Midpeninsula Regional Open Space District (Midpen) is recruiting for a new Management Analyst II position in the General Manager’s office who will participate in the county-wide Management Fellowship Program. Midpen participates in a county-wide Management Fellowship Program offered by the County of San Mateo, which is designed to attract top talent from graduate schools to commit to meaningful and value-driven work in local government. The fellowship program also creates a channel into future leadership opportunities within agencies like Midpen. The individual selected for the Management Analyst II position will serve as a Management Fellow in this unique program, which is designed for recent postgraduate candidates, as well as current Master’s Program students, with the expected graduation date of June 2024. The start date for this position is early July 2024.

About the Position: The Management Fellow will be focused on conducting researching and analyzing the impact Midpen has made during its 51 year history and creating a detailed report. This report will be based on the three legs of the mission: acquire and preserve a regional greenbelt of open space land in perpetuity, protect and restore the natural environment, and provide opportunities for ecologically sensitive public enjoyment and education. The individual will be responsible for developing a similar report for Measure AA impact. As such, coordination with Department Managers to develop specific and clear impacts, metrics and ultimately reports will be a key part of this role. The other focus of this position is to assist with the implementation of the recommendations from the 2023 Refresh of our Financial and Operational Sustainability Model (FOSM). The FOSM was originally created in 2015 after the voter passage of Measure AA in 2014. The FOSM was refreshed in 2023 (the report can be accessed here), and provides recommendations for sustained growth and certain policy and procedural improvements and enhancements related to project management and workforce development. The Manager Fellow will assist the Chief Financial Officer with the implementation management of the 49 recommendations of the FOSM Refresh, as well as leading some of the implementations. Work Environment: This position will report to the Chief Financial Officer and is part of the General Manager’s Office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute and 9/80 work schedule for this position following onboarding and successfully meeting job performance expectations. Education and Experience:

A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, regional planning, environmental management, environmental policy or a related field and three (3) years of professional analytical experience equivalent to a Management Analyst I at the District. Recent completion of a Master’s degree or currently pursuing a master’s degree in Business Administration, Public Administration, Regional Planning, Environmental Management, Environmental Policy or Organizational Development is highly desirable.
Licenses & Certifications Required: Possession of a valid California Driver’s License.
