The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

In addition to the qualifications above, the ideal candidate will have effective and courteous communication skills in order to discuss housing violations, violation remedy and necessary inspections and fees and participate in depositions and court hearings as requested. THE POSITION

The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. Work is closely supervised; work methods are explained in specific terms and work is subject to frequent review. 

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of methods, materials, and equipment used in landscaping, street and sidewalk maintenance, and building maintenance, as well as safety practices and precautions to be used in work.
• Skill in operating hand and power tool equipment such as rakes, pick and shovel, etc.
• Ability to work outdoors in all weather and to follow oral and written instructions. Intermittently, sit while studying or listening to training; bend, squat, climb, kneel and twist when performing maintenance, repair, or installation tasks; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry heavy weights up to 90 lbs.; work in conditions of various outdoor exposure.
• Capable of working independently.

SPECIAL REQUIREMENTS

• Driving a city truck is required for the position and the applicant must have an acceptable driving record, subject to California DMV pull records.
• Ability to work Saturday and/or Sunday shifts.  Hours are 7AM-4:30PM and may fluctuate due to operational needs.

Assistant Planner - This is the entry-level class within the professional Planner series. This class is distinguished from the journey level by the performance of more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees have only limited or no directly related professional planning work experience. Employees work under general supervision while learning job tasks.


Incumbents may advance from the Assistant Planner to the Associate Planner level based on a recommendation by their supervisor and approval from the Director of Development Services or designee. Advancement may result after the incumbent gains sufficient knowledge and experience in professional Planning work, as well as City and departmental practices and procedures, to be able to consistently perform the work of the higher classification.

This class is distinguished from that of the Senior Planner, which is an advanced journey level class responsible for more complex and difficult planning projects and programs and exercises direct supervision over assigned staff.

 

 

Essential Duties

What you will do:  
Duties may include, but are not limited to the following:

Research, analyze and interpret social, economic, population and land use data, trends and reports.

Prepare and present written reports on various planning matters such as elements of the general plan, neighborhood plans, demographic or housing analysis, code amendments, and miscellaneous land use studies.

Prepare and/or monitor preparation of environmental documents including environmental analyses of development impacts and related preparation of negative declarations and/or environmental impact reports; work with consultants in facilitating preparation of environmental impact reports and related findings and documentation.

Review building, site and architectural plans, use permits, zone changes, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serve as primary point of contact to developers and property owners in meeting these standards.

Prepare and update maps, graphs and other graphics for use in reports and public presentations.

Review and analyze development proposals and work with developers, the public and other agencies regarding various land use permits, general plan amendments, and zone changes.

Provide information to the public, developers, public officials and staff members about land use matters to clarify and assure conformance to city and state policies and regulations regarding zoning and other development controls, acceptable development proposals, compatibility with adopted plans and environmental impacts.

Make presentations to the Planning Commission, City Council, and other interested parties regarding land use applications, general plan amendments, zoning changes, code amendments, and special studies.

Analyze, interpret and apply regional, state, and federal regulations.

Coordinate ongoing planning related programs or projects involving multi-department and multi-jurisdictional cooperation; provide professional planning guidance in responding to questions or inquiries.

Attend and serve on intra-departmental and inter-agency planning committees.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

THE POSITION: 

The City of San Pablo is actively recruiting for a Community Services Coordinator I/II position to plan, organize, and direct services and programs within the Community Services Department for our senior population, volunteer programs and city-wide special events. Our senior programs provide opportunities for adults 50 years of age and older, to engage in active and healthy programming. The Church Lane Senior Center hosts a congregate lunch program, numerous senior focused special events, weekday door-to-door transportation service (managed by a different full-time coordinator) and drop- in programs and classes. The city hosts 10-12 city-wide special events each year that include family dances, spring egg hunt, Cinco de Mayo celebration, Movies Under the Stars, 4th of July Multi-Cultural celebration, Halloween, Veterans Day and a Winter Wonderland Festival. The Community Services Department relies heavily on volunteers for both special events and senior programs and wants to expand the volunteer recruitment and training program.

About the Position: The Planning Department is seeking two interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting with community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents regarding Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in planning research, analysis, and written communication.  The expected start date for the interns is on or after July 8, 2024. We have limited flexibility to change the start date.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field; and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with MS Outlook, MS Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions: This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  Fieldwork is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.
