What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. The successful candidate will have a strong work ethic, a passion for making a difference and helping citizens, and a desire to grow in this field.

Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.
• Apply applicable policies and procedures in determining completeness of applications, records and reports
• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information
• May maintain petty cash fund; accept payment of fees; maintain and process cash records

The Assistant to the City Clerk receives general supervision from the Deputy City Clerk or a higher-level position and may exercise direct or functional and technical supervision over lower-level clerical positions, volunteers, and interns.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. Job Description:

The Town of Los Altos Hills is recruiting a college intern to work in the Community Development Department. The intern will split time between the planning and building divisions of CDD. The role for planning will include support of both short range and long range planning.  Interns working on long range planning will work primarily as a research aide for the Town’s 2023-2031 certified Housing Element implementation.  For short range planning and the building division support interns will be focused on day to day permit activities, but may also work on other more general department duties as needed.

Examples of Duties:

The intern will work in the Public Works/Engineering Department and will be assisting engineering project managers with general clerical, administrative, field work, and technical tasks for public works projects.  Tasks may include electronic document filing, checking mathematical calculations, creating spreadsheets using Microsoft Excel, preparing presentations using Microsoft PowerPoint, entering data and creating reports in various software applications, performing field data collection or investigation, construction management, internet research, creating map displays using Auto CAD, Google Maps/Earth, compiling and organizing data or documents.  The intern may also assist in other areas such as internal and external Department communication and public outreach.

The City of San Rafael Sanitation District is recruiting for a full-time Administrative Assistant II position.  Under general supervision, this position provides responsible, varied, secretarial and office administrative assistance to the department.    

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Set up and maintain financial, statistical, and operational records, including reviewing departmental payroll submittals and various time sheets.

The City of San Rafael Public Works Department (DPW) is seeking an individual to join the team as part of the Honorary Dean Allison Internship program. This position will work part-time (up to 4 days/30 hours per week) with department staff on special projects and move forward the mission of San Rafael to support the community members we serve. 

The Honorary Dean Allison Internship was created to honor Dean Allison, the City’s Public Works Director from September 2015 to March 2016, before his untimely passing. In his brief time with the City, he embraced and embodied the ideals of public service and transparency. Dean focused on the needs of the public and worked effectively with individuals and groups throughout San Rafael to respond decisively to a broad spectrum of needs both large and small in a creative and community focused way. The namesake internship celebrates his life and his time serving the citizens of San Rafael.

Duties and Responsibilities of the Honorary Dean Allison Internship may include:

• Assisting staff to develop and implement the City’s sidewalk maintenance program.
• Drafting, iterating, and designing policy to introduce the City’s tree ordinance, urban forestry initiative, and the City’s public asset inventory project 
• Assisting with the permitting, sediment, reporting and regulatory compliance in support of the City’s Dredging project.
• Designing content and materials for public dissemination and outreach regarding City projects, maintenance activities, and public safety information.
• Preparing written reports on DPW program activities.
• Creating, updating and auditing project financial spreadsheets using Microsoft Excel.
• Conducting research and analysis of federal, state and local laws related to DPW engineering projects.
• Compiling information, preparing documents and public education materials for community members and stakeholders on DPW projects.
• Participating in city-wide projects in which DPW public works programs and activities.

Qualifications:

• Graduated or currently enrolled in the 3rd year of a Bachelor’s degree program or higher in an Engineering, Business, Public Administration, Environmental Science, or related program.
• Ability to multitask and stay organized.
• Proficient computer efficiency, including familiarity with Microsoft Word and Excel.
