makers; Testify on results of completed studies; Consult with and advise administrators, decision-makers, and other interested parties on a broad range of subject-matter areas; serve as a lead person and gain and maintain the confidence and cooperation of those contacted during the course of work; Perform general plant performance calculations and engineering duties with minimum supervision; initiate, develop a variety of projects from concept to completion;  Develop technical specifications, drawings, and work scopes; Conduct bid walks and Safety orientations; Control project costs and report progress; Conduct post project reviews and consistently manage NCPA staff or contractors in pursuit of facility goals.

Additional coursework or certifications in information technology would be helpful.

Engineer II- III has no supervisory responsibilities. 

Engineer IV may lead projects and function as interim supervisor as needed. 

Engineer V – Leads large-scale projects, may supervise other employees, and may function as interim plant manager as needed.
