The Unit has the responsibility for administering the Airport's network & telecom infrastructure, outside plant infrastructure, data centers, application services, Helpdesk, desktop support, website services, business process improvement initiatives, and the project management office (PMO). Along with these services, the Airport Technology Services Department team also provides services to the airlines, City staff, and tenants.

The SAP I will provide applications systems solutions and support for users at SJC and will be responsible for:
• Providing programming / technical level support for the Airport's intranet, built on SharePoint Online (SPO).
• Providing technical level support to implement BPA (Business Process Automation) tools on SPO. This includes providing SimpliGov, WorkFlow, Power Automate, MS Teams, and other similar No-Code / Low-Code technology solutions.
• Implementing and deploying new applications releases - such as Bentley Projectwise Document Management System and Airport ERP (i.e. Propworks). These are systems that have been purchased by the Airport and currently run on-premise. Airport IT provides platform support and Level 1 applications support for these systems. On-going systems enhancements and level 2 support (and beyond) are provided by the application vendors.
• Maintaining and enhancing Airport applications using tools including SQL server, Microsoft Visual Studio, and similar applications development tools.
• Development, deployment, and support of Airport specific tools and applications tools as appropriate to improve Airport business processes and procedures.

The department is seeking to fill one (1) full-time Senior Power Resources Specialist position to support the Risk Management and Contracts Administration Division.

This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of MegaWatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:
 

• Manage and lead the administration of power purchase agreements (herein, referred as "power supply agreements"), including monitoring and ensuring compliance with contractual obligations.
• Review, understand and interpret power supply agreements; Develop and implement processes to ensure the power supply agreements are managed and settled timely, accurately, efficiently and in compliance with the contracted terms.
• Prepare, review and verify the accuracy of power supply settlement statements and invoices from counterparty power supply agreements and CAISO.
• Review and verify accuracy of the power supply prepayment transaction related invoices and ensure timely settlement.
• Interpret, analyze, communicate and resolve issues that arise during contract administration and manage the dispute resolution process with counterparties and CAISO in co-ordination with the Power Scheduling Agent.
• Develop procedures for invoice verification and oversight over settlement support functions.
• Collaborate with internal and external parties during negotiations and execution of power supply agreements and advise on implications to settlements process.
• Lead the development of analytics to validate settlements, measure contract performance and compliance.
• Responsible for driving process improvements in contract management.
• Responsible for ensuring RCA Staff team maintains an understanding of existing and new regulatory laws related to California energy markets that could impact power procurement.

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures. This unit provides strategic support to facilitate the development and execution of various power supply agreements, and also manages the contracts administration and settlements function.

THE POSITION

Tri-City is looking for a special individual to serve as a Clinical Therapist I/II for the Children’s Full Service Partnership/Children and Transitional Age Youth (FSP/ C TAY). The Clinical Therapist I/II provides behavioral health clinical intervention and recovery services to assigned clients and their families; develops treatment plans and performs individual, group, and family psychotherapeutic counseling, routine and emergency assessment, crisis intervention, and related treatment services; manages an assigned caseload of adults, juveniles, and/or children; provides consultation to other staff, programs, and agencies related to treatment needs and plans; and performs related duties as assigned.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

This position reports directly to the Deputy Director of Regulatory Compliance and Policy and will provide technical analysis, identify and evaluate the potential business impacts to SJCE from proposed regulatory and legislative changes and provide expert public representation of SJCE. The ideal candidate should have demonstrated experience in working for, or on proceedings/initiatives from, the California Public Utilities Commission (CPUC), the California Energy Commission (CEC), and/or the California Independent System Operator (CAISO).

The Senior Power Resources Specialist will be responsible for overseeing a variety of regulatory compliance filings, engaging in complex electric regulatory proceedings, collaborating closely with external partners, and/or effectively advocating for SJCE's interests at the CPUC, the CEC, and/or the CAISO.

