We are seeking a collaborative and proactive Revenue Operations Supervisor who will be responsible for the direction and supervision of the Revenue Operations functions in the Finance Department. The primary focus of this position will be to supervise, assign, review, and participate in the work of staff responsible for the City’s revenue operations including billing, collections, cashiering, and providing public services.

This position leads and guides a revenue operations team of six full-time employees. This is an essential senior management position reporting to the Revenue Operations Manager. Primary responsibilities are listed below.

• Leads, oversees and participates in the more complex and difficult work of staff
• Provides information, researches problems, oversees billing and collections, receives payments, takes applications for licenses and permits, handles the more difficult customer service problems, and performs a variety of technical tasks relative to assigned areas of responsibility.
• Researches and evaluates the impact of new laws or regulations on the City’s customer service functions.
• Develops and implements new and revised policies, programs, and procedures consistent with these duties.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Provides leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the department’s and City’s mission, objectives, and values.
• Monitors the issuance and collections of utility billings, reviews periodic reports of delinquent service accounts, contacts customers regarding delinquent accounts, NSF checks and deposits, and assists staff in collections activities.

Salary Range: $106,031.14 - $128,881.52

Definition:

Under the supervision of the Financial Services Manager and Administrative Services Director , the Senior Accountant performs professional and complex accounting and financial work; prepares financial analyses, and is responsible for maintaining the City’s general ledger and financial accounting system; reviews detailed payroll calculations to ensure accuracy and compliance; performs budgetary analyses and calculations; responsible for financial analysis and trends; and performs other duties as assigned.

1. Sets-up and maintains financial and budgetary accounting systems including chart of accounts
2. Prepares fiscal and statistical reports and makes recommendations to the executive team including the Department Heads, the City Manager, and the City Council.

4. Creates and maintains budget modeling spreadsheets and assists in the development of operating and capital budget document
5. Keeps current on new regulations of the Government Accounting Standards Board (GASB) and other regulatory bodies, analyzes and makes recommendations to implement new procedures
6. Functions as the lead in the fiscal year end close process and prepares the Comprehensive Annual Financial Report (CAFR), or various components thereof

11. Reviews biweekly and special payroll calculations including supporting records to ensure accuracy and compliance with City policy, as well as state and federal laws and regulations
12. Reviews, prepares, and analyzes sensitive information relating to payroll, employee benefits, and retirement accounts
13. Supervises the work of subordinate staff and provides technical guidance to lower level accounting staff as directed
14. Maintains detailed records for long-term debt and interest maturity schedules including the advance call of bonds
15. Maintains detailed records for special assessments
16. Performs other duties as required.

MINIMUM POSITION REQUIREMENTS:

KNOWLEDGE OF: Principles and procedures of general and municipal financial administration including accounting, budgeting and financial reporting and auditing; GASB standards and pronouncements and how they impact the City; state and federal laws and regulations as they impact the City; principles of payroll accounting and regulations governing taxation and pay withholdings; data extraction tools and advanced analytical principles for manipulating data for analysis; principles of training and supervision.

SKILL AND ABILITY TO: Work independently; analyze and interpret accounting and other complex financial records and reports; understand and convey complex laws and regulations; prepare and present clear and accurate financial statements and reports; communicate effectively with other individuals and

departments; present solutions and make recommendations to staff and management regarding technical issues; maintain a high level of integrity and confidentiality when handling information directly relating to human resources management and labor relations decisions; learn, interpret and apply Federal, State and local laws and regulations to accounting and auditing work; design and implement new financial systems; may supervise lower level accounting staff;  may serve as Acting Financial Services Manager.

EXPERIENCE AND EDUCATION: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a post-secondary degree in accounting/finance is required
• Specialized training in governmental accounting, a master’s degree, and/or Certified Public Accountant is highly desirable
• 4+ years of accounting experience  is required
• 2+ years government or municipal accounting required
• Similar or relevant work experience in the public sector
• Proficient use of finance software and strong working knowledge of Microsoft Office Products: Word, Excel, Outlook and PowerPoint.

PHYSICAL DEMANDS:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

COMPENSATION & BENEFITS: The salary range for this position ranges from $106,031.14 up to $128,881.52 annually. Placement within the range will be DOE. This is a full-time, non-exempt and unrepresented position.

The benefits package offered by the City includes:

• Retirement: CalPERS retirement plan for Classic members is 2% @ 60 with employee paying a contribution of 7%. PEPRA employees participate on a 2.0% @ 62 plan, with employee paying 6.75% of the retirement contribution. Benefits based on highest three years of compensation. The City does not participate in Social Security.
• Health Plans: Choice of HMO or PPO plans through CalPERS Health with most family plans covered at 100%. Employees who waive coverage may receive stipend of $350 per month.

