The Position

The County is a diverse and dynamic community spanning a wide range of urban, suburban, rural, and coastal settings throughout the unincorporated community.

The Assistant Building Official leads building inspection activities to provide excellent customer service and to ensure development meets life safety, fire, structural, and energy efficiency standards.

Under the direction of the Building Official, the Assistant Building Official will assist in planning, organizing, directing, and evaluating the direction of the Building Inspection unit in the Planning and Building Department; exercise direct and indirect supervision over professional and technical staff; act as the Building Official in their absence; and perform a variety of technical tasks related to assigned areas of responsibility.

Examples of Duties

Duties may include, but are not limited to, the following:

• Assist the Building Official in planning, organizing, directing and evaluating the administration and technical direction of the Building Inspection unit.
• Select, assign, supervise, and evaluate the work of building counter and field inspection personnel; plan and coordinate in-house and field staff training and development programs; and recommend or initiate personnel actions such as promotions, transfers, dismissals, and disciplinary measures.
• Assign work activities and projects; conduct periodic field inspections to monitor workflow and ensure conformance with approved plans, specifications, ordinances, laws and materials; and conduct more difficult building and housing inspections.
• Investigate and resolve complaints or difficult interactions in the field regarding requirements or customer service; and assist in analyzing and solving administrative, office, and technical problems.
• Evaluate and review new or specialized construction practices and provide recommendations to the Chief Building Official.
• Assist staff with technical questions at the building counter.
• Serve as Acting Building Official in their absence.
• Perform related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in construction, civil engineering, architecture, public administration, management, or a related field. Occupational experience and related certificates of achievement may be accepted as evidence of required training. Additional training in management is highly desirable.

Experience:

Five years of increasingly responsible experience in building code inspection and enforcement, engineering and surveying, or code compliance, including one year of supervisory experience.

Licensure/Certification:

• ICC (International Code Council) Certification as a Combination Inspector or ability to obtain within one (1) year of hire. (Per California Health and Safety Code Section 18949.28(a).)
• Registered as a Certified Access Specialist (CASp) by the State of California or ability to become registered within one (1) year of hire.
• ICC certified as a Plans Examiner is highly desirable.

The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

In addition to the qualifications above, the ideal candidate will have effective and courteous communication skills in order to discuss housing violations, violation remedy and necessary inspections and fees and participate in depositions and court hearings as requested. The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. Under general supervision, perform a variety of professional civil engineering services in such areas as planning and design of private and public planning and building projects, including residential and commercial buildings, parks, and landscaping projects.

Associate Engineer is the journey level class of this series responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on construction projects. 

The ideal candidate will possess and have knowledge of:

• Stormwater management and treatment practices, including green infrastructure and low impact development measures to reduce runoff and prevent stormwater pollution.

• Possession of a Certificate of Registration as a Professional Civil Engineer in the State of California is desirable

• Conduct drainage plan review on planning and building permit applications.  
• Serve as resident engineer on routine construction projects. 
• Perform duties as chief of party engaged in making surveys. 
• Prepare designs, plans and specifications for routine projects. 
• Assist in drafting and preparing instructions for bidders, proposals, affidavits, bonds, specifications, change orders and other documents and reports involved in the construction of engineering projects. 
• Ensure County compliance with the Municipal Regional Stormwater Permit issued by the Regional Water Quality Control Board. 
• Update ordinances, regulations, and policy manuals as needed to comply with changing State, regional, and local requirements. 
• Inspect construction projects for conformance with specifications, safety standards and federal, state and local regulations. 
• Conduct economic cost and quantity estimates for assigned projects.

San Mateo Medical Center (SMMC) is seeking a highly-qualified Social Worker III - Discharge Planner/Case Manager to provide highly skilled, intensive discharge planning and case management to individuals and their families, and provide casework consultation within SMMC and to outside agencies.

The Social Worker III - Discharge Planner/Case Manager position will support SMMC to provide services related to discharge planning/case management on various units of the hospital, including the Medical/Surgical unit, Intensive Care Unit, Acute Psychiatry unit, Short Term Rehabilitation unit, Emergency Room, and Psychiatric Emergency Services. This includes needs assessment, assistance in financial resource management, crisis management, service delivery planning and follow up, and referrals to public, community-based services and programs. The candidate should be familiar with the rules and regulations governing skilled nursing and assisted living facilities. The ideal candidate will have direct experience working in an acute care hospital setting performing discharge planning, including appropriate documentation in accordance with all Medicare and Medi-Cal regulations, and should be experienced working with Electronic Medical Records (EMR) and LEAN principles.

