Selection Procedure

Based on the application screening, those candidates with the most relevant qualifications will be invited to a panel interview and practical exam. In the practical exam, candidates will demonstrate their knowledge of and ability to operate various maintenance equipment.

About the Position

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.
• Perform on-call duties and work in emergency situations as required.
• Install, repair and modify pump station machinery and controls.
• Check pump stations for proper operation; troubleshoot and remedy malfunctions and stoppages.
• Read and interpret maps of underground sewer and drainage systems.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate airless line striping equipment.
• Manufacture and install traffic signs and remove signs no longer required.
• Design and manufacture special signs for municipal facilities.
• Install and remove traffic barricades and cones as required.
• Repair surface failures, utility cuts, chuckholes and seals cracks in asphalt pavements properly and competently.
• Break out and replace concrete sidewalks and gutters using a concrete saw, pavement breaker, wooden forms, and hand tools to finish the surface.
• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.

The City of Burlingame is accepting applications for the position of Temporary Parks and Tree Worker.

The Position

Under the direct supervision of a Lead Worker, or higher level staff, the Parks and Tree Worker performs a variety of gardening, landscape and tree maintenance duties associated with the development, repair, and maintenance of public landscaped areas and trees, and performs related work as required.

Examples of Duties (include but are not limited to the following)

• Maintain grounds and plantings in City parks, recreation facilities, playground areas, municipal building grounds, and street median islands.
• Maintain designated landscape effects through mowing, edging, pruning, weeding, and planting lawns, shrubs, ground cover, trees, and flower beds.
• Pick up, clean and remove trash and debris from parks and public property; clean restrooms and park buildings; remove graffiti.
• Operate various power equipment including mowers, edgers, line trimmers, backpack blowers, chainsaws, chippers, Hedging equipment, sweeper, stump grinder, and shop tools.
• Prepare athletic fields for seasonal sports events; paint park benches, buildings, signs and fences.
• Assist Tree Workers by lowering cut limbs with ropes, pruning from ground, chipping brush.
• Drive, load and unload vehicles used to transport materials, tools and equipment.
• Set-up and maintain safe work areas.
• Perform traffic control.
• Work cooperatively and effectively with coworkers.
• Respond to inquiries from the general public. 

Minimum Qualifications
Knowledge of: Basic methods, tools, materials, and equipment used in grounds and tree maintenance work; basic construction and repair methods; and safe work practices.

Ability to: Perform semi-skilled landscape maintenance work; learn to operate the full range of light and heavy equipment used in landscape and tree maintenance work; work off of ladders; set up safe work sites; learn geography of the City and sites of City parks and maintenance areas; work cooperatively and effectively with co-workers and provide general assistance to the public; work weekends and holidays as required; learn multiple safety procedures and practices related to landscape maintenance, tree maintenance and tree removal.

Skills: Ability to efficiently use hand and power tools listed above required in general park and tree work, and learn to use new equipment as required.

Education and Experience: Sufficient education and experience to perform the above duties which is typically obtained through prior experience in gardening, grounds keeping, landscape, construction or tree work and completion of the twelfth grade or equivalent.

License/Certificate: Class C driver’s license issued by the California Department of Motor Vehicles.

Physical, Mental and Environmental Working Conditions

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting trees and operating assigned equipment. The need to lift, carry and push tools, equipment, and supplies weighing 55 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold. The incumbent may be exposed to fumes, dust, and air contaminants, and may be exposed to mechanical and electrical hazards. The nature of the work also requires the incumbent to use power and noise producing tools and equipment, including the frequent use of chainsaws, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions, use proper safety equipment when using noisy and dangerous equipment, hear well enough to follow directions, and see well enough to read instructions.

Definition:  Under general supervision, the Maintenance Worker performs a variety of unskilled, semiskilled, and skilled manual tasks and related work as required in the water, streets, storm, facilities and collection system divisions of Public Works Utilities and Operations.

