This Internship is offered as part of a Regional Internship Partnership to introduce and encourage new graduates to local municipal governments. The Town of Los Altos Hills hopes that internships like this will serve as a platform to connect a diverse student population with agencies that recognize their value and provide important opportunities for applicants to bring fresh ideas while gaining valuable hands-on experience in the public sector.

Job Description: 

The intern’s workload will be a balance of assisting in daily municipal operations and special projects. Duties may include, but are not limited to proof reading, poster design, grassroots marketing, implementing events, organization of record management, benchmarking, photographing activities and research. The position will serve as a regular staff member and will receive assignments and work direction from the Community Services Supervisor. The primary goal of the internship program is to provide a college student or recent graduate an opportunity to apply their academic training in a municipal government setting. This paid internship provides hands-on experience in the daily operations of municipal government on all levels, thus enhancing the intern’s skills and résumé for a future profession in government.

• Current Undergraduate College Student or Bachelor’s degree in Community Services/Recreation or related fields
• Knowledge of principles and practices of organization and recreation

The City of Foster City is looking for an experienced Associate Engineer with a passion for public service. This position will provide exposure to large-scale projects and community engagement and performs engineering work on the following types of capital improvement projects:  buildings, parks, levee, storm water systems, lagoon, streets, traffic signals, water distribution systems, and wastewater collection systems.

We are seeking highly skilled individuals with the competence and experience to address challenges with confidence and professionalism. Individuals that demonstrates skills in any of the following areas: land development, transportation/traffic engineering, and storm system management. Independently management for the design and constriction of capital improvement projects and AutoCAD experience are highly desirable. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree in engineering or a directly related field, and three (3) years of professional experience in civil engineering work including project design, plan checking, and project management.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of a valid Certificate of Registration as a Civil Engineer in the State of California, desirable.

Selection Process

JOB SUMMARY:  The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations. 
• Collaborates in the development and implementation of testing programs for bus maintenance personnel.
• Develops and implements all maintenance safety training programs in collaboration with the Safety Department and management. Certifies that District employees meet established requirements for Forklift Operation, Hazardous Materials First Responder, First Aid, CPR, and AED Training.
• Oversees the District’s maintenance training programs.

EXAMPLE OF DUTIES:

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

The new Director, reporting to the Assistant City Manager responsible for land use and development functions, will have functional responsibility for land development, engineering, and transportation, including the City’s Capital Improvement Program (CIP), which includes utilities, civic projects, and construction inspection.

The new Engineering and Transportation Department is supported by 24 FTE and has a FY 2023-24 Capital Budget of approximately $38 million in general infrastructure and transportation projects and $13 million in utility infrastructure projects. Major projects include an impressive list of transportation projects, such as the SR84/US101 Freeway Interchange, grade separations along the Caltrain rail line, parking, and transportation demand management and Vision Zero implementation, and various traffic calming and roadway projects. Other major projects entail the Transit Center, the Water Master Plan implementation, finalizing and implementing a Recycled Water Master Plan, and various Stormwater System improvements. The City of Foster City has an opening for a Engineering Intern in the Public Works Department. The position is part-time with flexible scheduling, up to 980 hours per fiscal year, and no benefits provided. The department is interested in candidates for the summer or candidates who can start as soon as possible.  

Important and Essential Responsibilities: 
Daily responsibilities will include works directly with the Public Works staff, populating the Geographic Information Systems (GIS) database, and performing indexing and data entry. THE DEPARTMENT

The Public Works Department is comprised of the Engineering, Maintenance, and Water Quality Control Plant divisions.  The Engineering Division is responsible for delivering facilities and infrastructures that meet the needs of City residents and complying with standards and requirements established in the engineering guidelines and the City's Master Plan.

The Engineering Division is headed by the Principal Engineer.  The Senior Engineer position is an advanced-level engineering classification requiring professional registration, performing a wide variety of engineering duties in civil, sanitary, traffic, and other municipal public works, maintenance, and construction engineering projects.  This class is distinguished from other lower-level engineering classes in that it provides direction to staff and performs the more complex engineering and project management assignments.  Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or Capital Improvement Program.

Associate Civil Engineer

Under general direction, the Associate Civil Engineer performs difficult professional engineering work in the design and construction of public works, including sanitary, traffic, and mechanical projects; leads and trains lower-level engineering staff on assigned projects; and does related work as required.

Role description

Under direction, the 2595 Senior EAP Counselor provides direction and supervision to counselors providing organizational wellness services and engaged in direct client counseling; provides clinical assessments, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems; conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Participates in the selection of, trains and evaluates a team of journey level counselors.
2. Provides clinical assessment, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling to family members and significant others as appropriate.
3. Educates employees, managers, supervisors, and union personnel regarding employee assistance program service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program; directs the development of programs, resources, and EAP initiatives.
4. Provides consultation to managers, supervisors, union personnel, human resources professionals, clinical specialists, and family members regarding specific issues of individual employees in conformance with program and confidentiality policies; recommends specific methods or techniques for resolving performance problems, including appropriate managerial and supervisory interventions.
5. Directs development of, creates, and facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.
6. Provides crisis intervention, trauma response, and mediation/conflict resolution services as necessary.
7. Leads evaluation efforts to determine the effectiveness of the overall program and specific services provided and prepares the reports.
