POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

 

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.

THE POSITION

The Parks and Recreation Department is looking for staff to assist with events at the Rocklin Events Center and other locations in the City. The Events Venue Specialist (Program Assistant) is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law and there is no guarantee of future permanent employment.

Duties may include, but are not limited to the following:

• Performs light janitorial duties (e.g., empty trash, clean restrooms, and restock supplies) before, during, and after events.
• Sets up audio visual equipment at venue site.
• Checks clients in and out of City venues.
• Takes prospective renters on tours of facilities and answers questions about pricing and equipment at each rental location.
• Ensures client needs are met.

THE  SCHEDULE 

A typical schedule looks like this:  

Evening and Night shifts Sunday through Thursday

Shifts vary from 7am - 1am Friday and Saturday

Night and weekend availability is required.

MINIMUM QUALIFICATIONS

• Must be 18 years of age

Six (6) months of volunteer or work experience in the area assigned is highly desirable

Licenses and Certifications

THE POSITION
Join us this summer season for a fun and engaging employment opportunity as a Senior Lifeguard to support the City of Rocklin's upcoming aquatic program and activities taking place at the Rocklin High School pool.

This class is distinguished from the Lifeguard by overall program responsibilities, training and experience. Senior Lifeguards serve as the Lead Lifeguard in providing technical and functional direction over Lifeguards.

Senior Lifeguards play a critical role in ensuring courteous and professional service to all pool attendees, including:

• Providing surveillance of swimmers and guests during City run swim hours. 
• Enforcing rules and regulation of City run aquatic facilities.
• Responding to emergency situations at assigned facilities. Administering and coordinating emergency first aid, as necessary.
• Providing superior customer service to all guests by assisting in a polite and expedient manner.
• Assisting the Parks and Recreation Supervisor with overseeing the safe and proper operation of assigned pool lifeguards. 
• Maintains order with disruptive patrons and exercises crowd control where warranted; refers escalated issues to the Parks and Recreation Supervisor.
• May be assigned other related duties. 

 

MINIMUM QUALIFICATIONS
One season of experience performing duties similar to that of a Lifeguard. Senior Lifeguard experience is highly desirable.

Must be at least 18 years of age at time of appointment.

 

REQUIRED LICENSES AND CERTIFICATES

• Possession of a current American Red Cross Lifeguard certificate, or equivalent, by date of appointment.
• Possession of a current American Red Cross CPR/AED certificate, or equivalent, by date of appointment. (Obtained in ARC Lifeguard Certification)
• Possession of a current American Red Cross First Aid certificate, or equivalent, by date of appointment. (Obtained in ARC Lifeguard Certification)

This is a temporary, part-time, at-will classification that assists the Parks and Recreation Department with City aquatic programs and activities. Temporary employees typically work less than twenty-eight (28) hours per week, not to exceed 990 hours in a fiscal year (July 1st through June 30th). The expected duration of the employment is six (6) months or fewer, dependent on the needs of the City. Anticipated scheduling needs are between the hours of 11:30am and 4:30pm.

Temporary employees are not eligible for benefits, excluding those benefits prescribed by law.

We are now hiring part-time Lifeguards and Water Safety Instructors for our aquatics programs!

Located at the McBean Memorial Pool, our Lifeguards and Water Safety Instructors are an essential part of the aquatics recreational programs that we offer our residents.  Be a part of a team that makes teaches important swimming skills and allows everyone to beat the heat and have fun!

We are looking for candidates with qualities such as reliability, creativity, dependability and enthusiasm.  The aquatics programs will require you to work various days, weekends or evenings, but we are flexible with schedules.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment. 
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required. 
• Assist in conducting classes at all participant skill levels (beginning through advanced) and supervise the conduct of swimmers in City pool in order to maintain a safe environment. 
• Perform pool facility maintenance functions as required. 
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. 
• Perform related duties as assigned.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Certificates:

Standard First Aid Certificate and Community Cardiopulmonary Resuscitation (CPR) Certificate required. Training opportunities provided upon hiring.

The Construction Secretary will assist the Chief of Construction, Construction Services Manager and the Construction Project Analyst with administrative tasks within the division.   

This position requires a highly motivated, responsible, organized, problem-solver and self-starter individual who can handle an array of tasks, has excellent written and verbal communication skills, has good judgement, and works independently or as part of a team. This is a supportive role to the construction division with high use of various computer software, research, problem solving and communication skills for a person at a intermediate level. The work performed will support MRCA’s new construction operations, emergency projects, general improvements to parks, and other efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work on evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. 

MINIMUM QUALIFICATIONS

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration.

