The Office of the City Clerk is a service department within the municipal government upon which the City Council, all City departments, and the general public rely for information regarding the operations and legislative history of the City. The City Clerk serves as the liaison between the public and City Council and provides related municipal services, including delivering fiscal, human resources, and administrative and technical support services to the Mayor's Office, City Council Offices, and for the City's Boards, Commissions and Committees.The Office of the City Clerk is recruiting for a full-time Legislative Secretary to become part of a dynamic and productive team. The Legislative Secretary reports to the City Clerk and conducts activities unique to the Office of the City Clerk, in support of the Legislative process of the City Council, assigned Council Committees, and Boards or Commissions. Successful applicants must possess strong organizational skills with the ability to establish and maintain effective working relationships. They must possess exemplary customer service and communication skills to interact effectively and respond to inquiries from the general public, elected officials, and City staff throughout the organization. A successful applicant must work well under pressure, meeting frequent deadlines. Occasional evening work may be required. The Legislative Secretary coordinates preparation of City Council agenda packets, meeting minutes, and calendars; publishes legal notices, hearings, ordinances, etc.; follows-up on Council actions to ensure timely preparation; compiles original documents, transmittal letters, affidavits and exhibits from City Council Meeting agenda items; prepares meeting minutes; processes actions resulting from meetings.

KeyResponsibilities
In order to fulfill these job duties, a Legislative Secretary should have good knowledge of English composition, grammar, spelling and punctuation and be experienced with standard office practices and procedures with the skills necessary to organize, coordinate, and prioritize assigned tasks in order to meet established daily deadlines. The position requires the ability to type 55 words per minute with proficiency using MS Word, or equivalent, with the ability to follow strict formatting requirements for the preparation of meeting agenda, synopsis, and/or minutes for each Council, Committee, Board or Commission meeting. The employee may be expected to learn various software systems including Granicus and become proficient at posting or editing documents for publication on the web and to the GILES Records Database.

Agenda : The Legislative Secretary is responsible for preparing a variety of documents (Agendas for City Council, Council Committee, Boards or Commissions) utilizing wording and layout based upon standard formats to ensure consistency and compliance with the City's legislative procedures; posting documents in accordance with State Brown Act and City Open Government requirements. The Legislative Secretary may be responsible for the assembly and distribution of those documents to elected officials, City Administration, media and the public under tight deadlines.

Minutes : Responsibilities include attending City Council, Council Committee, Board or Commission meetings and taking complete notes of actions taken while utilizing Granicus software and/or other audio recording equipment to provide for storage and playback. Subsequently, the Legislative Secretary is responsible for preparing a synopsis and/or minutes of the meeting which accurately reflect the course of the proceedings and actions taken by the body for the approval by the City Clerk for publication and distribution within prescribed deadlines. The Legislative Secretary must selectively condense and paraphrase the discussions while exercising care to include relevant materials and to accurately record the vote(s) taken. The development of complete synopsis and/or minutes requires the Legislative Secretary to review all documents on which the Council, Council Committee, Board or Commission has taken action to ensure that the documentation is complete and accurate.

Records Management : The Office of the City Clerk is responsible for maintaining records and documents and other public disclosures required under State and local laws to be filed by elected officials, candidates for public office, lobbyists, campaigns, Board and Commission members, designated employees, and other governmental agencies. The Legislative Secretary is responsible for reading, indexing, filing, researching and retrieving documents considered and acted upon by the City Council, Council Committee, Board or Commission, as well as other documents required to be filed with the City Clerk including contracts, agreements, maps, disclosure forms, etc. The Office must respond to requests under the California Public Records Act for information from members of the public and media and/or research information, as well as records and documents requested by various City departments and other public agencies.

Typical duties may include, but are not limited to the following:

• Collect and maintain a centralized and monthly performance measures and workload activities that is organized and ready for analysis across all Clerk programs.
• Place Clerk's Office supplies orders as well as Council Chamber supply orders after supervisor approval.
• May assist as backup coverage to the lone Agendadesk staffer managing Council and Council Committee Agenda postings, legal publications (approximately 300), city Calendar, unit web posting, Committee assignment lists, Brown Act Board and Boards and Commissions.
• May assist with some attendance of Council or Council Committee meetings together with City Clerk/Assistant City Clerk and Legislative Secretary to manage Zoom participants.
• May assist the City Clerk by providing clerical/administrative support by uploading campaign reports and statements to the system.
• Provide backup assistance to Records team including filing and scanning as needed, responding to simple Public Records requests, and database clean-up.
• Provide support to Clerk's Council Support/Fiscal team in grant database entry, tracking, fingerprinting, and backup travel coordination and timekeeping for all 12 offices and accounting processing during leaves and temporary vacancies.
• Performs other related duties as required.

