What You’ll Do

The Deputy Director of Public Works is responsible for directing and managing all programs within the Section for which they are responsible, includes capital improvement program development and implementation, traffic engineering, private development review, asset management, construction management, fleet coordination, downtown coordination and building maintenance; and the position may serve as the City Engineer.

• Utilize your experience and skills to lead a number of divisions within the Public Works Department.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. Since this class is typically used as a training class, employees may have applicable education but only limited related work experience. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer. 

The Associate Civil Engineer performs a variety of complex engineering work for design, investigation, and management of public works projects and oversight of private development and permitted construction, prepares a variety of engineering documents, drawings and specifications, to act as project manager in assigned capital projects; and to perform a variety of professional public works and engineering tasks relative to assigned area of responsibility.  

This is the full journey level class within the professional Civil Engineer series. Employees within this class are distinguished from the Assistant Civil Engineer by the performance of the full range of duties as assigned, including by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Civil Engineer level, or when filled from the outside, have prior advanced technical or professional engineering work experience. This class is distinguished from the Senior Civil Engineer in that the latter performs the most difficult and responsible duties assigned to the classification including management of the most complex engineering projects or exercising lead direction over lower-level staff.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.
• Preparation of Request for Proposals, including scope of work for a variety of engineering projects and studies. Management of engineering consultant procurement process and oversight of engineering consultants.
• Manage advertisement and award of construction projects including the review of contract bids and proposals; management of construction contracts including participating in the review of contractor work activities; ensures contract compliance with contractual obligations, prepares and reviews change orders and manages contract close out and acceptance.
• Coordinate projects and assignments with businesses, utilities, special districts, and other City departments. Respond to complaints and assists in solving problems related to City projects and policies; provides information to property owners, contractors, engineers, consultants, and the general public on conformance to standards, plans, specifications, and costs.
• Conduct or oversee field inspections or investigation of capital projects during construction; ensure compliance with applicable codes and regulations; provides resolutions to construction problems; conduct or oversee survey, mapping, and data collection.
• Perform a variety of engineering complex calculations and computation; prepare project cost analyses; prepare estimates of time and materials costs.
• Investigate field problems affecting property owners, contractors, and maintenance operations.
• Develop revised design and construction standards for public works structures and appurtenances.
• Prepare estimates and feasibility reports for new or modified services and structures.
• Prepare special engineering studies and reports.
• Prepare applications for state and federal grants.

The County of San Mateo Public Works Department is seeking highly motivated and hardworking individuals to join their team as Road Maintenance Workers. There are multiple vacancies to be filled throughout the department.

The Road Maintenance Division of County of San Mateo's Department of Public Works is responsible for routine and emergency repairs to over 315 miles of road surfaces, culverts, shoulders, drainage facilities, and roadside vegetation on roads within the public right-of-way of San Mateo County's unincorporated districts.

Road Maintenance Workers perform a variety of heavy manual labor tasks including:
 

• Digging and clearing ditches.
• Trimming and removing vegetation along the roadways.
• Trimming trees.
• Cleaning catch basins.
• Patching streets, repairing potholes.
• Repairing winter damage from slides and slip outs.
   

The ideal candidate will have:
 

• Experience performing road maintenance and repair duties requiring strength, agility, and endurance.
• Experience in underground construction and/or working in a Public Works agency.
• A Class A driver's license
• Experience with tree climbing.
   

Work Schedule

Road Maintenance Workers work 10-hour shifts, four-days per week (either Monday through Thursday or Tuesday through Friday) and must be willing to work overtime. New employees may be assigned to work from the Grant Corporation Yard in Redwood City or one of the three Coast Side Yards (Princeton, Pescadero, or La Honda).

Examples Of Duties

Duties may include, but are not limited to, the following:

Road maintenance and construction
 

• Dig, level, slope, shovel, sweep and remove debris from drainage ditches and culverts.
• Prepare and patch holes in paved and unpaved areas.
• Shovel, rake, roll and smooth asphalt and gravel in patching work.
• Cut, trim, and dispose of brush and weeds.
• Cut, trim, and remove tree limbs and fallen trees.
• Prepare ground for and lay concrete and culvert pipe.
• Slope and prepare road shoulders and banks for seeding.
• Dig ditches for and install culvert pipe.
• Act as safety flag-person.
• Assist Construction Carpenter/Mason in the building of concrete forms.
• Maintain guard rails and shoulders.
• Load and unload trucks.
• Drive and operate construction and road maintenance equipment such ½- and 1-ton trucks, oil trailer, haul behind compressor, crew cab, cone truck, signs and legends truck and ride-on rollers.
   

Storm drain maintenance
 

• Perform inspections of storm drains.
• Rod and flush storm drain systems to remove obstructions.
• Operate pumps to remove debris from damaged or clogged lines.
• Clean catch basins.
• Cut and refinish streets, sidewalks, and driveways; lay cement and asphalt.
• Repair and reconstruct damaged sections of storm drain lines.
• Inspect, repair and construct manholes.
• Operate walk-behind roller.
• Make minor repairs to pumps and other equipment.
• Patrol assigned areas and check drainage pipe, storm drains, and road gates for debris and other potential hazards.
• Drive and operate construction and road maintenance equipment such ½- and 1-ton trucks, oil trailer, haul behind compressor, and walk-behind rollers.
   

