The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. Incumbents may be assigned to either County Jail security or Court security. 

About the Sheriff’s Department :

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

About The Position:

The County of Yuba is actively recruiting to establish an eligibility list for the position of Deputy Sheriff-Lateral. Deputy Sheriff’s perform a wide variety of patrol officer and related duties required to effectively respond to and resolve the normal scope of peace situations, including the protection of life and property, enforcement of laws and ordinances, criminal investigation, report writing, crime prevention and suppression, case preparation and testimony, and providing information and assistance to the public and perform related duties as assigned. We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director. The Building Official will assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department; managing, planning, and organizing Community Development services, programs, and operations; developing and implementing policy; crafting and accomplishing department and City objectives, goals, and performance metrics within guidelines established by the City Council and City Manager. The Building Official must exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the community.

The City is experiencing a high volume of development applications, including residential, commercial, assisted living, and industrial projects. There is also significant interest in downtown revitalization. Some key initiatives on the horizon for the Building Official include:

• Implementation of the Thousand Oaks Boulevard Specific Plan, which is a top-priority downtown revitalization project that includes mixed-use development and focuses on an attractive, dynamic, and pedestrian-oriented environment
• Participate in developing and implementing a comprehensive land management system

Salary Range is $150,000- $225,000 negotiable; depends on qualifications. 

The City Manager is the administrative head of the government of the City. Under the direction and control of the City Council, the City Manager is responsible for ensuring that the policy directions set forth by the City Council are carried out and the day-to-day operations of the City government run smoothly.

Some of the duties of the City Manager include:

• Plan, coordinate and direct the work of City departments; oversee community and economic development activities; organize public improvement projects and programs; develop and prepare administrative policies, procedures and work standards to ensure that the goals and objectives of the City are met and that mandated services are provided in an effective, efficient and economical manner.

THE POSITION

Under supervision, a Building Inspector I performs detailed inspection of structures for conformance to codes, ordinances, approved plans, calculations, and specification; and other duties as assigned.

Field Inspection Functions

Performs building, fire, electrical, plumbing and mechanical inspections of all structures during construction to ensure conformance to City/State codes, ordinances, approved plans, calculations, and specifications, using appropriate safety precautions; checks for setbacks and conformance to zoning regulations; checks signs and fences; investigates complaints; interprets codes, reports violations and hazardous conditions and orders corrections; notifies builders of required changes and makes re- inspections; performs fire prevention inspections and investigations of new and existing structures; and advises the public regarding construction practices and principles.

Administrative Functions

Reviews plans and specifications for the purpose of conducting building inspection work; prepares records, reports and correspondence; utilizes personal computers to perform data entry functions; and may be assigned to assist in the Permit Center, as needed.

Details:

This position will receive a four percent (4%) cost of living increase effective April 2024.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

WHAT YOU’LL DO

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.
• Inspects facilities regularly.
• Monitors the condition and activities of prisoners.
• Prepares prisoners for court appearances; provides transportation as necessary.
• Administers First Aid in emergency situations.
• Performs general office work, including but not limited to entering computer data, copying and filing documents, etc.
• Prepares and submits required records and reports.
• Performs related duties as assigned.

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

WHAT YOU’LL DO

• Performs routine patrol duties, including but not limited to patrolling assigned areas of the County; responding to emergency calls and/or public calls for assistance; investigating disturbances, prowlers, burglaries, thefts, vehicle accidents and other crimes; checking buildings for physical security, etc.

• Administers first aid in emergency situations.

• Issues traffic citations.

• Serves warrants, subpoenas and civil documents.

• Apprehends and arrests suspects and violent persons; transports prisoners; seizes property and/or criminal evidence; interrogates suspects, witnesses and complainants; gathers and preserves evidence.

• Assists with County search and rescue operations.

• Prepares various reports on investigations, including arrest and unusual incidents observed.

• Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders.

THE POSITION: 
This position inspects plans or buildings and construction for compliance with structural building codes, laws and ordinances and provides training and working lead assistance to other inspectors on structural matters as required.

You are: 
The ideal candidate will have thorough knowledge of the California Building Codes, CalGreen Code and related codes and regulations, including the methods, materials, techniques and practices employed in building inspection industry. Additionally, the ideal candidate will have working knowledge of the principles and practices of organization, administration, the ability to manage complex projects through inspection skills; and organization and functions of the various trades, agencies and organizations involved in the construction process, in addition to being an outstanding person, who aspires to excellence in customer service and is a committed team player.

•  Building, housing, plumbing, mechanical and electrical codes with specialized knowledge of materials and standards to be applied in structural inspections.

• Perform the physical aspects of a field inspection.
• Effectively train and provide working lead assistance to building inspectors.
• Deal effectively, tactfully and professionally with co-workers, the general public, architects and engineers.
• Read and interpret building plans and specifications and enforce their application.
• Prepare clear and concise written reports.
• Research and study building codes, laws and ordinances.
• Perform moderate to heavy amounts of paper work.
• Work independently with minimal or no supervision.

You have: 
 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:  
Four (4) years of experience dealing with code compliance considerations related to the structural elements of buildings.
OR
Two (2) years structural inspection experience involving major commercial or industrial installations.  

Education: 
Equivalent to completion of the twelfth grade.                          
 
License:  
Possession of a Class C California Drivers License.

ICBO (International Conference of Building Officials) Certification as a structural and/or combination inspector is highly desirable, but not required.