The City Manager is the administrative head of the government of the City. The Community Development Department is seeking enthusiastic and customer-service oriented candidates for the position of Permit Technician.

Under general supervision, the Permit Technician will perform specialized work associated with the processing of building permits and clerical work involving a substantial degree of judgment and initiative; and to do related work as required. This class is assigned to the Building Inspection Division of the Community Development Department.

Typical Duties include, but are not limited to:

• Receives and processes permit applications; 
• Review plans received for completeness and inclusion of required attachments; 
• Calculates permit fees;

• Prepares and issues applicable permits and notices in accordance with established procedures;

• Word processing, spreadsheet and database software;

• Correct English usage and spelling; and 
• Records retention systems.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. About the Water Resources Division: The Water Resources Division is comprised of three sections: Municipal Water System, South Bay Water Recycling, and Operations and Maintenance. The Water Resources Division provides potable water service through the Municipal Water System to the communities of Evergreen, North San José/Alviso, Edenvale, and Coyote. The Water Resources Division also provides recycled water service through the South Bay Water Recycling system to the cities of San Jose, Santa Clara, and Milpitas. South Bay Water Recycling includes 143 miles of pipeline and facilities, including four pump stations, three reservoirs, and Retail Agency Operations and Maintenance activities for over 800 individual customer connections. In addition, the Water Resources Division also leads water conservation efforts for the City of San José.

Associate Engineer Position at South Bay Water Recycling (SBWR) Section

The SBWR section is responsible for system operation and maintenance engineering support, and design and construction of the SBWR Recycling Water System pipeline and facilities. This includes managing the water quality programs, and supporting the conservation program, providing development related support services, ensuring availability of recycling water supply, capital improvements, construction inspection, and engineering support to operations and maintenance. Typical duties for the position include but are not limited to:

• Supervises staff including prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; making hiring, termination, and disciplinary recommendations.Prepares engineering plans, details, project schedule, engineer's cost estimates and specifications.
• Directs the collection and analysis of water quality samples and reviews and interprets the resulting data including preparing recommendations as may be appropriate.
• Prepares, coordinates, and implements consultant, contractor, and laboratory analysis agreements.
• Research technical documents and assist in developing and conducting water quality studies to achieve business objectives and goals.
• Conducts and/or delegates data analysis, summarizes data with tables and graphs, and prepares reports and/or presentations to explain causes and effects on water quality as required by management.
• Provides direct support and/or oversees provision of direct support to customers as necessary to respond to water quality-related inquiries.
• Maintains and assists in optimizing databases that may include but not limited to water quality database, water quality compliant database, etc.
• Delegates and/or develops programs to maintain full compliance with applicable requirements in water quality, including updating existing plans or creating new plans as necessary to ensure compliance with new water quality regulations.
• Prepares and/or approves reports for compliance purposes that may include but not limited to: California Division of Drinking Water (DDW) Annual Report, Consumer Confidence Report, Public Health Goal Report.
• Represents the City with contractors, consulting firms, DDW, EPA, Regional Water Quality Control Board, and other water quality and environmental regulating bodies, as required, and at public meetings concerning City policy on engineering projects.
• Oversees and prepares plan documents, including but not limited to, Assembling and reviewing plans and specifications for conformance. directs the inspection of major engineering projects, prepares bid documents, solicits bids, facilitates award of contracts, administers the contract, interprets plans and specifications, resolves field problems, gives final inspection, and follows through with acceptance of the project.

Associate Engineer Position at Capital Improvement Program

The Capital Project Delivery section has a wide variety of responsibilities, including preparing and/or reviews designs, improvement plans, condition assessments, feasibility studies, construction estimates, specifications, and contract documents for capital improvement projects that are prepared by subordinates and/or consultants engaged by the City. Typical duties for the position include but are not limited to:

• Manages capital improvement projects from concept development to completion, i.e., overseeing, controlling, and guiding projects.
• Prepares engineering plans, project schedule, engineer's cost estimates and specifications.
• Negotiates, drafts, and manages consultant agreements and/or construction contracts.
• Supervises staff including work prioritization, performance evaluations, training and involvement in hiring and disciplinary processes.

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