Qualifications

Education and Experience : Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is one year of construction, inspection, or maintenance experience.

Licensure/Certification: Possession of a class C California driver license or equivalent.

Work Schedule:

The Department of Public Works is seeking well-qualified applicants for the position of Capital Projects Manager I to join a diverse team of hard-working and dedicated construction professionals.

 

Capital Projects Managers spearhead a diverse array of construction and capital improvement initiatives. This pivotal role entails managing the lifecycle of essential facility constructions, including major building remodels, renovations, upgrades, and tenant improvements, from the initial planning stages through to completion and the warranty period.

 

Positioned at the first level of the Capital Projects Manager series, the Capital Projects Manager I role involves managing various projects with distinct budgeted costs, deadlines, and levels of political sensitivity and visibility. This position will exercise discretion and latitude of judgement within established policies and communicate project information orally and in writing with department heads, Board members, the County Executive, heads of other governmental agencies, contractors, county staff, and the public.

 

Under general supervision, the Capital Projects Manager I will:

• Perform construction and capital improvement project management work involving the planning, design, bidding, and construction of assigned capital facility construction and major building remodel, renovation, upgrade, and tenant improvement projects.
• Integrate all phases of work, from the initial planning stages to the completion of construction and warranty period.
• Manage simultaneous capital improvement and major maintenance projects with varying budgeted costs, completion deadlines, and levels of political sensitivity and visibility.

 

Taking on the role of project leader, the Capital Projects Manager I will oversee all the elements of a project, from initial scope development, to assembling the right team to execute the work, to ensuring the project runs smoothly.

 

The ideal candidate will have at least three years of experience managing a variety of public building and facility projects that may involve work on administrative, medical, detention, judicial, parks, and support facilities, or will have at least three years of experience working with multidisciplinary building design and construction teams of engineering, architectural, planning, geotechnical, environmental, mechanical, electrical, drafting, inspection, and support staff.

• Education: Graduation from an accredited college or university with a major in Architecture, Engineering, Construction Management, or a closely related field.
• Experience: Three years of experience as a construction superintendent, project manager, or estimator for commercial or industrial construction, or as a superintendent of buildings and grounds for large complexes, or as a construction contract administrator in a public agency.

This Internship is offered as part of a Regional Internship Partnership to introduce and encourage current students and new graduates to local municipal governments. Job Description:

The City of Foster City is looking for an experienced Associate Engineer with a passion for public service. This position will provide exposure to large-scale projects and community engagement and performs engineering work on the following types of capital improvement projects:  buildings, parks, levee, storm water systems, lagoon, streets, traffic signals, water distribution systems, and wastewater collection systems.

We are seeking highly skilled individuals with the competence and experience to address challenges with confidence and professionalism. Individuals that demonstrates skills in any of the following areas: land development, transportation/traffic engineering, and storm system management. Independently management for the design and constriction of capital improvement projects and AutoCAD experience are highly desirable. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree in engineering or a directly related field, and three (3) years of professional experience in civil engineering work including project design, plan checking, and project management.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of a valid Certificate of Registration as a Civil Engineer in the State of California, desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

The City of Redwood City invites applications for Tree Maintenance Worker I/II. 

THE POSITION

The current opening is in the Street Tree Maintenance section of the Public Works Services department and provides an excellent opportunity for growth in the field of Right-of-Way maintenance.  The Tree Maintenance Worker I/II is expected to perform a variety of semi-skilled work involving trimming, removal, installation and general maintenance of trees.

A few typical responsibilities include, but are not limited to:

• Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights and as necessary to insure continued health of the plant.
• Climb trees or operate aerial lift truck.
• Remove fallen trees, dead limbs and other debris resulting from storm damage and general condition.

The City of Foster City has an opening for a Engineering Intern in the Public Works Department. The position is part-time with flexible scheduling, up to 980 hours per fiscal year, and no benefits provided. The department is interested in candidates for the summer or candidates who can start as soon as possible.  

Important and Essential Responsibilities: 
Daily responsibilities will include works directly with the Public Works staff, populating the Geographic Information Systems (GIS) database, and performing indexing and data entry. Other duties may include providing project assistance to technical and engineering staff related to capital improvement projects, researching, CAD drafting, plan review, data collection and analysis, permit issuance, and compiling information from various sources, and providing administrative or other support in the Public Works Department. 

Education and Training Guidelines: 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

• Education: Graduation from high school. A degree or degree in progress in Engineering program in a school or university is required.
• Experience:  No experience is necessary; 6 months of paid or documented volunteer experience in a municipal agency is desirable.

Licenses, Certificates, Registration: 
Possess a valid California Driver's license with a good driving record.

Salary will be determined by experience and education.

DEFINITION: Under general supervision, performs a variety of preventative maintenance, repairs, and installation of water pollution control plant, sewage pumping facilities, and equipment; maintains accurate maintenance records; orders and maintains an inventory of supplies, parts, and other frequently used items; and performs related duties as assigned.

 

DISTINGUISHING CHARACTERISTICS

 

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

Receives general supervision from supervisory or management staff in assigned department.

 

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

 

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

 

JOB-RELATED QUALIFICATIONS

 

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

 

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

 

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

 

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

 

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

 

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

 

SPECIAL REQUIREMENTS

 

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.
