The Supervising Librarian is the front-line supervisory level in the librarian series. It is distinguished from the Library Branch Manager in that the latter is responsible for higher-level management activities (planning, goal-setting, budgeting, representing the Library, etc.). It is distinguished from the Librarian I/II position in that the Senior Librarian directly supervises staff and directs the activities of a community library/division.
Note: The eligible list generated by this recruitment may be used to fill current and future vacancies throughout San Mateo County Libraries, which includes locations in Atherton, Belmont, Brisbane, East Palo Alto, Foster City, Half Moon Bay, Millbrae, Pacifica, Portola Valley, San Carlos, and Woodside. The immediate vacancies we are looking to fill are anticipated at the Atherton and Foster City Libraries, though this could change by the time of interviews.
Under general direction, the Supervising Librarian will:
- Oversee the day-to-day operations of an assigned library/division and supervise staff.
- Provide excellent customer service, develop innovative, relevant community programs and outreach, manage collections, and coach staff to do the same.
- Take the lead on complex and specialized assignments within their library/division, as well as system wide.
- Perform related duties as assigned.

Examples Of Duties:Duties may include, but are not limited to:
- Select, train, manage, supervise, and mentor assigned staff; and build relationships with direct reports by scheduling and holding individual weekly check-ins to provide ongoing coaching and evidence-based performance support.
- Oversee day-to-day operations of the community library/division, ensuring that schedules and staffing appropriately support customer service, programs, and outreach.
- Train library staff and volunteers in a wide variety of areas related to operations, programs, and services.
- Provide excellent customer service to library patrons with a wide variety of needs.
- Develop, implement, and evaluate new or improved library programs/services.
- Support and participate in a variety of library program areas, such as adult, teen and children's services, outreach, collection management, and/or access services, within a community library/division.
- Provide input into setting and implementing community library/division goals, objectives, policies, and programs.
- Provide input for budget planning and track assigned budget areas in order to assist manager.
- Compile reports for the branch, as requested by the Library executive team or the manager.
- Participate in the recommendation and administration of operational policies, procedures, and processes for assigned branch.
- Promote library services to the community through education and outreach.
- Manage services and operations of assigned branch in the absence of manager.
- Perform related duties as assigned.
Qualifications:
Education: Master of Library Science or recognized equivalent degree, from an American Library Association accredited college or university.
Experience: Any combination of experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is three years of experience as a librarian, or a combination of library and supervision experience.
Knowledge of: - Principles of functional supervision including organizing and coordinating activities.
- Principles of staff supervision including work planning, scheduling, evaluation, employee training, and corrective action.
- Best practices in assessing the diverse composition of communities and their needs.
- Principles of customer service.
- Library values, ethics, and purposes.
- Best practices in library programming, services, outreach, organization, and procedures.
- Library trends.
- Principles of library materials selection and current knowledge of adult, teen, and/or children's literature, film, and/or music.
- Technology related to library and general office functions, as well as, best practices for troubleshooting.
Skill/Ability to:- Establish and maintain positive and effective working relationships with staff, the public, and community organization.
- Provide excellent customer service.
- Analyze library problems and implement their solutions.
- Lead efforts for improvement and change.
- Plan and develop services and programs.
- Plan and supervise the work of staff, and provide training as needed.
- Develop library programs/projects.
- Communicate effectively orally and in writing.
- Conduct needs assessments.
- Work with a variety of library and general office technologies and assist in implementation of new technologies.
- Learn and grow in a changing environment.
Application/Examination:
Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help, or temporary position prior to the final filing date will receive five points added to their final passing score on this examination. Responses to the supplemental questions must be submitted in addition to our regular employment application form. The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. Applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
