THE POSITION

The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. Work is closely supervised; work methods are explained in specific terms and work is subject to frequent review. 

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of methods, materials, and equipment used in landscaping, street and sidewalk maintenance, and building maintenance, as well as safety practices and precautions to be used in work.
• Skill in operating hand and power tool equipment such as rakes, pick and shovel, etc.
• Ability to work outdoors in all weather and to follow oral and written instructions. Intermittently, sit while studying or listening to training; bend, squat, climb, kneel and twist when performing maintenance, repair, or installation tasks; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry heavy weights up to 90 lbs.; work in conditions of various outdoor exposure.
• Capable of working independently.

SPECIAL REQUIREMENTS

• Driving a city truck is required for the position and the applicant must have an acceptable driving record, subject to California DMV pull records.
• Ability to work Saturday and/or Sunday shifts.  Hours are 7AM-4:30PM and may fluctuate due to operational needs.

Salary Range is $268,899 - $310,428 negotiable; depends on qualifications.

About the Position:  This position requires the ability to maintain a high level of accuracy, integrity, and confidentiality.

The Accounting Technician performs a variety of routine to complex administrative and technical duties related to payroll and other accounting support duties. Top candidates have experience working with financial systems, with the ability to quickly learn and adapt to new technology and information systems.

Duties include, but are not limited to:

• accounts receivable/payable,
• review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records,
• verify, post, and record a variety of financial transactions; prepare and maintain databases,
• maintain a variety of ledgers, registers, and journals according to established accounting policies and procedures; reconcile transactions and account statements; record changes and resolve differences; maintain the accuracy of accounting and financial records,
• report generation,
• produce journal entries to post payments to the general ledger,
• accurately prepare employee and vendor payments for retirement and other benefits; submits reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.

Work Environment:  This position is part of Administrative Services at Midpen’s office in Los Altos, California.  Midpen offers a hybrid office/telecommute work schedule for this position.

Education and Experience:  any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in accounting or finance, and
• three (3) years in the maintenance of financial and accounting records
• experience in public sector finance, with the knowledge of principles of governmental financial recordkeeping and bookkeeping, is highly desired.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.

The City of Santa Clara is recruiting for a Director of Community Development who will be responsible for organizing, managing, and providing direction for all functions and activities of the Community Development Department. This includes planning, permitting, building inspection, code compliance, housing, and special projects. DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. The COO is responsible for forecasting service requirements and for planning, organizing and directing assigned resources of the electric utility division in order to meet those requirements. This includes developing and administering the department operations and capital improvement budgets. The COO is expected to exercise critical thinking and detail oriented oversight in ensuring that utility operations are smooth, efficient, and compliant, with responsibility for results including costs, methods, and staffing.