THE POSITION

The City of American Canyon, a growing Napa Valley community, is seeking an Accounting Manager to be responsible for providing professional accounting and public finance assistance to the City. Responsibilities will involve overseeing the Finance Department's auditing and reporting processes, payroll, investments and cash management, tax reporting, and other accounting requirements. This position reports to the Finance Director.

EXAMPLES OF DUTIES

• Plans, manages, and oversees the implementation of assigned finance and accounting programs, operations, and activities for the City including accounting, financial reporting, budgeting, audits, cash management, investments, debt issuance and administration, revenues, payroll, accounts payable and receivable, business licensing, purchasing, and fixed assets.
• Oversees Citywide payroll for the City and Fire District and related payroll reporting;
• Reviews quarterly and annual federal and state payroll tax returns; ensures tax returns are filed in a timely manner;
• Maintains, evaluates and updates the City's investments; maintains cash flow; makes necessary cash transfer investments and reconciliations to appropriate accounts;

• Provides highly complex staff assistance to the Director of Finance/City Treasurer; develops and reviews staff reports and other necessary correspondence related to assigned activities and services;
• Stays abreast of new trends and innovations in the field of public agency finance and accounting; monitors changes in regulations and technology that may affect assigned functions and operations.

The County of Yuba is recruiting for the position of Physical Therapist in the Health & Human Services Department. This stand-alone medical professional classification reports directly to the County's Health Officer. The CCS Physical Therapist performs physical therapy in a Medical Therapy Unit for the California Children's Services Program for physically disabled children and adolescents. The incumbent will work directly from a physician's prescription, which frequently allows considerable latitude in methods of treatment. Therapy plans are developed individually and in conjunction with other staff and carried out by incumbents. 

Examples of Duties:

• Screen, evaluate and treat patients for physical therapy services; develop long-and short-term physical therapy plans as prescribed by physicians.
• Administer diagnostic and prognostic tests to assist in developing a treatment plan and evaluates range of motion, sensation, and developmental levels.

ABOUT THE POSITION

Under general direction of the Finance Supervisor and Administrative Services Manager, this position performs professional and technical work of a confidential nature in the areas of payroll administration, general accounting, public employee retirement (CalPERS) reporting, workers’ compensation, and benefits administration. This position assists with the day-to-day accounting and financial operations of the District, including accounts payable functions, bank reconciliations and deposits, maintenance of accounting and payroll records, and other tasks as assigned.

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, salary and other pay schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders.

Under general supervision of the Public Works Director and or the Public Works Lead, this classification works primarily in the Public Works Department and performs a variety of duties essential to the maintenance of the City.

The position is also responsible for assisting the Utilities Operations and Maintenance Manager in the overall planning, administration, and management of Utilities Operations and Maintenance functions. This position is distinguished from the Utilities Operations and Maintenance Manger position by the latter position's overall responsibility for the management and administration of the City's water distribution and sewer collection systems, the Storekeeper position, and administrative and clerical staff.
 
DEFINITION
Under general direction, to supervise, plan, schedule, and review activities related to the operations and maintenance of the City's water, sewer and storm water systems including transmission, distribution, storage and pump facilities, sewer and storm water pump facilities, and sewer collection system.

DISTINGUISHING CHARACTERISTICS
This is a management classification allocated to the Utilities Division of the Public Works Department reporting to the Utilities Operations and Maintenance Manager. The Utilities Operations and Maintenance Supervisor is responsible for the operation of the City's water, sewer and storm water systems, including the sewer collection system, and performs responsible supervisory and management in support of the Utilities Division's goals and objectives.  This position is distinguished from the Utilities Operations and Maintenance Manger position by the latter position's overall responsibility for the management and administration of the City's water distribution and sewer collection systems, the Storekeeper position, and administrative and clerical staff.

This position serves as a Shift Operator for the City's water system, and, in the absence of the Utilities Operations and Maintenance Manager, may be designated as the Chief Operator.
 

Minimum Qualifications

EXPERIENCE AND EDUCATION
Any combination of experience and training that could likely provide the required knowledge and abilities would be qualifying. A typical way to qualify is:

Experience: Four (4) years of progressively responsible experience in the operations and maintenance of a water system including one (1) year of responsible supervisory or lead position experience in a distribution system classified as a D3 system or higher by the California Department of Health Services.

Education: Completion of twelfth grade or possession of GED, supplemented by college course work related to potable water, water distribution, wastewater collection, recycled water distribution, or a science field. Possession of an Associate's Degree in water distribution, wastewater collection, recycled water distribution, or in a science field may be substituted for the required coursework.

License or Certificate:Requires possession and maintenance of a valid Water Distribution Operator D4 Certificate issued by the California Department of Health Services, 

Possession and maintenance of valid Water Distribution D3 Certification issued by the California Department of Health Services with the ability to obtain a D4 Certification within eighteen (18) months of appointment to the position AND possession of a bachelor's degree in an engineering or science field,

Possession and maintenance of a valid Class C California Driver's License.