Typical duties of this position may include, but are not limited to:

• Develop and submit timely and accurate regulatory compliance filings with public agencies.
• Manage and prepare technical comments, data requests, written responses, and/or position papers, related to a variety of regulatory proceedings.
• Keep abreast of key California regulatory issues affecting SJCE by attending conferences, fostering internal and external relationships, and following industry developments.

About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. THE POSITION: 

The City of Hayward is excited to announce its recruitment for the position of Mobile Mental Health Clinician. Under general direction, the Mobile Mental Health Clinician provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, and case management services as part of the City’s Hayward Evaluation and Response Teams (HEART) Program improving public safety responses to people experiencing mental illness, substance use disorders and homelessness.

THE PROGRAM

The Hayward Evaluation and Response Teams (HEART) Program is a cross departmental program between the Hayward City Manager’s Office, Police, and Fire Departments and Alameda County Behavioral Health Care Services developed to improve access to medical, mental health, and other support services.  The HEART program aims to achieve two main goals: 1) to reduce the need for police officers to intervene in calls for service involving people experiencing chronic mental illness, substance use disorders, and homelessness and 2) to reduce reliance on emergency services for individuals needing long-term case management and follow-up services.  HEART consists of three distinct response teams: the Mobile Integrated Health Unit (MIHU) made up of Hayward Fire Department Community Paramedics; the Hayward Mobile Evaluation Team (HMET) which pairs a specially trained Hayward Police Officer with an Alameda County behavioral health clinician; and the Case Management and Mental Health Linkages Team (LINK) consisting of Mobile Mental Health Clinicians and a Lead Program Assistant (Case Manager).

 As a member of the LINK team, the ideal candidate has experience providing short term crisis intervention, safety assessments, and other mental health services to adults, youth and children experiencing mental illness, substance use disorders and/or homelessness.  They have the ability to work primarily in the field and have the situational awareness to respond alongside emergency response teams. They are knowledgeable about local community resources and skilled at forming relationships quickly.

What you will do:

Provides direct casework, individual and group therapy; secures and evaluates medical or psychosocial data such as behavior patterns, use of coping skills and family relationships; analyzes factors which exert an adverse effect upon health issues, treatment and recovery which contribute to or are responsible for behavioral health issues and/or affect the potential for recovery and resiliency. 

Performs field work to proactively serve the unhoused population, persons with mental illness and others in crisis.

 Provides crisis intervention as needed; stabilizes clients in crisis including brief intervention in clinic; arranges for hospitalization and coordinates treatment elements.
 
Assists clients in understanding clinical health challenges and their reaction to them, accepting the need for treatment, building on strengths and working toward the solution of challenges and stresses the importance of engaging in treatment to increase social functioning, modifying unrealistic attitudes, and strengthening client's effort toward satisfactory adjustments.
 
Establishes and maintains effective relationships with contractors and community organizations and other governmental agencies regarding programs and services; participates in committees, meetings and conferences; provides guidance regarding appropriate social-psychological practices and services.
 
Compiles and prepares reports and documentation on clinical activities; maintains records; prepares periodic reports.
 

Identifies emerging trends related to crimes and issues; develops and implements prevention and intervention program approaches; provides community education on current procedures and practices related to mental health and intervention strategies.

License & Certificates:  Possession of a valid professional mental health therapy license issued by the State of California, such as Licensed Clinical Psychologist, Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), Associate Social Worker License (ASW), Intern Marriage Family Therapist (IMFT) or Clinical Psychologist or a closely related field is highly desirable.

Possess and maintain a valid California Class C Driver's License.

