THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. Another focus of the position will be on collaborating with the Sustainability Team to evaluate and develop green and sustainable codes and regulations to further the City’s climate action goal, which is one of the City Council’s top priorities. 

The City of Foster City is looking for an experienced Associate Engineer with a passion for public service. This position will provide exposure to large-scale projects and community engagement and performs engineering work on the following types of capital improvement projects:  buildings, parks, levee, storm water systems, lagoon, streets, traffic signals, water distribution systems, and wastewater collection systems.

We are seeking highly skilled individuals with the competence and experience to address challenges with confidence and professionalism. Individuals that demonstrates skills in any of the following areas: land development, transportation/traffic engineering, and storm system management. Independently management for the design and constriction of capital improvement projects and AutoCAD experience are highly desirable. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree in engineering or a directly related field, and three (3) years of professional experience in civil engineering work including project design, plan checking, and project management.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of a valid Certificate of Registration as a Civil Engineer in the State of California, desirable.

The incumbent will be a vital member of our team! With a focus on capital improvement projects, our Associate Engineer performs a variety of professional-level engineering work including development, CIP and other City plans regarding stormwater management, streets, transportation and public buildings.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Perform a full range of professional level engineering duties in support of the City’s public works engineering projects, services, and activities including design and construction programs for City streets, storm drains, sewer lines, traffic, and related capital improvement programs.
• Perform plan check, review, and processing of plans for projects affecting City streets, sewers, drains, and related public works facilities; review engineering design and construction plans, drawings, specifications, contract documents, cost estimates, engineering calculations, and related documents prepared by consulting engineers and contractors for compliance with professional and City standards and practices; coordinate reviews with other departments and agencies.
• Prepare designs and specifications for assigned projects; develop engineering drawings, construction plans, specifications, contract documents, bid documents, calculations, and cost estimates for proposed projects; research project design requirements; prepare estimates of time and material costs.
• Act as the resident engineer on construction projects; administer contracts for assigned engineering projects; conduct site inspections during and at completion of project; monitor construction progress and changes to scope of work; discuss and recommend change orders; review and process requests for contract and final payments; prepare project close-out documents.
• Investigate field conditions related to public improvements, public utilities, and traffic safety operations; investigate field problems affecting property owners, contractors, and maintenance operations; work with public or private contractors on public improvements.
• Maintain accurate records of projects, budgets, or field observations required for the delivery of civil engineering services for the City.
• Prepare special engineering studies and reports.
• Perform survey, mapping, and data collection; evaluate data and prepare recommendations.
• Perform in-depth review of grading and improvement plans, parcel and subdivision maps, and all other miscellaneous maps to ensure compliance with regional standards and Subdivision Map Act; review legal descriptions and exhibits for lien, easement, and vacation documents to ensure accuracy.
• Perform a variety of traffic engineering studies; review development plans and make recommendations regarding compliance of traffic control plans with regional standards and practices; monitor traffic patterns and analyze traffic accident reports; make recommendations regarding required public improvements and their compliance with regional standards and practices.
• Provide assistance to contractors, engineers, and the general public on engineering policies and procedures; review submitted plans, drawings, and specifications for compliance with engineering and City codes and standards.
• Provide supervision and training to assigned staff.
• Serve as staff to a variety of City commissions, boards, and committees related to public works engineering matters.
• Coordinate public works activities with other City departments, divisions, and outside agencies.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of civil engineering design and construction management.

As a result, the Engineering and Transportation functions will now operate as a stand-alone Department with a new Director and Assistant Director. The first step in implementing the Study’s recommendations is to hire a Director and Assistant Director, one of whom will serve as the City Engineer. The new Director, reporting to the Assistant City Manager responsible for land use and development functions, will have functional responsibility for land development, engineering, and transportation, including the City’s Capital Improvement Program (CIP), which includes utilities, civic projects, and construction inspection.

The new Engineering and Transportation Department is supported by 24 FTE and has a FY 2023-24 Capital Budget of approximately $38 million in general infrastructure and transportation projects and $13 million in utility infrastructure projects. The Five-Year CIP (FY 2023-24 to FY 2027-28) totals $473 million, including citywide projects. Major projects include an impressive list of transportation projects, such as the SR84/US101 Freeway Interchange, grade separations along the Caltrain rail line, parking, and transportation demand management and Vision Zero implementation, and various traffic calming and roadway projects. The City of Foster City has an opening for a Engineering Intern in the Public Works Department. The position is part-time with flexible scheduling, up to 980 hours per fiscal year, and no benefits provided. The department is interested in candidates for the summer or candidates who can start as soon as possible.  

Important and Essential Responsibilities: 
Daily responsibilities will include works directly with the Public Works staff, populating the Geographic Information Systems (GIS) database, and performing indexing and data entry. Other duties may include providing project assistance to technical and engineering staff related to capital improvement projects, researching, CAD drafting, plan review, data collection and analysis, permit issuance, and compiling information from various sources, and providing administrative or other support in the Public Works Department. 

Education and Training Guidelines: 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

• Education: Graduation from high school. A degree or degree in progress in Engineering program in a school or university is required.
• Experience:  No experience is necessary; 6 months of paid or documented volunteer experience in a municipal agency is desirable.

Licenses, Certificates, Registration: 
Possess a valid California Driver's license with a good driving record.

This position performs routine and standardized tasks and duties such as plumbing, carpentry, painting and electrical activities.

THE DEPARTMENT

The Public Works Department is comprised of the Engineering, Maintenance, and Water Quality Control Plant divisions.  The Engineering Division is responsible for delivering facilities and infrastructures that meet the needs of City residents and complying with standards and requirements established in the engineering guidelines and the City's Master Plan.

The Engineering Division is headed by the Principal Engineer.  The Senior Engineer position is an advanced-level engineering classification requiring professional registration, performing a wide variety of engineering duties in civil, sanitary, traffic, and other municipal public works, maintenance, and construction engineering projects.  This class is distinguished from other lower-level engineering classes in that it provides direction to staff and performs the more complex engineering and project management assignments.  Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or Capital Improvement Program.
