Glenn County is recruiting individuals to fill three full time and multiple Part Time/ Extra Help positions in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. The Public Works Maintenance Worker III position is the journey-level class in the series, and is distinguished from the Public Works Maintenance Worker II by the primary responsibility to operate heavy diesel and gasoline-powered construction equipment in the maintenance of roadways, drainage systems. 
 

WHAT YOU’LL DO

• Prepares roads for patch repairs, overlays, or chip seals; prepares mix for patching roads; repairs and reconstructs roads.
• Cleans roadsides and drainage systems; inspects and clears debris from drainage systems; conducts roadside burning as needed.
• Prunes trees and other vegetation as needed.
• Directs and controls traffic around work sites.
• Operates semi-trucks, dump trucks, water trucks, boom truck, front loader, rollers, snow plow, etc.; operates a compressor, sand blasters, jack hammer, chipper machine, welding equipment, cutting torch, compaction tools, weed eater, blower, and other hand and power tools.

What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.
• Apply applicable policies and procedures in determining completeness of applications, records and reports
• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information
• May maintain petty cash fund; accept payment of fees; maintain and process cash records

The Assistant to the City Clerk receives general supervision from the Deputy City Clerk or a higher-level position and may exercise direct or functional and technical supervision over lower-level clerical positions, volunteers, and interns.

The County of Yuba is currently recruiting for the  flexibly staffed position of Elections Clerk I-II in the Elections Division within the Clerk-Recorder’s Office for both Extra Help and Full Time positions. This position reports directly to the Registrar of Voters Manager. This class is flexibly staffed, and incumbents may advance to the II-level after gaining experience, demonstrating proficiency, and meeting the qualifications. Initially under close supervision, incumbents learn state and federal laws, rules and regulations related to conducting elections as well as County policies and procedures. As experience is gained, assignments become more complex and are performed under more general supervision. Incumbent to this position will assist in conducting elections; process voter registration; maintain voter registration database; review and accept election filings; coordinate poll workers and polling facilities; proof printed, audio and electronic election materials; track, prepare and test electronic voting equipment; and perform other duties as assigned.

SUPERVISION EXERCISED AND RECEIVED 

Receives general supervision from supervisory or management staff in assigned department.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;

• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.