The current vacancy is an on-site, Full-Time, Regular position. In addition to the regular vacancy, we also have an Extra-Help vacancy on site. Experience with psychiatric discharge planning is strongly preferred.

The ideal candidate will be:

• An experienced social worker with the ability to plan and execute complex treatment plans in a community- or acute care hospital-based setting.
• Experienced with Behavioral Health and Recovery Services (BHRS), as well as other mental health community programs.
• Knowledgeable of the systems of care related to older adults, mental health, substance abuse, developmental delay, pediatrics, primary care, palliative care, chronic illnesses, dialysis, conservatorship, and probation and parole.
• Able to work independently with little supervision and demonstrates a high degree of initiative.
• Knowledgeable of housing resources, their requirements for eligibility, and other community services such as In-Home Supportive Services (IHSS), Multipurpose Senior Services Program (MSSP), Institute on Aging (IOA), Health Plan of San Mateo (HPSM), BHRS, and Bridges to Wellness, and more.
• Knowledgeable about County benefit and entitlement programs, such as Medi-Cal and ACE.
• Experienced and comfortable working with the following populations: multi-cultural, homeless, chronic diseases, end-of-life, mental health, domestic violence, parolees, and substance abuse disorders.
• Experienced working with a diverse population (race, ethnicity, age, ability, language, nationality, socioeconomic status, gender, religion, and sexual orientation).
• Able to accurately assess for signs of adult and child abuse and be a mandated reporter.
• Able to work in a politically charged environment under high degrees of stress and meet all deadlines.
• Able to develop effective and positive working relationships with community partners such as Aging and Adult Services, BHRS, and HPSM.
• An effective communicator to a broad range of stakeholders, including doctors, nurses, conservators, health advocates, families, and patients.
• Able to remain calm during crisis situations and perform emergency crisis counseling for families and patients as needed.
• Experienced documenting in an EMR.
• Able to communicate clearly and concisely.
• Spanish-speaking preferred.

• Provide information and assistance to patients of SMMC.
• Conduct initial screenings for patients and develop appropriate discharge/service plans to address identified issues.
• Provide skilled casework services to patients and their families.
• Schedule and conduct family care conference meetings with patients, families, and treatment team for short-term and long-term placement needs.
• Coordinate referrals, both internal and external, as part of the social service plan.
• Follow up on referrals and document outcomes as well as completion of items.
• Provide crisis intervention to patients and their families.
• Assist patients in meeting a variety of emergency needs, including financial, housing, and emotional crises.
• Assist patients with applications and securing of private and public benefits.
• Gather and maintain current information on community resources and disseminate this information to patients and staff.
• Maintain case files utilizing the electronic medical record.
• Work with the hospital's multidisciplinary team of staff to identify and address barriers to care, participate in quality assurance efforts such as outcome analysis, chart reviews, and patient and staff satisfaction efforts, and assist with maintenance of Center policies.
• Document interactions with patients/clients in EMR.
• Be a member of the Palliative Care Team.
• Work in the emergency room or any other areas in the hospital that social workers cover.

Qualifications

Education:

• Satisfactory completion of 36 semester units of Social Welfare and/or appropriate behavioral science courses.

Experience:

• Three years' experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.

Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work and two years' experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.

Licensure/Certification :

• California class C driver license or equivalent.

Performs building, fire, electrical, plumbing and mechanical inspections of all structures during construction to ensure conformance to City/State codes, ordinances, approved plans, calculations, and specifications, using appropriate safety precautions; checks for setbacks and conformance to zoning regulations; checks signs and fences; investigates complaints; interprets codes, reports violations and hazardous conditions and orders corrections; notifies builders of required changes and makes re- inspections; performs fire prevention inspections and investigations of new and existing structures; and advises the public regarding construction practices and principles.

Administrative Functions

Reviews plans and specifications for the purpose of conducting building inspection work; prepares records, reports and correspondence; utilizes personal computers to perform data entry functions; and may be assigned to assist in the Permit Center, as needed.