Essential Duties:   The Public Works Maintenance Worker duties include:

• Operating jack hammers to break up concrete sidewalks, curbs and gutter asphalt roadways, storm drains, and street light bases.
• Mixing and finishing cement including sidewalks, curbs, gutters and containment walls.
• Using appropriate equipment to apply traffic paint and maintain and fabricate street signs.
• Performing heavy labor, shoveling and lifting, in the construction and repair of sewers, streets, water and storm drain lines and services.
• Performing in and responding to emergency calls including repair and installation of sewers, streets, water and storm drain lines and services.
• Operating small trucks with manual or automatic transmissions, two-ton dump trucks, personnel hoists, and tamping equipment.
• Helping construct forms, boxes, fences, walls, and barricades. 
• Performing cleaning and minor maintenance of buildings and facilities.
• Keeping simple records of daily activities, purchase receipts, and inventories including reading meters and test samples.
• Using construction tools including asphalt rakes, shovels, hammers, tapping equipment, cement finishing equipment, chain saws and light mechanical equipment.
• Cleaning City easements and right-of-ways of weeds, trees and debris.
• Read water meters.
• Must maintain a thirty-minute response time to the job site, in order to answer after hours and weekend service calls as required.

Special Requirements: Must possess and maintain a valid CALIFORNIA Class "C"Driver's License for operate in high vehicle traffic areas and construction sites; speak clearly and understandably.  Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, carrying and/or handling up to one hundred (100) pounds.  Work in confined spaces and wear protective garments.  May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater.  Ability to report to work at any hour of the day or night as required during a disaster or other emergency situation.  MUST maintain a thirty-minute response time to the job site when answering after hour and weekend service calls.  Shall be a second responder to support supervisors in emergencies.  Carry communication equipment after work hours.

Minimum Qualifications:

Knowledge of: Basic construction techniques; basic building maintenance and repair; asphalt and cement finishing techniques; general tools used in construction or maintenance work; construction, repair and maintenance.

Ability to: Think and act quickly in emergencies; judge situations and people accurately; understand and carry out oral and written directions; meet standards of adequate physical stature, endurance and agility; establish and maintain cooperative relationships with fellow workers.

Education:  High School Diploma or GED.

Experience: At least one year full-time or four years part-time experience in semiskilled construction maintenance work.

License: Must possess and maintain a valid a Class C California Driver's License with a satisfactory driving record.  

THIS IS A TEMPORARY SEASONAL POSITION

Sweep, dust, mop, strip, and polish floors; vacuum and shampoo carpets and rugs; dust and polish woodwork fixtures, and equipment; wash windows, walls, and doors; empty and clean waste receptacles; empty recycling containers; clean restrooms and maintain supplies; clean kitchen and lunchroom areas and appliances; dust and clean air vents; Move furniture as required by for cleaning; set up rooms for special events; replace light bulbs and tubes; maintain inventory of equipment and supplies; sweep exterior building entries; secure facilities.

MINIMUM QUALIFICATIONS

Knowledge of:  Methods, materials, and equipment used in custodial maintenance.

Ability to:  Understand and follow written and oral directions; clean and care for assigned facilities in a safe and efficient manner; maintain and appropriate public service demeanor and positive customer service interactions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical capability to:  Perform sustained manual labor; lift, climb, stoop, crawl, and bend to reach work

Experience:  One year of full time custodial maintenance in public buildings or offices.

Education:  Graduation from high school or equivalent.  Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.

License:  Possession of a valid Class C California Driver’s License.

THIS POSITION IS CONTINUOUS. 
 

DEFINITION:

Under general supervision, this position requires demonstrated competency and increasing independence, knowledge and ability in performing routine and special assignments in the Parks Maintenance Division.

DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:

This classification is full-time position assigned to parks maintenance. Includes on call rotation and weekend rotation. Assistance to other departments in emergency and non-routine situations.

SUPERVISION EXERCISED AND RECEIVED:

Receives general supervision from Parks Maintenance Supervisors and ongoing training on a wide variety of equipment, operational rules, guidelines, procedures and methods.

