The City of Berkeley invites you to apply for the position of Senior Solid Waste Supervisor in the Zero Waste Division of the Public Works Department! In this role, you will have the opportunity to collaborate with the Zero Waste Operations Manager and the Solid Waste Supervisor(s) on a daily basis to ensure that all operations are carried out safely and in compliance with environmental obligations. In addition, this role oversees the onboarding and recurring training programs for Solid Waste Workers and Drivers; interacts with the Division Manager to implement initiatives, policies, and procedures; and works closely to resolve customer service issues that arise at the council level.

The Senior Solid Waste Supervisor also works closely with peers across all operations to ensure consistent safety and operational standards and performance. Furthermore, this position leads the implementation of new routing and customer data management systems, participates in equipment purchase committees, and determines the staffing and resources needed to achieve desired operational goals.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from high school and five (5) years of increasingly responsible journey level experience in integrated solid waste collection, diversion and disposal which included two (2) years at the level equivalent to the Solid Waste Supervisor class.

Other requirements include possession of a valid class "C" California driver's license and have a satisfactory driving record. Candidates must be willing to work evening, early morning, holidays, and weekend shifts. Candidates must report changes in status of driver’s license.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.

DEFINITION

This is the non-sworn, entry-level classification in the Police Officer series. Incumbents in this classification receive training in a controlled classroom environment.  Advancement to the sworn Police Officer level is based on meeting minimum qualification standards, satisfactory performance in the academy and availability of police officer positions within the City.

Police Officer Trainees may be eligible to receive a hiring bonus of up to $10,000 disbursed in four equal phases: the first phase upon successful completion of the testing process and acceptance of a final offer of employment, and the last phase two years after completion of the probationary period as a Police Officer.

Compensation:

Police Officer Trainee:   $6,668.53 - $6,997.47 monthly
Police Officer:  $9,113.87 - $10,998.00 monthly

This recruitment is open to those individuals with no prior law enforcement experience and have not received POST certified police academy training.   If you are a POST certified academy graduate, please apply to the recruitment titled Police Officer (Academy Graduate or Participant).

THE POSITION:  This is a trainee level classification which provides transition into the position of Police Officer.  A Police Officer Trainee is hired into this civilian position for the period prior to and during the time they are assigned to a Commission on Peace Officer Standards and Training (POST) certified police academy.  The police academy has an expected duration of approximately 6 months.  Upon successful completion of training at an academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  The Police Officer Trainee is represented by SEIU Local 1021 and benefits are limited to those of a civilian employee.

Upon appointment to Police Officer, duties may include a wide variety of law enforcement assignments such as: patrol, traffic control, criminal and juvenile investigation, and radio communication.  These require operating a patrol car or motorcycle, arresting and citing violators of laws, writing reports, serving warrants, testifying in court and providing information to the public.  Please see the City of Hayward's website for a complete job description.

Essential Duties

Duties may include but are not limited to the following:
Attends a basic POST certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
Receives academy and field training to become a Police Officer.

Minimum Qualifications

EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: None.

Education: High school diploma or equivalent.

Licenses: Possession and maintenance of a valid Class C California Driver's License.

Special Qualifications:

• Free of any felony convictions.
• A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).
• Age, not less than 21 years at time of appointment.
• Vision in each eye, correctable to at least 20/30.
• Must pass a background investigation.
• Must meet all Department medical, physical and psychological standards.