QUALIFICATIONS
Qualified candidates will have an ability to perform complex analytical work in support of Pioneer’s product structuring, resource planning activities and rate setting and apply analytical and research methods to a variety of electric utility program areas including planning, forecasting, load research, utility demand, and demand-side management.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.
Experience: Five to ten (plus) years of experience in a position with similar duties including programming expertise (e.g., C++, Python, R, Matlab).

COMPENSATION PACKAGE
Salary - The salary range is $115,934 - $173,322, with placement dependent on qualifications plus generous benefits

Senior Manager, Quantitative Analysis and Modeling

The Senior Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in the work of personnel engaged in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.

Qualified candidates will possess a knowledge of California energy industry and electric power markets including CAISO, CPUC, CEC, and CARB, energy/financial markets and quantitative investment approaches, advanced computer modeling of power supply system operation and cost analysis and have the ability to perform complex professional analytical work in support of a variety of Pioneer’s product structuring and resource planning activities.

The Ranger is a sworn peace officer who provides visitor services and resource protection on MRCA owned and/or managed parkland.

This position performs a wide variety of duties including park maintenance, law enforcement, first aid, wildland firefighting, and public safety patrol. The Ranger assists the public in natural resource interpretation and performs other duties as needed.  

This is a professional position that requires a highly motivated, responsible, and organized individual. Candidate must be a self-starter who can handle an array of tasks, has good judgement, and can work independently or as part of a team.

Type

This is a full-time, non-exempt, at-will position.

Supervision

This position reports to a Supervising Ranger. Assorted tasks may be supervised directly by Division Chief or other Executive Staff. The position may provide technical and/or functional direction to volunteers and other groups.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Provide a wide range of law enforcement and public safety services including, but not limited to wildland firefighting, search and rescue, and first aid.
• Respond to emergency situations on parkland to protect life and property.
• Make physical arrests, issue citations, and write reports.
• Conduct criminal and administrative investigations.
• Perform traffic control.
• Use, wear, and maintain protective equipment which includes various types of firearms, batons, chemical agents, body armor, and handcuffs.
• Perform routine maintenance and repairs on agency vehicles and various equipment.
• Perform a variety of maintenance, restoration, and repair duties.
• Remove graffiti as necessary, empty trash cans, clean restrooms, clean up litter, and remove illegal dumping.
• Conduct interpretive programs, such as leading hikes, kayak trips or campfire programs.   
• Operate with substantial independence and coordinate work with others in completing assignments.
• Coordinate with organized public groups utilizing park facilities.
• Coordinate with vendors and other government entities.
• Maintain good habits of answering and responding to incoming telephone calls and correspondence, as well as when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.
• Perform related duties as required. 

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to hike, run, bend, lift, stoop, kneel, reach, and climb, lift and carry items weighing up to 60 pounds for a distance up to 50 feet both indoors and outdoors, constantly work in outdoor weather conditions, and frequently move about work sites.

Incumbents should have physical strength, endurance, and agility; be mentally alert and physically sound; and have hearing and vision sufficient to perform the essential functions of the job.

Required Hours and Location

40 hours per week or in an alternative schedule (9/80 or 4/10 program), must be available to work nights, weekends, holidays and overtime. Must be available to work at various locations.

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position is likely to have physical contact with members of the public in public areas such as parking lots and shared public/office restrooms and during in-person public meetings. The MRCA is committed to protecting its staff by ensuring appropriate physical distancing and proper infection control while supporting equitable access to services. MINIMUM QUALIFICATIONS

PATHWAY A CANDIDATES WILL BEGIN THE RANGER TRAINING & ASSESSMENT PROGRAM (RTAP) UPON HIRE.

 

PATHWAY B:

1. Possession of High School Diploma conferred by a US Department of Education recognized High School OR General Education Certificate.

AND

2. Current or previous employment by the Mountains Recreation & Conservation Authority as a Seasonal Ranger Assistant or Public Officer pursuant to California Public Resources Code § 5786.17.

PATHWAY B CANDIDATES WILL BE APPOINTED AS A TEMPORARY RANGER ASSISTANT UNTIL SUCH TIME AS THEY CAN BE ENROLLED IN A POST BASIC ACADEMY.

 

Knowledge of: 

• Common Windows-based programs including word processing, spreadsheets, and databases. 
• Proficiency in basic mathematics; basic grammar and spelling as required in preparing reports and records. 

Ability to:

All appointment offers are contingent upon the following:

Wages

The starting hourly rate for Ranger Trainee is $21.51 – $26.14 per hour.  At the completion of all training requirements and upon appointment as a Ranger by the Executive Officer, the wage increases to a range of $30.36 - $36.90 per hour.

Existing MRCA employees may be compensated at a higher rate if they can demonstrate, to the satisfaction of the Chief Deputy Executive Officer, that appropriate additional duties will be performed in addition to the position’s essential duties. This provision does not apply to applicants who are not currently employed by MRCA and may be exercised only at MRCA’s discretion and as budget allows.