The Midpeninsula Regional Open Space District (Midpen) Ranger is a challenging and adventurous generalist position offering a wide variety of responsibilities and opportunities to exercise independent judgement while working on Midpen preserves. Rangers serve a unique role as stewards of the open space by regularly interacting with the community to provide visitors information, natural resource education, interpretive services, enforcement of pertinent regulations, and performing limited maintenance and resource management work on Midpen properties and facilities. What does a District Ranger do?  District Rangers are Generalist Rangers who perform a wide variety of functions. A brief list of day-to-day activities follows:

• Midpen Rangers are sworn peace officers responsible for patrolling District Preserves and enforcing the District's regulations and pertinent local, State, and Federal laws on District Preserves. Patrol may be by 4x4 truck, foot, UTV, motorcycle, or mountain bike.  
• Respond to medical emergencies, wildland fires on Midpen lands, and search and rescue incidents.
• Help maintain the preserves by performing light maintenance tasks and resource management assignments.
• Engage the public through interpretive activities and community outreach.
• Shift schedules include evening, weekend, and holiday hours.

Positions will be assigned to one of the following District offices:

• Skyline Field Office – Palo Alto Hills
• Foothills Field Office - Cupertino
• Coastal Area Office – La Honda
• South Area Office – Campbell

Peace Officer Standards for Rangers: Ability to satisfy the selection standards for peace officers in California as set forth in Government Code Sections 1029, 1030 and 1031, and by the District.

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Ranger Recruit

• Equivalent to an Associate’s degree from an accredited college or university and one (1) year of experience working in visitor/customer service or an equivalent position that includes interacting with the public.  Education and/or experience in law enforcement, resource management, natural sciences, park management, wildland firefighting, or a related field is highly desirable. 
• Certificates and Licenses: A valid California Class C driver’s license.

Ranger

• Meet all qualifications for Ranger Recruit, plus:
• Certificates and Licenses:  Current possession of a District approved Law Enforcement Training certification and a valid California 832 certificate for appointment as a peace officer, and ability to obtain the following certificates prior to completion of the employment probationary period: completion of the District’s Field Training Program, valid professional rescuer CPR certificate and Medical First Responder or equivalent; a Midpen approved Fire Suppression Training certificate; certification in the Incident Command System courses as specified under the National Incident Management System (NIMS).

Working Conditions: Rangers work cohesively with local law enforcement, fire agencies and other adjoining land agencies. Rangers typically work alone and self-initiate their day-to-day patrols. Work conditions require rangers to work weekends, nights, and holidays in all weather conditions.  Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform all related emergency services and maintenance and construction work on Midpen lands. District Rangers interact daily with a diverse Bay Area community to provide safe access for all visitors.

The mission of the Finance Department is to strategically manage the City of San José's financial resources for all stakeholders.
The Finance Department has five core divisions:

The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City's Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $24.2 million operating budget and 134 budgeted full-time equivalent (FTE) positions. Reporting directly to the City's Chief Procurement Officer, the Program Manager will work both independently and collaboratively, and will exhibit cross-functional expertise in procurement, contracting and information technology. The Program Manager will have five (5) direct reports (Senior Analysts) and five (5) indirect reports (4 Analysts and 1 Buyer) and will provide leadership, development, and mentorship for the reports. The essential job duties of this Program Manager position include:

• Plan, direct, and manage multiple procurement and contracting services for City departments.
• Lead all major Information Technology (IT) procurements.
• Work closely with the IT Department and City Departments on purchasing, contracting, and ongoing vendor management for all enterprise systems, including Human Resource Information Systems (HRIS), payroll, online permitting, Customer Relationship Management (CRM) systems, mobile data computers for the Police Department, and all network upgrades.
• Analyze, negotiate, and maintain the City's IT software licensing agreements.
• Provide guidance and assistance to City staff with developing scope of work and specifications for IT procurements.
• Evaluate procurement requests by City staff and advice on the appropriate procurement vehicles.
• Oversee preparation and issuance of documentation required for competitive solicitations including but not limited to Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Qualifications (RFQs).
• Negotiate, prepare, and write complex contracts; negotiate and review contract amendments and change orders.
• Provide leadership, direction, and assistance to City departments on procurement and contract negotiation activities.
• Write and present action memoranda to the City Council and City Council Committees.
• Provide procurement-related training to City staff.
• Represent the Finance Department on cross department projects and meetings.