IMPORTANT AND ESSENTIAL DUTIES:

Performs mowing, weeding, trimming, pruning, cultivating, fertilizing, pest control, planting and cleaning of lawns, trees, plants, and parks; removes and disposes of trash and litter; maintains park and maintenance equipment, buildings and facilities; maintains irrigation systems; performs construction and demolition of park facilities, drainage, low-voltage electrical and irrigation systems for new, expanded and renovated park facilities as part of capital improvement projects; performs minor plumbing or building repair duties; operates small trucks, dump trucks, ride-on and walk-behind mowing equipment; may be required to operate heavy equipment; utilizes a wide variety of construction tools and mechanical equipment; may be required to interact with customers on site or when requested; may be required to utilize department or City-wide software applications to maintain records or perform various duties. Involves significant time walking, stooping, bending, squatting, walking, lifting heavy objects, operating hand and power tools, equipment, and vehicles on a daily basis. Considerable time spent working outdoors in occasional extreme heat and cold; applying pesticides and chemicals to plants, lawns, shrubs and trees. Assists in the general cleaning and maintenance of the Corporation Yard.

Education: Completion of a job or technical training program in maintenance, construction, or grounds keeping; completion of high school or the equivalent.

Experience: Maintenance Worker -- One year of full time experience in general maintenance, construction, or grounds keeping.

LICENSES, CERTIFICATES, REGISTRATION:

Licenses: Possession of a valid California Class "C" Driver's License and a good driving record.

DEFINITION

Under direct supervision, performs a variety of manual, semi-skilled and skilled tasks in the construction, maintenance, repair and operation of the City’s streets, sidewalks, signs, sewers, storm drains, pump stations, parks, tot lots, medians, gardens, irrigation systems or municipal buildings. Tasks often require considerable physical strength and stamina and may be performed in inclement weather and/or potentially hazardous conditions. Worker may be called back to work during emergencies. Performs related work as required.

CLASSIFICATION CHARACTERISTICS

Utility Maintenance Worker is the entry level to the following classification series: Building Maintenance Worker I/II, Collection System Maintenance Worker I/II, Groundskeeper/Gardener I/II, Street Maintenance Worker I/II, and Water Maintenance Worker I/II. Candidates from the Utility Maintenance Worker Employment List may be appointed in any one of several City departments. They will initially be under close supervision, performing the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved. Incumbents normally advance to Level II after at least two years of successful experience and demonstrating proficiency for the Level II work. 

EXAMPLES OF DUTIES

Work assignments may be in any one of the maintenance area programs: building/facility operation and maintenance, water/wastewater system delivery and maintenance, parks, median and grounds maintenance, and streets and sewer maintenance. Sweeps rubbish and leaves from gutters; loads and unloads trucks in a variety of situations; excavates and fills trenches and ditches; does manual work in preparing surfaces for paving, mixing cement, and breaking up paved surfaces using such tools as shovel, rake, jackhammer, tampers, and tar kettle; does manual or the more routine work of laying pipe, backfilling, and installing water meters; acts as a helper to skilled craftsworkers assisting in the more routine aspects of carpentry, plumbing, heating, minor electrical and mechanical repair, and painting including street painting; does manual park work not requiring prior knowledge or skill in gardening.

MINIMUM QUALIFICATIONS

Knowledge of: The purpose, safe use and maintenance of hand tools and small power equipment. General construction and maintenance methods, materials, and terminology. Safe working techniques and requirements.

Ability to: Safely and skillfully use hand tools, operate light mechanical equipment, and perform heavy manual labor. Comprehend and follow oral and written instructions and safety warnings and information. Learn to perform more skilled tasks, such as producing manual and computer-generated reports and schedules and installation and maintenance of current job-related equipment or devices. Work independently. Maintain an appropriate public service demeanor and positive customer service interactions. I: Perform sustained, strenuous manual labor; climb, lift, crawl, stoop and bend to reach work; and work outdoors in temperature extremes and inclement weather

Experience: One year, full-time, paid experience in construction, maintenance or other semi-skilled, physical work.

Education: Completion of the tenth grade. Graduation from high school or the equivalent is desirable and required to advance to Level II in the flexible classification series.

License: Possession of a valid Class C California Driver's License.
